Latest Tax is Another Rip-Off

Editors Note: Well, it could conceivably be called a surcharge. Irrespective of the terminology, it does cost the taxpaying citizens. Those rates will likely also be doubled for out-of-city residents like the water and sewer costs have been doubled. This sounds a lot like the new city hall issue. Another expenditure we can do without, especially when our police, fire, sheriff, EMS, and other emergency responders still don't have communications equipment so they can talk to each other. With our crime rate, it is difficult to understand why our city leaders still don't have their priorities straight.
City Manager Type Government Not Popular in Arkansas

The Arkansas Municipal League published a discussion in recent years about the City Manager Form of Government. The discussion basically stated that of the 400 cities in Arkansas around 15 of them changed to the City Manager form of Government around 20 years ago under the belief that a professional could run a city more efficiently than an elected politician. Since that time all but 5 have returned to the mayor alderman form of government. The remaining City Manager Cities are Hot springs, Arkadelphia, Hope, Texarkana, and Little Rock. Additionally three cities in Arkansas have the City Administrator Form of Government. They are Barling, Fort Smith, and Siloam Springs. The decline in the City Manager Form of Government has been attributed by the municipal league to criticism that is not responsive to the public and that it relies too heavily on consultants and studies to make decisions.

This is a letter to the editor I wrote Apr 19, 2004 which started my quest to oust Kent Myers. My position has not changed. Also the City manager has not changed nor has the majority of the City Directors. HAS ANYTHING CHANGED?
Reference Duane Vanderberg’s letter - Don’t turn back Clock
In Mr. Vanderberg’s recent letter he condemned Mr. Messersmith, Patterson and Shirley because they envision a better government, run by the people instead of a City Manager. Mr. Vanderberg had to impress on the readers that he was a college graduate and could remember a quote from his communication class. I am sure that the instructor did not intend for his statement to be taken out of context. With the pooling of intelligence it is a given that a better solution can be found. I don’t have an MBA, as Mr. Vanderberg proclaims, but as an instructor of National Staff College (graduate accredited) for the Air Force, I would hope that my students left my class being able to think for themselves. I think maybe Mr. Vanderberg missed a few classes. Anyone wishing to better the government, Local, City, State or Federal, are not Zeros and far from Ignorant. Ignorance comes from not recognizing a problem or not taking the effort required to make change.
That being said let us examine some of the problems. Our mayor past, present or future is not a hired Mayor. He is elected by the people. The problem is that the present elected Mayor has no power. We have delegated all the power and influence over to a HIRED CITY MANAGER, not elected by the people. He is not from Hot Springs, and even “not that fond of Hot Springs”. Mr. Vanderberg indicated that through our volunteer elected City Directors, we have the power to remove the City Manager. Please give me a realistic time table. Since the Directors are volunteers, good bad or indifferent, the selection pool of qualified candidates is automatically limited. So first we have to find qualified volunteers that are willing to think for themselves and for the good of the City, and investigate possible problems. Since the present board is mostly controlled by the City Manager, we will have to find approximately 4 new volunteers willing to be City Directors. Then, hopefully they will need time to investigate the problems and form solutions. Then and only then might we see a change in City Management. By that time the problem will have taken his resume (of achievements during his tenure) and left the City holding the bag of Liabilities.
Lets look at Mr. Vanderberg’s analogy of volunteer City Directors to that of a Hospital Volunteer. A hospital volunteer works under the strict supervision of qualified paid staff. Please do not allow a hospital volunteer perform an operation on me. True they are cheaper, maybe just as motivated, many times qualified, but face it, quality volunteers are limited in number. If the all volunteer system works so well, why doesn’t Wal-Mart use an all volunteer staff? Problem is that ideas tend to stagnate. Any form of government requires a good flushing on a routine basis. The president of the USA and his staff is subject to this requirement every four years and limit their stay in power to a maximum of eight years.
On the subject of “flushing”, no, changing the system may not lower your sewer bill, but ask yourself, why, since Melton retired with a surplus budget, has the sudden problems in the budget require a request for an maximum increase in sewer bills? Perhaps mismanagement. Why does the Management think that county residents sewer bill should be higher knowing that it is illegal to increase rates disproportionately? Why will the Directors allow this to happen? Answer is simple, the volunteer Directors will follow the City Manager’s lead. They do not have the time and motivation to investigate thoroughly the true problems. Who will pay the cost of the “oversight”? The City will in increased legal fees to counter the mostly assured lawsuits rightfully filed in behalf of the county residents. Who wins? The City Manager will have yet another achievement feather in his resume.
Lets take a look at the Baptist Hotel, Nick, Darsh, Medical Arts and Math and Science Building. Oops, sorry my space is limited. But a good investigative reporter could have a ball in this town. Start by checking the City Buildings for City Compliance.
Lets clean up our government before it cleans us out.

Check your web sites and see if the National Parks do their own advertising. What our folks do is generate a lot of paper handouts that is a duplicate of AAA and the Internet Information. On a talk radio show in the Tues morning segment, Kent Myer had to educate the host (that does not listen and learn) as the host was against the tax going to 1% of A&P, and that was not what the lady had said, and even Mr. Myers straightened out the host of the talk show. Mr. Myers said how many benefits Hot Springs receives from Oaklawn and the ongoing scholarship program, and tax benefits. Maybe Mr. Edwards does not remember the financial package offered by Oaklawn...today's paper said the lady that presented at the Board lives in the county. I know she lives in this city. I think the only reasonable person on that board is Mrs. Marutur. As a matter of fact, do you know those people do not believe the tax is paid and carried by the residents of Hot Springs and the county??? They THINK visitors pay it, or just become vocal to try to ignore the fact of who pays the tax. I think the guy trying to explain about the funds available for the low income/disabled/elderly has the best idea...Calm down, Mayor, have a drink!!
I am one resident that does not understand how the 3% change to 1% will harm police and fire funds, or drive folks away as the Manager implies in his last statement in the paper. Doesn't the 3% go to the A&P? How would that reduce his 90 million dollar budget for a city of 36,000 folks? Does he believe people love to be fleeced when they come to Hot Springs? If they need more money for A&P, RENTING OUT THE 6000 seat arena instead of having it empty most of the year might help their financial situation.

Editors Note: You think the directors and a few other folks demonstrated how little they really know about A&P taxes do you? We also did a bit of checking and it appears that the tax that couldn't be separated is separate. In addition, the A&P 3% does not pay any police and fire items nor is it part of what the city uses for any purpose. We currently have no position for or against the A&P tax but it would be nice if people told the truth rather than trying to just scare folks by making up whatever they think sounds good at the time.

Does Kent Myers have the integrity to openly speak at the GGGG meetings? Will he and his “virtuosos virtues” answer questions honestly?
Mr. Myers has decided to eliminate any funding for the Drug Task Force which has been doing such good work.
Kent better leave town when the fire and police find out how he and the city attorney got huge raises and he wanted to give them nothing. He is a real scrooge.
He needs to be pegged down from going anywhere before the budget is finalized…especially with the cuts and the misallocations of funds. How can he decide to eliminate funding for the Drug task force and pay insurance for the attorney’s whole damn family? Is Kent Myers on the take from the drug pushers??
Kent didn't have the nerve to speak to the group. We heard the A&P director told him not to come. He and the city attorney just got 5% raises and would have a hard time answering questions about why they got twice what the other city employees got. The board even gave the attorney full insurance coverage and benefits for him, his wife and 3 kids. He still does private work and we furnish him his office, a car, secretaries, etc.

We accepted the city manager's reasons - first, a budget meeting did conflict with the initially scheduled time; second, we don't want to keep anyone from having Christmas with their family even if they do it on the 13th. As to the large raises and benefits compared to other employees and to not funding the drug task force: INEXCUSABLE.

City Now Owns an Apartment Building at 735 Quapaw (Update to November 29 Item below)

A deed has been issued and recorded and the City now owns the apartment building at 735 Quapaw. After the auction the City wrote a check for the courts expenses as is always required of the buyer at an auction. There is a new strange twist to the story though. The City attorney is apparently now claiming that the city was not the bidder that placed the $85,000 bid and at least one person who attended the auction has stated that an attorney for the mortgage company placed the bid. If this turns out to be true, then it opens a new set of questions. Why did the City pay the buyer's fees after the auction if the City was not the high bidder? Who authorized the payment of the buyer’s expenses? Is the City Attorney properly supervising the litigation process? If the Judge reverses the sale that has been confirmed and a deed issued and paid for by the city, is the mortgage company going to pay any of the court cost, advertising fees, deed recording cost, plaintiff’s attorney fees, clerks fees etc… that the city has paid? It would appear that the City is playing very loose with our money.
The City Attorney has long had an outstanding reputation as a fine man, an honest, ethical attorney, and a very pleasant person to deal with. His dealings with the current board are starting to raise questions. We are paying a salary of $100,000 plus benefits, office expenses, a car, etc… for the City Attorney to represent and protect the interest of the people of this town. Are we getting our moneys worth?

Myers and Bush Opposed to Board's Wishes

Bush is completely controlled by the leader of the Good Old Boys, John Selig. Did you see on the front page of today's newspaper that he is chairman of Bush's City Building Study Committee? Surprise, surprise. If you haven't noticed, this town is run by realtors with former Mayor Helen Selig and hubby John the leaders of the pack. The study committee is a ruse. We will bet you whatever you want that Selig's committee decides that the city needs a new city hall. You have heard that before and we thank you for the strong action you took to keep it from been forced on us. Bush is controlled by this bunch so watch out. They are not through trying to make us all pay by not giving us raises, refusing officers we need to fight crime they deny exists, raising your taxes and whatever it takes to satisfy the Good Old Boys that still run Hot Springs.

Regardless of how dreary the city's financial situation is, it does seem there is always enough money for a new city hall. What say we get the city to build a new fire station on highway 7 south. Don't the city directors realize they could put their names on that?
City Now Buying Private Property With Public Funds Without Telling Us?

In a move that should shock the conscience of every citizen in this City. The City on November 14th auctioned an apartment building at 735 Quapaw directly across the street from Director Smith’s house and bought it at the auction for $85,000 under the guise of the nuisance abatement law. The problem with this is that the law allows the City to have a lien against the property for their court cost, legal fees, and penalties and has provisions in which the City can execute on their judgment lien but in this case, the City simply asked for an order to sell the property. It is common for a judge to rely on the attorneys in the case to do what is right and lawful. In this case the Owner had been locked out of his property by the City and denied his ability to collect rent and did not have money to pay for an attorney. His mortgage company did hire an attorney and that attorney did not show up for the auction.
Rather than do the right thing which would have been for the City to ask for a judgment for a few hundred or thousand dollars for their cost, they simply asked the court to sell the property and made no provisions for distribution of the proceeds of the sale. Had the Owner had the ability to obtain an attorney or had the City Attorney done the right thing and follow the law, the $85,000.00 bid would have been paid over to the Mortgage Company and or Owner after taking out the City's minimal cost. At this point, the City appears to be taking the position that they do not have to pay the $85,000 to anybody. They feel they can just take your property if they want. There was at least one potential bidder at the auction ready to place bids but when the City entered an $85,000.00 bid, that they had no intention of paying, the bidders present did not enter bids over that amount.
Several questions need to be asked here:
1) When the City only had a few hundred or thousand dollars in expenses in this litigation why did they bid $85,000.00?
2) Who authorized the expenditure of this $85,000.00?
3) Should every citizen in the City be concerned that the City may take their property with no compensation or is this just limited to properties located across the street form abusive director’s houses?
4) In the City’s lawsuit, it was stated that here were 55 police calls to this property over the prior 12 months. How many of those calls were placed by Director Smith and how many were placed by the residents or other nearby neighbors?
5) As has been documented and photographed on this website numerous times Director Smith’s house has numerous major exterior code violations that have been ongoing for years. Why don’t we take similar action against his property?
6) Why are the City Attorney, Code Enforcement Department, and Police Department spending such an illogical amount of resources on properties adjacent to directors houses? (There have been over 20 liens placed on the properties on the small block that Elaine Jones lives on. Officers work both end of the street, for free, against city policy when there is a block party in front of Director Smith’s house. The City Attorney has dropped criminal charges against at least 2 directors, represented Director Weatherford’s in a civil case regarding his personal debt to a window company and allegedly advised Smith in his attempt to refuse to pay his painter.)
7) Why did Kent Myers deny to a City Director that the city purchased this property when he was asked about it this week?
I don’t doubt that there were code violations present that were used to justify this action. Now lets deal with the code violations across the street in Director Smith’s House. We need to get to the bottom of this issue. If anyone takes lightly the unconstitutional taking of property without due process and compensation they stand to be next.
Editors Note: Irrespective of intentions, the public should be outraged that the city spent $85,000 of their money without their authorization. That also was a rather ridiculous opening bid. Again, the city leader's mentality seems to be that it is only tax-money. It is not like it is REAL money. That being said, it appears there may be some serious legal infractions by some individuals with the city and at least one director who may have again demonstrated an "abuse of office" violation. U of A Should Support Math & Sciences School, Not City Taxpayers

We need to get a City Representative that can negotiate a lease for the University to pick up this tab since their name is all over the place and they take all of the credit for the school.
Editors Note: That was several million they just "elected" to give to Houston Nutt. It would be nice for them to elect to maintain their building assuming whatever rent, if any, they are paying to the city doesn't cover proper maintenance. Moreover, with the city's record of maintaining roofs of city buildings, why would the University trust the city leaders to maintain anything for them?
How High Do Taxes Get Before We Are Forced To Move Out-Of-Town?

In the article appearing on the 20th of November paper titled: "BALANCED BUDGET UNVEILED" Mr. Myers is again suggesting that a one mill property tax assessment FOR EACH FUND (of the police and fire pension funds) would make the budget sound.. Is this the same Mr. Myers that wanted to sell us the idea of a bond indebtedness for 25 years at the payoff rate of $500,000.00 plus per year, and no tax increase would be necessary???
Where has the money gone to that he was going to create a City Hall with?
As persons living on pensions we ask:
Is this means of calculating future cost for pensions contributions subject to review to be certain the funds are yearly placed into the investment pool of the managing agency for the retirement accounts? Also, that we are NOT being charged AGAIN for the same money already turned over to the fund, that may have decreased due to the investment market downturn.
As in all investment failures, this is a challenge that the entire senior population lives with! Welcome to retirement! There are never enough answers to the questions a quick scanning of the paper creates.... Let us be sure we know what we are paying for before another challengeable vote takes place.
People of Hot Springs: you best wake up and start becoming involved in this City before you are taxed to the point where you too will need to move out of the City to afford to live on YOUR FIXED BUDGET.

Myers' Proposed Tax Increase Larger Than Reported

When the city replaced the property tax with a sales tax, there was a promise in the paper that we would not have a property tax but instead we would replace it with a sales tax that tourist and other visitors would pay which is more fair for the residents of Hot Springs.
Today’ Sentinel Record Stated, “These retirement costs will continue to escalate,” Myers said. “You need to look at the police and fire pension funds and the possibility of a 1-mill increase". Myers said a 1-mill property tax increase for each fund would generate about $440,000 a year for each department. Retirement costs account for 30 percent of HSPD salary costs and 50 percent of HSFD salary costs. Providing the assistance”
Just a few months ago we had an extra $14 million laying around begging for a shiny new palace for Mr. Myers to rule his kingdom from. Now we are back to our poor fire and police departments need a tax increase. Mr. Myers pulls that out of his bag of tricks every time he wants to increase taxes. He wants us to believe that we have enough money to build him a palace, corrupt the directors and department heads with dozens of expensive trips and international vacations, but with one of the highest crime rates around, the only way we can fund our police and fire departments is with additional taxes.
This property tax campaign needs to be met with the facts he stated when we replace the tax, and he needs to know we are not tricked by his "all new taxes are for the police and fire departments" campaigns.
Editors Note: He apparently thinks the public will approve new taxes if he can disguise them as being for fire and police. He said as much last evening. He is likely correct but the city should pay their fair share for fire and police and stop the skimming of existing taxes through his "allocation" schemes and stop charging fire and police exorbitant fees for oil changes, etc.
Director Smith Back on His Job at QCC

Well Mr. Smith lost is coming back to his job at our center (QCC) on Monday. Lying to our board, chewing out employees and members, using profane language, constantly intimidating people, not performing his duties, causing groups to leave our center, getting contempt of court actions filed against our center and keeping information from the board was not enough for him to be fired. At least not enough in the view of some on our board. I am sending you information by regular mail about what happened. You will be surprised to find how influential realtors and even a so called preacher decided it was in our best interest to reinstate this buffoon to be our director. His uncontrollable rage, filthily outbursts, and vindictiveness will really be shown now. We are already losing more people and probably some employees and even spineless board members. Our view is we pay this pompous character over $38,000 because he is a city director. He is doing a horrible job there also. Are you going to help us before it is too late or just talk about it?

Director Smith Suspended From His Job at QCC

Our goofball director has been kicked out of his job at the Quapaw Community Center. Can life get any better? Yes it can - lets kick him out of his job as city director. (11-14)
Smith lost his job a QCC for not keeping his board informed. Maybe we can all go back there now without having to sorry about his rage or jumping down our throats just for being there. I invite everyone to tell the QCC board how much we appreciate their actions. We sure don't want any chance of him ever coming back to harass us. (11-13)

We didn't report it because it borders on his personal life but numerous citizens have pointed out that politicians should be open and honest about everything they do including their personal lives. Not being open and honest with his board appears to be why he was suspended.
More Information on the "Flim-Flam" City Director

Mr. Smith claimed all of the articles in GCGG about him and the garnishment were fabricated stories, absolutely no truth to them. He even managed to convince a few of the top ranking QCC board members of this and somehow concealed this information from the rest of the QCC board members. The garnishment was never discussed in any of the monthly board meetings, from the time it happened up to and including the October board meeting. Mr. Smith, aka Flim-Flam Man, has proceeded to make the QCC board look ridiculous. Do we want a City Director like this?
Editors Note: That is certainly a question citizens should seriously consider. We did note several board members at his most recent court hearing so it may be more difficult for him to also convince them that hearing didn't happen.
Local Newspaper "Sugar Coats" Story for Large Advertiser

Today’s Sentinel Record covered a national news story for one of it’s largest advertisers today just as you would expect them to. They Sugar coated it. They referred to a drug resistant bacterial infection in the ICU unit of the hospital that has a huge advertising account with them as being in the ICU department 12 times in the article they mentioned the ICU department. The newspaper went on for 8 columns about the fabulous controls the hospital put into place, but not once did they point out that the infection was also found in 2 patients in the general population as Fox News who doesn’t receive ad dollars from the hospital did. I believe the people of Hot Springs were misled by that article to believe that the problem was isolated to that one floor of the hospital. If Fox News is correct in their reporting large numbers of people may have been exposed in other areas of the hospital and our local newspaper is covering that up.
Fox News reported: “The multi-drug-resistant bacteria known as acinetobacter has affected six critically ill patients so far, four of them in intensive care and the other two in the general medical population, Chopra said.”
The Sentinel Record reported on the ICU department 12 times they stated: “place its intensive care unit off-limits to visitors and additional patients Friday,” “St. Joseph’s ICU off-limits” “ICU CLOSED” ”has placed the hospital’s ICU off-limits temporarily” “related infections often occur in ICU units” “we closed down the ICU to visitors” “I think we saw a pattern in some patients within the ICU,” Chopra said.” ““think through those instances where a patient’s care may require putting them in ICU and delay those procedures because we’re not allowing any entry into the ICU. And we are not allowing the discharge of any ICU patient to another unit on the floor.” “Patients who may need ICU care due to an emergency situation will be diverted” “the ICU being off-limits until we hear otherwise from regulatory agencies”
Regarding the seriousness of the infections Fox news reported it as deadly while the Sentinel Record reported on the recovery times.
Fox News reported: "It's associated with high mortality," he (Chopra) said.
The Sentinel Record reported: "Treatment of the infection is through intravenous antibiotics but recovery time varies from patient to patient," Chopra said.
While you are watching the City who is watching the local newspaper? Their reporting of the recent crime series and the open forum were similarly slanted. In the October 18, 2007 The Sentinel record reported
“City plans public forum - The Hot Springs Board of Directors will host a community forum at 5:30 p.m. Thursday, Oct. 25, in the second floor training room at the Central Fire Station, 310 Broadway Ave. The forum is open to the public. Dave Byerly, president and CEO of the Greater Hot Springs Chamber of Commerce, will moderate the forum. City directors and staff will be on hand to answer questions. All topics of discussion are welcome.”
The City directors were not on hand to answer questions and all topics were not welcome.

The New Element

Recent hurricanes and climatic issues are
proof of the existence of a new chemical element.
Research has led to the discovery of the heaviest element yet known to
science. The new element, Governmentium (Gv), has one neutron, 25 assistant
neutrons, 88 deputy neutrons and 198 assistant deputy neutrons, giving it an
atomic mass of 312.
These 312 particles are held together by forces called morons, which are
surrounded by vast quantities of lepton-like particles called peons.
Since Governmentium has no electrons, it is inert; however, it can be

Quit the Personal Attacks and Name Calling

You do important work. However, I am saddened to see such personal attacks on your website. I think your group loses credibility when you sink to the level of personal attacks. It reminds me of Junior High and the gotcha mentality.
My opinion is that if you want to continue to be effective in getting out information to the public, making the politicians be accountable, you have to keep the personal attacks out of your repertoire. Most of us would not want our dirty linens aired publicly, or to be called childish, ugly names. The priority is to affect change with responsibility.
Be firm with them. Be factual with them. Be knowledgeable with them. Be consistent with them. But, c'mon, folks, leave the ugliness behind. It demeans your purpose. I won't sign my letter - I have to protect my job - so just sign me as: Hoping for Change.

Numerous people write in and use some very vile language and call local politicians names that we don't print here. However, we feel it is important to provide a forum where everyone can express their views so long as they keep them somewhat civil. Director Slithers By Contempt of Court Citation

Editors Note: Withholding information from one's employer would typically be considered as a serious offense and was is painfully obvious that he did not tell his employer that he had gotten them into major legal problems. It will be interesting to see what action the QCC board takes. As to you last question: hasn't he just proved what actions he would take to cover up problems?
to Smith court saga: The 2 hearings were consolidated and heard on Thursday, October 25 at 2 PM. Visiting Judge Burnett was prepared to issue "Contempt of Court" citations to both Mr. Smith and the Quapaw Community Center. Mr. Smith recommended that he be allowed to post the bond that he was supposed to post prior to filing an appeal to Circuit Court and the request was granted. It was interesting to note that the Quapaw Community Center's attorney showed up to represent them since Mr. Smith had obviously failed to notify his board that his actions (or lack thereof) had also gotten a contempt order ready to be issued against the center. The judge gave Mr. Smith until 10 AM Friday, October 25th to post a bond in the identical amount of the judgment against him ($2,315.52) or the Contempt of Court order would be instated and an warrant will be issued for his arrest.

Oh my gosh I'm so excited . . . Mr. Smith is having an open forum meeting 10-25 at the Central Fire Station. Boy do I have a list of questions to ask him.
1. Why has Mr. Smith not paid the painter after the Judge ordered him to do so?
2. Why did Mr. Smith claim to be indigent when he makes $38,000 per year as a center director at the Quapaw Community Center?
3. Why did the Quapaw Community Center not receive the garnishment of Mr. Smiths wages?
4. Is Mr. Smith in the habit of using such foul language when talking to City Directors?
5. Why did Mr. Smith want to know all of that bizarre information about the man who painted his house and why did he file those papers with the court?
6. Did Mr. Smith get his bank accounts unfroze?
7. Why has the Code and Compliance department been so lenient with Mr. Smith and yet unyielding with other citizens and local business owners?
The list could go on and on and I'm sure I will be adding to it before the 25th of October. Hope to see you all there.

Mr. Smith Goes Back to Court With Some Weird Ideas

Apparently Steve Smith got his hands on a set of Domestic Relations Interrogatories and sent them to the Plaintiff in his appeal of the house painting judgment case. The document goes on for 8 pages without using the word "paint" or anything else that remotely resembles the basis of the case. In it he asks the following totally unrelated questions: How much meth, cocaine, marijuana, and alcohol the plaintiff consumes daily and where he buys it. How much alcohol he drinks on the job. The size of the rooms his children sleep in and the type of heat and air in his house. Every prescription he has taken in the last 5 years. The one that is going to bite his butt the hardest is when he has to explain to Judge Switzer, the strictest judge in town, why he asked his painter about illegal drugs, his kids bedrooms and the heat and air in his house.
Attempting to use the court system to
improperly harass rather than to use it as a forum to resolve issues seems to be
in line with the way this big bully deals with everyone in his workplace, former
jobs, neighborhood, and city board meetings. I'm counting the days (443 left)
until he is out of office.

We agree that Mr. Smith appears to think he can be his own lawyer. Real attorneys have a cliché that relate to attorneys representing themselves, "He who represents himself has a fool for an attorney." Wonder how that would go if neither the represented or the representative is an attorney.
How Do We Get Letters to the Editor Before the Paper Does?

Todays paper has a letter to the editor that was in your "Public Discussion" section dated October 12, 2007. Do you get the letters to the paper before they are printed or do you have somebody at the paper sending them to you without the paper knowing about it? I have seen this happen before so thought I would try to find out how you do that. Some of the news items also are on your site before they come out in the paper. I am not complaining, I just wonder how this keeps happening. The latest is the letter from Barbara Anable that is in today's paper. Do you know her? She has been in the paper before and had the same letters on your site.

Remember, we also have an editor and this practice simply increases readership of citizen's concerns. As to the news items, we try and stay abreast of what is going on in our town. Mayor's Philosophy Not on Firm Ground?

The City sends out a little "newsletter" with its water bills. The latest edition carries a message from the Mayor. In it, Mr. Bush says that while we live in an age of "instant gratification," some long-range projects need long-range planning. Most everybody would agree with that. But it is a curious statement coming from the the leader of the recent attempt at instant gratification in the aborted City Hall bond escapade. Bush goes on to praise those "people with a keen eye for the future," compared to those burdened with the limits of "conservative thinking," citing three examples of those keen-eyed visionaries: the MLK Expressway, the Civic Center Complex, and something called the "Hot Springs Technology Park." I'm sure each citizen has an opinion about each of those examples. In my view, MLK is a great way to get around "old Hot Springs," thereby encouraging business farther down 7-South and away from the area most needing new real estate capital investment; the Civic Center Complex might better have been a new City Office Complex, rather than a speculative development searching for high school basketball tournaments; and the Technology Park? Well, in Bush's own words, it sounds like another government speculation that finally got some Federal government operation as a tenant "after years of effort." Wonder if Congressman Mike Ross helped out there? Mr. Bush's notions of economic progress seem to rely almost exclusively on government activity and spending, rather than on private investment; this course, history has repeatedly shown, means increased taxation on private capital and labor, and leads not to prosperity but to economic ruin. Bush is literally correct when he suggests that the City needs more thought and planning for the future. That's what GGGG thinks too. So let's have it.
Editors Note: You are very astute in your assessment of the benefits of his listed "accomplishments." Mr. Bush did not get his "instant gratification" but apparently, he has not stopped the effort. Did you also notice his repeated slogan about keeping the city moving? That sound good but isn't the direction more important than the momentum? If his leadership and direction are taking us toward worse traffic, less public safety, more debt, etc., etc., wouldn't we be better served by taking a different direction? Of course, that could require different leadership that actually recognizes the need for a new direction.
Voter Apathy is a Huge Problem

Loud Cry for Elected Official to Start Representing the People

The vote on the city hall should be a wake up call to our Board of Directors, Mayor, and City Manager, that they are entirely out of touch with the people of Hot Springs. They were going to secure the bonds with out the vote of the people, they changed the franchise taxes on our bills to fees , which I question about being entirely legal, and several other questionable practices. Thanks to the Garland Good Government Group who worked very hard to get the petition to allow the people the right to vote on this issue, with very little time to do this being the board passed it as an emergency resolution. I suggest that each of our elected officials and the City Manager start trying to follow the will of the people instead of their own, and other special interest groups. I would not be surprised to see several new faces on our City Board come election time. The vote on the city hall that our Mayor, City Manager and all but one board member wanted to push thru with out the vote of the people, when it came to a vote it failed three to one, which as I see it is a very loud cry from the citizens of Hot Springs to our elected officials to start representing the people.

Big Shots Need to Think Twice Next Time

Your group has provided a valuable service to our city and we thank you for it. Maybe these big shots will think twice next time before they decide to spend million of dollars of the public's money.

Rats Are Jumping Off the Sinking Ship

Well there is truth to the old sailors saying about rats jumping from a sinking ship. Our city manager, Kent Myers, is the smartest rat. He has realized that Hot Springs is waking up to the crooked city government, and is jumping first. It’s just a matter of time before the rest of the rats find themselves drowning. Mr. Smith has found out that he is not above the law, and has to pay people owed money by him or have wages garnished. Director Weatherford is being publicly stoned for wasting money on kimonos from Hamanaki, and taking CBD grant money to refurbish the home of Director Elaine Jones. Director Jones got caught trying to steal the cheese when she had homes on her block torn down to mover herself to the head of the CBD grant money waiting list. Director Tom Daniel is pacing the gang plank for his conflict of interest selling fireworks to the city, ordinances being changed to benefit his sign company, and other affiliations in his best interest. Poor Director Edwards doesn’t realize the ship is sinking. He hasn’t been troublesome though, he’s just following the greedy pesky rats that have wreaked havoc on the ship. And Mayor Bush is the defiant rat that will go down with the ship all the while snarling that there is nothing wrong with the ship, while stealing the last crumb of cheese. Director Maruthur is the quiet little mouse who kept telling the rats that the ship was sinking and that they needed to stop being so greedy and start finding ways to keep the ship from sinking, but the rats wouldn’t listen. I hope Director Maruthur and Director Edwards can save themselves by finding some way to stay afloat. Hopefully the ship will not sink completely, but instead will limp into a safe harbor, and they will live in harmony with the ship’s crew, but with no more pesky rats. Maybe it will have a really happy ending and all the rats will go to Florida.

Bank Should Watch Out for Hired Guns Also Known as Code Enforcement

Ever get one of those notices from code enforcement that you have 7 or 30 days to bring your house up to code or they will fine you $250 per day for the failure? July 18, 2007 you posted a photo of the back of Director Smith’s house that was taken in 2006. The attached photo was taken on October 5, 2007 and you will notice while it doesn’t look near as bad there has been absolutely nothing done over than placing a cloth over the problem and propping up some items in front of the missing siding. Director Smith took out a $1,500 permit to replace siding in July after you published the photo you obtained. He replaced the siding for sure but with a blanket.
Notice the nicely painted area at the lower right back corner. That is the area that the young painter painted for him for around $100 that her refused to pay until the day before his court date. The painter that painted the rest of his house and obtained a $2300 judgment is going to be getting some cash soon. Almost 2 weeks after it was reported here, and Director Smith received a garnishment notice from the court of his Regions Bank account, He made a $2,000 deposit. Now he is furious that the Bank and the court intend to turn his new deposit over to creditor. He just can’t seem to understand why they will not ignore his judgment like he wants them to.
I’ll bet the code inspectors will be looking Regions Bank over real good this week.
I hope everyone goes to the polls Tuesday and votes on whether or not you want him to spend $15 million of your money on a construction project. You can see what his construction management skills are by these photos.

I dare not spell his name or position out here correctly in fear that someone will find this page through Google. So I will refer to him by the breakfast cereal name Special K.
I counted 13 occurrences of his name on this page and 5 on your news page. This is dangerous, if someone in a city he applies for a job in finds this we could be stuck with him forever. While that can
’t cause our crime rating to get any worse (we are already the worst in the nation in our category) as long as he keeps bribing the 5 rogue board members that enjoy his bribes he can continue to screw up other things in the community he hasn’t gotten around to yet.He has a real chance at a new job in Naples Florida. Just look at who he is competing with from this excerpt from the Naples newspaper.
Susan Stanton, formerly Steve, was fired in March after she told Largo city officials she was taking steps toward becoming a woman.
"As you know, my life has become a little more complicated six months ago with the public interest of my gender transition," Stanton wrote in her cover letter. "I anticipate some initial sensationalized interest by the local media if I am granted an interview for this position, however I am confident the media’s interest in me will be short lived and I will resume my life as a professional CCiittyy MMaannaaggeerr."
Barnett said he planned to look over the resumes this weekend.
"I have just scratched the surface, (but) there are some terrific, terrific candidates in here," he said. "I’m very impressed."
Naples City Council will begin discussing the CCiittyy MMaannaaggeerr candidates at 10 a.m. Monday.
We really have a chance to help Special K move on to scorch another town so we can start the reconstruction process here. They reconstructed Japan (as our board members have seen at our expense) after World War II, we can do it here. Please consider removing his name and position from these pages.

Wake Up Hot Springs

Our planning commission and our city mayor and directors need to stop the sprawl, save us some money, and start thinking things out before they demolish and spend. And, people of Hot Springs need to wake up and pay attention to what is going on in their city and start participating in the decision making. And the Sentinel Record needs to keep up the good job they are doing of letting the public know what is going on. Please print information about the date of the vote, where people should vote, and what a yes or no vote would result in.

Why the One-Sided Reporting?

Have you noticed that the last 5 articles involving the Garland Good Government Group in the Hot Springs Sentinel Record have been one sided articles in which Don Thompson covered one side of stories and didn’t ask for the other side of the stories? Has someone gotten to him? Does he have selective code enforcement visiting his home? Has the A& P Commission with their huge advertising budget of public funds asked the newspaper to print one sided stories supporting City Government positions without telling the other side of the story?
In the story in the paper today Don Thomason made the statement that “Included in the presentation are photos showing that existing facilities have limited parking, inadequate office space, crowded work stations and hallways, limited storage space, aging gas and water lines, standing water on flat roofs, leaking roofs, and structural problems. Some of the buildings also present public health and safety issues such as asbestos, mold, mechanical and electrical failures. Some of those items are shown in the photos, some are alleged shown in the photos but not supported by the actual photos, and some are simply frivolous claims. Surely Don Thomason has seen the video disputing those allegations. If he had said these are allegations rather than presenting them as fact he would be on more solid ground. For him to report this as a fact when he knows it is disputed is in violation of the code of ethics that most journalists subscribe to, including the principles of truthfulness, accuracy, objectivity, impartiality, fairness and public accountability.
Kent Myers quote in the article that “And last, this is not a tax issue,” is very comforting to me. I am relieved to know that my tax money will not be spent on the new city hall if approved. That is if I believe the one sided reporting that the Sentinel Record has been presenting over the last week.
Editors Note: Believe us, we have noticed the one-sided articles. We have not been contacted for our views so we do have no idea why this type of reporting has occurred. The "not a tax" is a ridiculous statement. The only methods the city has to obtain funds is through water or sewer sales, airport or transportation fees, permits, deposits, fines, or taxes (including occupation taxes and taxes turned back which we paid to the state). Whichever method you chose, the citizens pay it. Wouldn't it be nice if our city leaders would stop insulting our intelligence and just be honest with us?
Rank and File Police Officers Not Happy, Say Crime is on the Increase

Morale at the police department is the lowest it has been in ten years. The officers are tired and exhausted, but some of the "higher-ups" cannot see this, or do not care, because those "higher-ups" have their own personal political agenda, thus, the "rank and file" officers, as well as the public suffer. Many officers are unable to attend advanced training classes due to the shift manpower shortages being so low. We need help and we need it now.
Editors Note: Thank you so much for having the courage to speak up. It is too bad your supervisory personnel can't or won't do the same. One of our primary objectives was to bring public awareness to the shortages in resources and manpower at our local PD. Our city leaders simply must address the problem and provide adequate funding for salaries and benefits. Otherwise we will lose the fine city employees we have to cities like Little Rock who are now aggressively adding to their police force. Hopefully, the public will turn out in large numbers for the October 9 vote and then ask their elected leaders to use our "excess funds" to help both the police and fire departments. Public safety is a higher priority than a new city hall.
Police and Press Finally Get it Right (at least closer)

The police finally got positive exposure from the last crime article in the Sentinel Record. They acknowledged where the major problems are and what is being done to deal with it. It is an inspiring article. The prior articles were directed at confusing people about statistics and reporting methods and explaining when cars are reported stolen after drug and prostitution deals, no crime has been committed.
It is unfortunate however that they stated "We’re just like everywhere else. Nationwide, we’re seeing an increase in violent crime, so we can’t anticipate that little old Hot Springs is going to have a major crime reduction."
We have plenty of room for improvement. We are ranked the most dangerous MSA with a population of under 100,000 so we only have one direction to go, and the citizens of Hot Springs are demanding a major reduction in crime. How is it that Shreveport was able to reduce their crime rates by approximately 50% from 2005 to 2006? They did it in spite of their massive influx of hurricane Katrina refugees and the national trend. Please don’t tell us it is not possible. If we are going to spend money for someone to travel let’s send a police delegation to Shreveport to see how they did it.
In the article Kent Myers was quoted as saying "The Garland Good Government Group needs to be part of the solution. They need to get up and get involved like some of these other groups and help us find a solution and attack the problem, rather than just going out and criticizing,".
He still doesn’t realize that that GGGG raised the city hall expenditure and travel expense issues to encourage the Board, him, and the public to question what should be the city’s priorities. The solution that the GGGG is working toward is pointing out that the city needs to spend more money on public safety rather than building monuments and paying for board members vacations overseas.
Editors Note: We certainly appreciate your pointing out what should have been obvious to our city leaders. We did raise the awareness of the problem and whether we are ranked as 1st or 101st in crime isn't really the issue. The issue is, indeed, what are we going to do about it. You are so correct that someone had to point out that there may be priorities other than a new city hall our leaders should address. Many have said that if we have $14 million to spend, let us spend it on a new jail or for new officers or equipment, etc. At least people are beginning to think and to question the intentions of our city leaders. A couple of questions are - Are these people doing what is in the best interest of our citizens such as their safety and welfare or wasting our money on things we can do without? Do we really have a crime problem that is being dismissed or denied by our city manager and city board? We just hope everyone will think about such questions before they go to vote for or against the big bond issue on October 9.
Democrat-Gazette and Capitan Say City Crime Under Control. Suburbs Likely the Problem

Editors Note: Your point (or the Capitan's) about a "crime-ridden area that they had to get in bed with" should be stressed. Check what the Arkansas Crime Information Center website lists for Hot Springs and for Garland County. You will note that Hot Springs shows 13,349.6 crimes per 100,000 residents while Garland County shows just 314.9. Click here and scroll down to Garland County. Apparently, that next largest community of Hot Springs Village doesn't have quite the crime rate of Hot Springs after all. Even Pulaski and Jefferson Counties barely passed 10,000 while our MSA exceeds 13,000. Oh well, they will probable dismiss the state's figures also. It is an unfortunate that our police feel compelled to make such wild statements. It could be refreshing to see what they would say if the city manager would allow them to tell the truth instead of protecting him for not having a plan or providing proper funding to our police and fire departments.
Crime Reporting Methods Not So Different After All

The Sentinel Record front page lead story Tuesday September 25 stated “If you take an organization like ours that reports using the National Incident Based Reporting system and compare it to Little Rock, who uses the old Uniform Crime Reporting system, they may be counting only one crime to our five. To make a comparison on statistics, we have to be on the same reporting system.”
This leaves you with the impression that our crime rate may be 80% lower than it appears, but according to the US department of Justice the difference between the 2 systems is 2%. When the crime rates were calculated from NIBRS and Summary UCR data, the average difference between estimates was small. On average the NIBRS Index crime rate was 2% higher. The violent crime rate was higher by less than 1%.
Editors Note: You are correct. All comparisons by responsible agencies across the country show minor differences. Unfortunately, many of those areas who don't stack up well deny the accuracy rather than doing something about our crime problem. We'll say this again, "ignoring our crime problem is not working."
Some Crimes Apparently Not Important

Then all this is followed by Montgomery telling us that the problem with HS crime is not the crime, but the way that its reported. So who reports it? Well, it's actually the way that others report their crimes, using that "old" system - "horribly outdated," he says. And that even after the Feds, about eight years ago, mandated some new reporting method. And so? What system has HS been using? The old "horribly outdated" system, or the "new" eight-year old system? The one that mixes felonies and misdemeanors together? That doesn't sound like a good idea. All this stuff in the newspaper is meant to confuse and tire the readers of the issue, so the voters will simply throw up their hands and do nothing.
There are two points that must be continuously hammered on here. First, the GGGG beef is NOT with the police officers, it's with City Management which fails to come to grips with the HS crime problem. Rather than acknowledge it and propose a solution - like hiring more officers - they attempt to discredit the statistics, claiming that (either) they themselves don't report the data correctly, or others don't, or the FBI asks for bad data, or Morgan makes the numbers up. GGGG has a natural ally in this dispute - the professional police officer (and the police union?). I wonder what the rank and file officers think about "crime in Hot Springs?"
Second, we should not mix unimportant crimes with important crimes, misdemeanors with felonies, false car thefts with drug deals or hooker activity, or "apples with oranges," to borrow from Professor Newman. We should focus on - and get voters to focus on - the incidence of violent crimes in and around Hot Springs. Citizens should demand that the City Administration deal with the violent crime problem, since it is the violent crime that will kill you or some neighbor, that will injure or kill some tourist and turn tourism away from Hot Springs. What would happen to the tourism businesses if some local criminal decided to kidnap a tourist family, or killed some tourist while sticking up the corner mini-mart?
So we (and Thomason) should make the City Administration talk about the violent crime statistics, and what the Administration is doing to reduce the burglaries, robberies, and homicides that they admit (in the 9/23 article) are up.

The Professor Wants to Compare Tourist Towns - Lets Compare Tourist Towns

In the Hot Springs Sentinel Record September 23, 2007 Professor Nathaniel Newman states ““Hot Springs is a tourist town and one of the interests is to serve the people and make sure they are being served. If you’re going to compare Hot Springs, you need to find a city comparable (in size)”
OK, here are some comparisons of the Morgan Quitno Safest and Most Dangerous Metropolitan areas reported at http://www.morganquitno.com/cit07pop.htm#2.
On the list of the 25 Most Dangerous Metropolitan Areas one city stands out as not belonging on that list. The Average Population of the MSAs on the list of the most dangerous 25 MSAs is a little over 1.27 million people, but there is one and only one MSA with a population under 100,000 on the list. There are tourist areas on the list such as Las Vegas, Myrtle Beach, and Miami, but there is only one tourist area on the list with a population under a quarter of a million. The lone small tourist town in the country ranked in the top 25 most dangerous MSAs is Hot Springs Arkansas.
But that is not what Professor Newman says you should look at. He says you should look for a tourist town of similar size. Ok, The Hot Springs, AR MSA has a population of 95,164 and it is a tourist town. Here is a good MSA to compare it to, Fond du Lac, WI is located on Lake Winnebago, Wisconsin's largest inland lake at 220 square miles and is a haven for boating, fishing, water-skiing and in the winter, ice fishing. Their visitor’s bureau web site is http://www.fdl.com. It looks a lot like Hot Springs, and the MSA is similar in size to the Hot Springs MSA at 99,243. What a perfect match. OK now lets compare the crime statistics of these 2 MSAs. Morgan Quitno compiled the crime Statistics on 344 MSAs. Hot Springs, AR ended up the 13th most dangerous city and Fond du Lac, WI with the same tourist profile and virtually same population ended up as the safest MSA in the country.
Of the safest 13 MSAs in the country 12 are small town tourist areas with an average population of 123,831. Only one of the 13 safest MSAs in the country, Appleton, WI, is not a small tourist based economy, and sadly for the residents of Hot Springs, AR only one of the most dangerous 25 in the country is a small tourist town.
Professor Newman has been described on http://ratemyprofessors.com/ShowRatings.jsp?tid=793605 as “he is so easy!! tests are easy and he does a lot of talking but overall he is too easy not to take.” I have to agree with his former students.

Sentinel Record Not Reporting Violent Crimes

You seem to have poked a hornets' nest. Thomason's "first article" yesterday means that the Paper (Ms Gassaway) has taken up the defense, so there will be more "explanations" and "excuses" coming. First, we might ask: if there is really not a crime problem in Hot Springs (or Garland County), then maybe the politicians should not be talking about spending money on some new jail project? Certainly, if the new Holiday Inn hotel will take up the optioned property, and there is no need for more jail space in this safe little City, then there could be no reason why voters should approve some bond issue to make millions of dollars available to Hot Springs politicians, for any purpose.
Back to the crime figures. Thomason (Gassaway) puts this big chart on page 1, intending to say "not to worry, those GGGG folks are wrong and crime is actually down in Hot Springs." But this chart apparently includes everything from "sex crimes" (whatever those are) to petty theft (e.g., of license plates). Nobody gives a hoot about such follies. What people are interested in is the incidence of crimes of violence (e.g., homicide, assault, robbery, etc) or potential violence (e.g., residential burglary). Those are the crimes that count, and the City (and the Paper) should be required to put those numbers up on charts. And explain why the Morgan figures are not correct. If Morgan only had the benefit of Thomason's chart, maybe Morgan would change its report? Or does Thomason think that Morgan has some agenda against Hot Springs officials?
Finally, for now, Thomason ought to explain the purpose of including some extraneous commentary from some Pine Bluff professor, other than to add confusion to the mix. The Left always likes to bring in some academic "expert" to inform the unwashed about this or that concern. Why else would we be reading about crime in Pine Bluff, or how Hot Springs might be different from Pine Bluff or Little Rock? And the crowning glory is the quote from Mike Ross about how safe Hot Springs really is, compared to the 150 other towns he represents in South Arkansas. Now, come to think of it, that may be true. But that is little solace for full time residents of HS. And should be a big problem for Ross.

Absent Director May Have Voted With the People

In response to Judy Ladd’s September 23, 2007 comments. I think you are right on each of your points. One thing that needs to be noted is that Bill Edwards has been hospitalized for 7 days with pneumonia. That may be why he did not vote against the sale mentioned, but in any case even if he occasionally takes positions that the public disagrees with, there is a general consensus of the public that he really cares what we think.
Additionally it has been stated in previous board meetings that the trips to Japan cost $3,500 per person. This is $3,500 more than the taxpayers should be paying. If someone has evidence that this trip cost $9,000 please point out where that came from.

Hot Springs has Annexed Itself in a Corner

For those of you who read the article in the Sentinel Record last Thursday, September 13, 2007. City Fire Chief Ed Davis made some bold statements about attaching the City Fire Department’s needs to the County wide Tax under consideration for a larger County Jail. I did confirm that some discussion was taking place among a few of the JPs and the City Fire Chief, however those were not as official as Chief Davis presented to the news.
In today’s paper (September 20, 2007) a much more official standing was presented by Garland County Judge Larry Williams. No where in the article did I see any mention of the County bailing the City Fire Department out of their problems. In speaking to some of the other Fire Chiefs in the County, they are once again upset with Chief Davis assuming that the County should provide funds to the City Fire Department. We have to keep in mind that the County Jail System is just that, a County Jail System and as much, is a responsibility of the County. The Fire Departments are a different story. The City is responsible for their own City Fire Department and the Volunteer Fire Departments are set up throughout the county, are supported by the membership and volunteers in each Department.
Now, what is the rub? When the City annexes part of the county, it takes away from the Volunteer Fire Departments source of income. Understandable so far, but, the City does not have the funds to expand and service the areas which it has so freely annexed. Now they are asking the county to not only give up their source of funding the volunteer departments but also assist the City to serve the newly annexed areas. Sort of like me taking your car away from you but wanting you to continue making the payments because I can’t afford the car by myself.
If this in some way gets attached to the Jail Issue, it would kill the possibility of a successful vote in a heartbeat. The Jail is an issue which we as citizens and members of GGGG, must take seriously and must investigate thoroughly before showing support. We also must be conscious of the fact that crime is going amuck in our City and County and we must take action. We however should remain vigilant and not write blank checks to the County or the City without a complete and transparent plan. As I see it at this point, such a plan is being organized by the right people without the assistance of the city manager or Fire Chief.
Let us look at the Volunteer Fire Departments. They are regulated as to what they can and cannot do. Therefore a county wide tax to support ALL the Fire Departments is not in order at this time.
Now let’s look at the City Fire Department. The City has annexed itself into a corner where they need a station in the 7 south area and new equipment. They already have service problems with the Garvin Garden area where they so smartly annexed by “Line of Sight”. Now it seems that the Hot Springs Fire Department needs the assistance of the Lake Hamilton Volunteer Fire Department to meet its new obligations. Same as with the 70 West area just across the bridge, the Chesswood apartments, new to the city, cannot be serviced easily by the Hot Springs Fire Department (equipment problem) and must rely on the 70 West Fire Department. I am sure that if we travel out 270 west, we would find the same thing. It appears that the City of Hot Springs is in danger of losing its ISO rating (Insurance Services Office) which is used by insurance companies to determine insurance rates. A drop in rating could cost the citizens of Hot Springs literally millions in rate increases. No wonder Ed Davis is trying to get money from the County Citizens, he cannot get support from his own City Management and City Directors. They would rather spend the great portion of the “SURPLUS” on a New City Hall and let Police protection and Fire protection decline. And who will get blamed for a drop in ISO rating? You guessed it Chief Ed Davis, not Mayor Bush or Manager Kent Myers.
So there you have it, the rest of the story. At least you have more of the story. With our city government like it is, it is hard to get the whole story. Lets face it, it is hard to find a time when all our Department Heads and Directors are in the country at the same time

GGGG Keeping Tabs - We Need to Clean House

City Director Peggy Maruther did an excellent job at the town hall meeting. All citizens that wish to speak were given an opportunity to have their say in a very respectable way. No one was shouted at, intimated or rude to. This should be the way our city directors meetings are held. When voting time comes up we all need to keep this in mind when we choose who we are going to vote for also the past history of some of our city directors voting record on different issues. With the GCGG keeping tabs on what is really going on in Garland county our decisions as whom to vote for will be pretty clear. We need to clean house from the top down. It's time we get what we are paying taxes for, not what a select few want.

Too Many City Parks

This group of City employees should look around and ask themselves where else in the NATION does a city this size have 19 parks................most of which there is little use of except to pay for the upkeep....It is disgusting that a "Eminent Domain" question should ever arise over this....there is no need for the taking of property. Folks at the Town Hall meeting on Sat. expressed themselves very well about their feelings toward re-zoning of persons property areas ..this is even worse.

Quapaw Community Center Mamber/Director Speaks Up

I have been a member of Quapaw Community Center since 1995...Was on the Board of Directors for about 3 years, as secretary. Then, went on staff as a water workout, Certified Leader, for the past 3 years, quitting in May of this year. I have seen a lot and heard a lot. I do know we have lost several valuable employees, because of alleged harassment from Steve Smith. Rodney, Nina, Mary and one, recently gave her notice.
I have seen him tell a very young expectant mother, when she asked that a machine in the exercise room, be moved away from the wall, to say to her in his trademark of promises, "Yes, I will take care of that immediately". This was followed by him going back to his office and ignoring the situation, entirely. The young woman stood there, as the receptionist came out of her office, after hearing this and went downstairs to locate the "handiman", to help HER pull the machine away from the wall.
This same "handiman" takes care of the pool and chemicals, after a couple days of schooling in another state, I understand. I, as an instructor, went to Mr. Smith, many, many times over the past two years, with complaints from members and myself about the chlorine level in the water. Only after many members walking out of the pool and leaving nasty notes for Mr. Smith and myself writing a letter to the President of the Board, was anything done. Always, promises. The complaints of chlorine problems, dirty shower rooms, dirty pool area, etc., are heard by deaf ears.
I am hoping some solution to the problem will be forthcoming at the next board meeting. These are not open to the public. There is an annual membership meeting, that is open to the members. I am not sure when the next one will be. Let me close with this. I love Quapaw Community Center. I feel good working out in the water, as the rest of our members do.
I hope we are able to stay open forever. I am concerned about our reputation being tarnished in an irreparable way, with recent publications of rude behavior on the part of our Executive Director.

Dear Mae,
I attended the September 15th, Town Hall meeting, that Ms. Peggy Maruthur held at St. Michael’s school.
Toward the end of the meeting, Ms. Maruthur asked Elaine Jones, one of the two directors there, if she had heard Steve Smith’s very nasty outburst after the September 4th city board meeting. Outburst directed at Ms Maruthur. Elaine Jones replied, that, "Yes, she had heard Steve Smith and that she would not have taken it".
I, also, hope that his future at Quapaw Community Center is deeply in debate about the value he is or isn’t to our wonderful center. I feel that Steve Smith and his harassment have cost the center many valuable and loyal employees. I understand another employee is leaving us soon, for this same problem. Enough is enough. Our reputation, with the city and donors, is in jeopardy, also.
If you are unable to see any side other than Steve’s, with this urgent matter, please withdraw yourself and let someone that is able to take care of the matter, to address it properly. Many members, as well as I, feel that if we continue with this present leadership, we will be closing our doors.
A real solution for the matter would be for Mr. Smith to resign from the City Board of Directors and also, from Quapaw Community Center. Both, need the best representation that they deserve.

Could There Be a Class Action Suit for Mr. Smith?

This comment is pertaining to the article that appeared in the Sentinel Record newspaper, 9/7/07 titled District 1 rep riles complaint.
I worked under Mr. Smith for some time and while employed there I was subjected to his outbursts of anger, personal harassment and his in general intimidation behavior. My time under his employment was horrendous to say the least. While employed there I know that other employees were also subjected to the same behavior from Mr. Smith. I truly believe Mr. Smith does not belong in a leadership roll or position of authority. The term "loose cannon" comes to mind when I hear Mr. Smiths name. I hope Ms. Maruthur follows through on her complaint; its time Mr. Smith becomes accountable for his mouth.

Director Smith Not Yelling, " BINGO!!!"

The Quapaw Community Center will have it’s second Bingo game today Tuesday 9/11 at 12:45 PM. Rumor has it that last week only 26 people showed up which was not enough to support the guaranteed $100 payback. Rumor further is that Steve Smith the Director of the Center and one of the more embarrassing Directors of the City Of Hot Springs, increased the payback to $150 leading to a further loss. Those big ads in the newspaper aren’t free either. Anyone want to know where the money is coming from to pay for this fiasco? You the taxpayers are paying for it. The Quapaw Community Center recently received a $50,000 grant from the Federal Government. This makes their records open to Freedom of Information Act Request since they are spending your tax dollars. So if you want to monitor how much we are blowing on Bingo each week just make a FOI act request.
In case you want to go to the Bingo game today beware of a couple of facts. As has been previously reported on this page, Director Smith has a way of mismanaging places that he works, and the Quapaw Community Center is no exception. When his wages were recently garnished for failure to pay his debts the center was dragged into the court case and may be held responsible for refusing to garnish his wages as required by the court. Is anyone else saying "Hey my tax dollars are paying Director Smith’s personal debts because of the center under his leadership failing to comply with a court order to garnish his paycheck.". This really shouldn’t be a shock to anyone after The City Attorney last year defended Director Weatherford with our city tax dollars in a personal case filed against him by American Window. There also needs to be a Freedom of Information request about that case, and possibly ethics complaints.
Anyway back to the Bingo game. There have been rumors about Director Smith being extremely abusive of little old ladies at the center much as he was accused of at the last City Board meeting. Director Smith might be a little more edgy at this weeks Bingo game because the court ordered Regions Bank Friday to freeze his individual and he and wife’s joint bank accounts and turn the funds over to the court. Since he doesn’t run Regions Bank I’ll bet they do what the court tells them to do.
Editors Note: Sounds like Mr. Smith keeps adding to his problems. What is more disturbing is what the City Attorney is or is not doing. We heard that Director Weatherford was not prosecuted by the City Attorney for his violations but there may have been mitigating circumstances so we didn't pursue those reports. However, outright representing a city director on city time or with our tax money is troubling and bears investigating. Let us know if you have particulars, names, dates, case numbers, etc.

As for my observations of the activities at the City Board of Director's meeting, and the seriousness of the actions of Director Smith, one must conclude the Mayor and Smith are cut from the same cloth for him to find this insanity as generating entertainment for Board Meetings.
Maybe the Mayor's time would be better spent at the local jail where this is common place behavior and he can witness it 24/7 instead of having to wait for Board meetings!
Is anyone thinking there are resignations that are deserved and should be forthcoming from by those that find Code of Conduct rules too restraining for their style of interaction??????

Steve Smith (and I hate to accredit him by calling him a director), continues to show his contempt for the people, the Court and fellow Directors in his latest outrage against Director Maruthur. He reportedly used some four letters words with the volume turned up. I have found that when one has to resort to the "Gutter Slang", it is because they suffer from a Minimum Wage Mentality. Notice I didn’t say that he makes minimum wage, I said that he has a Minimum Wage Mentality. Words over ten letters in length requires that he stop, set down and take off his shoes.
Also people that have to resort to that type of language, have little or nothing to contribute to society. One wonders how he got into the position that he now holds. Was he hand picked by our current manager? With his limited vocabulary, limited management skills, limited morals and limited sense of responsibility, why oh why, does he not just resign? Or better yet, why doesn’t the Mayor and fellow directors demand his resignation? Could it be that he is held up as an example to the most of the rest who have no interest except free trips to Japan, exclusion of State Laws, and other special considerations? Is the majority of the Directors cast from the same die? Maybe it is time to request that at least 5 of the 7 resign and take the city manager with them.

First let me say that although Ms. Maruthur is not my representative, I find her to be courteous, bright, aware of the business at hand, knowledgeable and always ready to represent the people of the city....far different from many of the board members she is serving with. Now combine this with the disgusting recommendations of Mr. Smith to her is about the end of her and other persons tolerance for low-life language and problem solving methods some of our board are more familiar with.
The Mayor's remark as quoted in today's paper(07-07-07)that this type of behavior( by a board member towards another board member) will "make our meetings fun" depicts the lack of leadership and low level of expectation in behavior on the part of the persons representing us on the City Board of Directors.
I am embarrassed for Ms. Maruthur and any other individual subjected to this foul and inappropriate suggestion....a step way beyond the usually insulting behavior people are expected to tolerate at Board meetings.

city manager Lied or Just Embellished the Truth?

According to page 130 of the city’s Comprehensive Annual Financial Report 2006 the below are the tax revenues for each year since the people of hot springs petitioned the city for a vote to initiate a sales tax to support the Police and Fire Departments. Kent Myers opposed this initiative in 1998. 60 percent of the tax goes to the police department 40% to the fire department. Additionally the general fund has not increased it’s funding of the police or fire departments by one cent since the people initiated a tax increase for those departments benefit. So, what is the city manager talking about when they told the TV stations that they had increased the spending on crime by 3 million dollars over the last 3 years?

Infamous "Pillow-Case Rapist" Now Living in Hot Springs

It seems to be a little discussed fact that the famous Pillow Case rapist chose Hot Springs because of the Clinton connection. After his release from prison a group caught him in an attempted rape in the Gary Indiana area and almost beat him to death. He now resides at 300 Washington Street in Hot Springs.

Manager Has Head Buried in the Sand

We all know the story about the two girl ostriches being harassed by the two boy ostriches. They stuck their head in the sand and the two boys said, “Now where did they go?” Like the ostriches, the city manager thinks that the Public Safety Issue will go away.
The Garland Good Government Group presented a very comprehensive study on the excessive crime in Hot Springs based on FACTS from various crime reporting agencies including our own police department. Kent Myers’ only comment was that the facts were wrong. In other words the FBI, the U.S. Department of Justice, and the Arkansas Crime Information Center is giving out bad information. The seven people who were killed this year aren’t really dead, all the women who were raped were not raped after all and nobody was mugged or beaten. Not in his office anyway
My apologies to all the victims of the Hot Springs Crime Wave. With the exception of the city manager, you are not statistics that we can ignore. Your pain is shared by everyone in our community. We think about you as we walk downtown shopping. We think about you walking out to our car at the mall. Yes we even think about you standing in front of the City Hall. We think about you in the “safety” of our own homes. You were not safe when you should have been and neither are we. Now that the city manager’s priorities are focused on a new City Hall, funding for public safety could be delayed for 25 years while we pay for it.
Mr. MMyyeerrss should be more concerned about a solution, not a cover up. How does he do that? Instead of sending the Parks Director to Japan when they don’t have budgeted money to maintain the parks, instead of “buying” the Stepford Director’s votes by shipping them off to Japan and New Orleans, maybe just maybe, he should listen to the Police Chief instead of hiring “Yes Sir" Department Heads. Maybe he should allow the Police and Fire Department to retain the money budgeted to them instead of transferring it back to the general fund in administrative fees and $70 oil changes.
Yes, Mr. MMyyeerrss, pull your head out of the sand, the problem is here and will not go away by changing the way you report crime. Besides the part of you that is still exposed is the part you should cover.

There is no commitment to Public Safety. You see that the crime rate in Hot Springs is high, unreasonably high for a city our size, dangerously high for a tourist-based economy. There are no statistics to tell us who the crime victims are – tourist or resident- and by the time we have a definitive answer, what will be our economic condition? City Directors are on another trip to Hanamaki, Japan, one for the third time this year, are they looking for answers to this problem? Our police chief could have given them solutions and used their travel money to hire an officer.
Who is responsible for committing the personal and property crimes that we are experiencing throughout this city? Here, just like nationwide, the predominant cause of crime is drug and alcohol related. Unfortunately our city fathers have failed to commit sufficient finances to even fund a full year of a drug task force.
The mayor and city manager want new offices. Aside from the borrowed monies that this will require, what is going to happen to the existing buildings? The last thing that we need in our tourist-based economy is more empty, boarded up buildings. In addition to the declining- city look that it engenders, and the fact that we have historic buildings that also need to be restored, these buildings are refuges for the drug addicts and alcoholics. Are our city directors looking for solutions in Hanamaki, Japan? Maybe they are bringing some economic stimulus from that city.
Hot Springs has a lot to offer, let’s make sure that the recipients are the tourists and contributing citizens of our city.

Lots of Words to Describe Having No Money

In your August 21, 2007 discussion item the question was asked "didn’t he buy that house from Carroll Weatherford?" and I feel that both the editor and the Ramblin Man both failed to correctly point out the truth.
The answer is no. Steve Smith did not buy that house from Carroll Weatherford. Steve Smith married a woman who obtained that house in her divorce then married Steve. (I refuse to call him twinkie boy Steve. That is insulting to fine overweight people everywhere to be put into the same class as this corrupt, cronyism, self serving, pompous, stop sign owning, jerk.)
If anyone ever ask you again about either Steve Smith or Carroll Weatherfords ownership of something you have an obligation to point out the truth that they are both own nothing, nada, zip, zero, diddly. They do not own the cars they drive. They do not own the houses they live in. They are both deadbeats with negative net worths as far as public records show. Between them combined they have beat many dozen possibly over a hundred of creditors out of a huge sum of money, probably in excess of a million dollars, as part of an ongoing way of life that requires that you remain penniless to your creditors while you live a lavish lifestyle that includes a huge pool in your backyard or a home in one of the finest neighborhoods in town, drive new vehicles, take international vacations (at taxpayer expense, Carroll is in the air to Japan as we type). They both have everything in their current wife’s names so that they can continue their long string of business failures without any recourse. They both have unpaid judgments against them and if anyone knows of a penny either one owns please point it out here and we will make sure that their judgment creditors get what they rightfully should have coming to them.
These two have little or no money or wealth, are beggarly, destitute, down-and-out, impecunious, indigent, necessitous, needy, penniless, penurious, poor, poverty-stricken, broke, strapped. hard up, poor, depressed, deprived, disadvantaged, and underprivileged when they owe you money.
They are operating the city in a way that will leave each of us looking like them. From what the city manager says sounds like our city buildings are almost as poorly maintained as the house pictured below that these 2 have both lived in and maintained so poorly that it is now the most embarrassing home in the prestigious Quapaw neighborhood. Carroll did you slap siding over rotten wood and a rotten foundation and stick Steve with his current problem? Rest assured that if this house is ever placed with a realtor I’ll be the first to point out to the realtor that even though the foundation and numerous areas are allegedly plagued with rot Steve’s solution was to get a permit for $1500 worth of siding to be applied over the rot.
WAKE UP HOT SPRINGS. IF EITHER ONE OF THESE DEADBEATS IS ON THE CITY BOARD AFTER NEXT YEARS ELECTION AND RECALL THIS CITY IS IN TROUBLE.

first, i would like to apologize for my poor job of spelling in my first letter to your fabulous web page. i was typing in the dark, and with out my glasses, must be getting old, huh? now i read that twinkie boy stevie smith is going to hoist bingo. my my my, lets talk about the accountability of funds by an irresponsible arse, and his irresponsible board of directors, well some of them are good people with good intentions. he is not responsible for his actions at the q.c.c. or amazingly enough at the city of hot springs. hey, last i checked, when you are elected by constituents, you are to represent them, listen to their concerns and act in their best interest's. report card time says that you clowns in the big top are failing miserably. why are there not any emails condoning their activities.

Kudos for Silverman - Criticism for city manager

I was thrilled to read the letter to the editor sent in by Diane Silverman. The city might dismiss you when you are on camera in the publicized meetings on television, but I think they pay for it tenfold once you take pen in hand. Wouldn't you consider being our Mayor? Diane, could you please do some checking to see if Mr. Ken Meyers got a substantial raise when the city employees got one. I think what the average Joe city employee got for a raise is peanuts compared to what Mr. Meyers got. I'm not sure why we need a city manager anyway, since we have a mayor and board of directors that do whatever they want anyway, unless he specializes in money laundering and doctoring the books.
Editors Note: We checked recently and discovered that Mr. Meyers salary was raised from over $114,000 to over $117,000. Meyers and the city attorney were the only city employees to receive a 2.5 percent raise while other city employees received only 1.25 percent. We understand Mr. Meyers reported to city employees that his raise was only 1.25 percent but this is not correct. The information is public record. You can check for yourself. Shame on you, Mr. Meyers for lying to your employees.

I went to the August Board meeting thinking I would get a chance to watch our government at work. I did and they don't. What I saw was a group of people so full of their own sense of self-importance, they didn't even try to disguise their contempt for the general public and the commission that they established to mandate all businesses be compliant to current city code and the public's wishes concerning the use of private lands around and/or near residential areas.
The public might as well have not shown up but just given them carte blanc where they were concerned. They never heard a word other than that a businessman (with his lawyer in tow) needed approval for residential land to be redefined as commercial. I can understand now why we have such a fiasco in the Central business district and around town. They (the Board of Directors) will decide what's best for you and me based on what is best for each of them and their 'friends.' Too bad we all don't own buildings and property near or in downtown. Mr. Antoine, let this note put you on notice that you now will be addressed for honesty and accuracy for comments made on your morning radio shows.
There will be no opportunity to scream, as you do to callers with whom you disagree , WHOA! WHOA! WHOA! You will not have the option you like to use by fumbling with your phone board saying 'they must have hung up' or indicating you have another caller.
Of course you can stop reading this, but I doubt you will since your ego is as big as your bulk, which you keep mentioning. You're happiest when talking about yourself.
Let's start with the misinformation you spew about the Garland Good Government Group and the October 9th election.
The Group is not required to pay for the city hall bond issue election, that's the law.
The reason for the election is that it will provide an opportunity for 2,500 or so Hot Springs voters who signed the petition to be heard regarding the construction of a new city hall. These voters realize they have not been heard by the arrogant city Board of Directors.
The election must be held. Again, it's the law. The bond issue is still in play regardless of the board relinquishing its' option on the Market Street property.
The bond issue language indicates it, ..is issued for the purpose of financing a portion of the costs of acquiring, constructing, furnishing and equipping a new municipal building and acquiring land in connection therewith, funding a debt service reserve and paying necessary expenses incidental thereto and authorization and issuance of the bonds.?
You have criticized the letter writers who anonymously send in letters to the GGGG web site. The nature of the politics in Hot Springs dictates that most of the writers do remain anonymous. Would you sign YOUR name if you were employed by the city? Retaliation is alive and well in and around our city.
Mr. Antoine, you thought some of the contributors to this web site should not point some of the legal problems Steve Smith and Carroll Weatherford have had. The information comes from public records. Do you conclude that anything that appears to be conflicts of interest of ethical conduct should not be mentioned about these or other directors? If so, you are so wrong.
Let the light shine so we, the citizens of Hot Springs, have transparency in government.
You appear to do all you can, as a sycophant, to expound by muddling the facts.

I've lived in the Hot Springs area for quite some time and never given our city government much thought until now. Thanks to the GGGG website for the wake up call.
I was appalled to learn how a few City Directors handle their personal and financial business. In light of this discovery I certainly don't feel comfortable with people of this stature making financial decisions for an entire city. How bizarre that this has continued for as long as it has. Glad the cat is finally out of the bag.
One of the directors seems to have a repetitive track record from California to Arkansas. I owe, I owe, I owe....off to the city I go, not going to pay although.

Citizens are the Winners

"The honest hardworking citizens of Hot Springs, Arkansas are the overwhelming winners last Monday night when the City Directors voted to allow the property once touted by the Board and the City Manager as the next location of City Hall to go to a hotel developer. It takes a big person to vote to change the opinion of Directors even though Kent Myers, city manager said that it was going to happen. Luckily, Kent Myers does not have a vote. The City Board, with their vote, has allowed the City to benefit from a large revenue developing improvement to the downtown landscape rather than place a non-revenue project in a very prime piece of property.
Let's consider some questions. When was the last time that you went to City Hall? How many times this year have you been to City Hall? How many people come to Hot Springs each year? Would these people stay downtown at a brand new hotel? Would the City benefit from these visitors staying downtown at a brand new hotel? The right decision was finally made, but what did it take to convince the Directors to make that decision? Why did it take that much effort to convince them to do the right thing?
Editors Note: Good questions. We think we had some influence on them finally making the right decision. The citizens of Hot Springs are not real happy with their leaders at present. This could have pushed them over to being just plain "mad."
Everybody is Finally on the Same Page?

We wanted to get your take on today's editorial in the Sentinel Record. It sounds like the newspaper, the city board, the public and you are finally on the same page. Does this mean everything is forgiven and we all lived happily ever after?
Editors Note: Probably not. Buying the property was just one of several unreasonable actions the board has proposed. Whatever the reason, we are happy that they had a last minute "change of heart" but our work is just beginning. It is great to have periods where we don't have immediate problems and it is also quite nice to see the Sentinel Record agree with our position. But, then again, how can you disagree with the public's desire for open, honest, ethical, representative government. We simply just call it "good government" and our citizens deserve nothing less.
City Directors Say Rules Aren't for Everyone

I don't know why, but every time I see our city board of directors in action I am more amazed! Last night (8-6-07) at the city board meeting our city board overruled several recommendation that our Planning Commission had made in good faith, and that the commission was correct in following our city rules and regulations.
We have a planning commissioner and staff who are paid to study all of our regulations and codes, and after due deliberation, make a ruling on rezoning and other important city decisions. I think these people are highly qualified and have a background in this field that makes them experts and highly qualified to make these decisions. Our city board seems to have the audacity to overrule these recommendations and imply that they are more knowledgeable than the people that they hire for these positions. If our city board is this well informed on all different aspects of city government why do we need all of these other departments? Further, if the city board is going to ignore all of their hard work, knowledge, and recommendation is this in the best interest of the city? Just look at all the money we could save if we just let our dictators on the city board make all the decisions on our city! Maybe we should be more like the county, and not even have any regulations, and just let people do what they want to do regardless of anyone else's desires, expectations or potential loss of property values.
God help us if this ever comes to fruition!

My First City Meeting

So, I guess Monday night (August 6th) was an educational night for me. It was my first city meeting in the Municipal Building.
I was expecting a really run down, dank smelling building because of all the leaks in the roof. But it was really clean, and the bathrooms looked like they belonged in a magazine they were so nice. I found out lots of things that surprised me on my first city meeting. I found out the three minute rule only applies to some people. I found out that if you buy four meters and two grinders from the city, that they will override the planning commission, like they did for Mr. G, and grant your appeal. I found out that if you are a developer of a building project, and your building project causes problems (example being, if someone buys the lot where the Goddard used to be, and it causes more traffic congestion when they develop it, they would be responsible for tearing out the permanent curbs and parking meters) that you would be responsible for the cost of making any problems right. I’ll bet the fellow that was granted his appeal to put in the fitness/rehab facility and storage buildings on Shady Grove wishes he had heard that before they granted his appeal. The way I understood it, if his development causes more traffic problems, he will have to pay for whatever it takes (streets, traffic lights, etc.) to make it right. I also found out you have to pay close attention, because things can change at a last minutes notice. I thought for sure the city was going to go ahead and approve purchasing the old Ouachita Hospital building and the extra property along Central for parking for the new Municipal Building, as did Peggy Maruthur (you could tell by the utter shock and disbelief on her face), when suddenly it was announced that the city was dropping their option to buy the old Ouachita Hospital building. They said that someone had bid $50,000 to purchase option for the building and put in a hotel. People from the county knew about this a week or two ago, before it was announced at the public meeting. Wonder how they knew about it and Peggy Maruthur didn’t. I guess her email was down. That happens sometimes. I’ve tried to contact my director lots of times by email and never got a response, so I’m sure his email was messed up too.
The mayor and city directors have really worked on not losing their tempers, and the mayor was very indulgent, taking time to explain to me several times that the voting in October (see mayor, I was listening) was on a yes or no vote on a bond issue, not asking the people of Hot Springs and Garland county for money. He also explained they aren’t "giving" money to the city to spend "however they see fit", that they are voting on a "bond issue" where the taxpayers are "trusting them to spend that bond" for whatever they feel is best for the people of Hot Springs and Garland county. I also found out from Mr. Meyers that they have never hired a contractor to look at, or a structural engineer to look at, the current Municipal Building to try to fix the leak in the temporary roof, or to make it a permanent roof. I guess I must not be too good at math, since I thought it would be more cost effective to either fix the temporary roof or make it a permanent gabled roof, like the Garland County Community College did when their roof leaked, than to buy property and build a new building. I guess home and business owners thought like I did, because I see them repairing their roofs.
I feel so much better knowing that I’m trusting a city that makes mistakes, changes their minds at the last minute on multimillion dollar expenditures, doesn’t communicate with their own directors, and asks me to trust them with money (oops! bonds ) that they haven’t decided how to spend (oops! allocate) yet. I will have to attend a lot more city meetings, call the directors, call the city manager, and mayor much more often so I can learn more about how things are done in Hot Springs and in Garland County.

I Smell a Rat

Somebody is not telling the truth. Last week the city manager, who looks at the police and fire departments as his only tools to convince the people to raise taxes, emptied every outlying fire station in town 3 days in a row for over an hour each time, leaving our homes and businesses vulnerable, to deliver his City Hall sales pitch to the 76 firemen costing the city an average of over $20 per hour each. As part of his sales pitch he told the firemen we need to buy this property now because there is a hotel developer that wants it.
Fast forward one week. The mayor told the board last night that a surprise offer came in this morning that we knew nothing about. It just came out of the blue offering to buy our option. We just found out about it this morning. Somebody is not being honest with us here. Now which one is it the Mayor, the city manager, both.
I think the answer as to why they didn’t purchase the property lies in the poll that was conducted by a Little Rock political polling company last week. Maybe there is, or is not, a developer wanting the property. We can’t get a consistent honest statement out of our city leaders on that topic so we get to assume that both the city manager and the Mayor both are lying. Maybe the city manager made up a lie about a Hotel Developer to sell the urgency of his land purchase to the firemen and when he found out that the polls are saying his October vote is going to loose he told the Mayor to tell the Board that same lie but forgot to tell him he spoke publicly about it a week ago. The firemen caught the city manager not being honest with them about his raises at one of those meetings so I’m sure they don’t know what to believe.

What Part of City Hall Can We Vote On?

Todays headlines about the city buying the property for a new city hall are distrubing. Didn't the people just get the right to vote for a city hall? What part of the city hall do we get to vote on if any? How much are they going to spend on stuff for the city hall without us getting to vote? This is ridiculous. We're All Confused

Someone please help me!!!! I am very confused!!! The City Board of Directors are telling me we can finance a new city hall with a bond debt of over $500,000 dollars a year for the next 25 years with no new taxes! To me there is a catch 22 somewhere!
The city can not mow or maintain our streets, because fuel is to high, the police and fire departments have obsolete communication equipment, crime rate extremely high, again no money. There are sewer problems all over the city that can not be maintained or fixed because there is not enough money. Some departments are being cut back because there is not enough money! We are turning prisoners loose on our streets because of the lack of jail space, again not enough money! Our City Board had to change the franchise tax to fees so they can secure the bonds for the new city hall, and I really thought these funds were dedicated for other city services. If someone can tell me how they rationalize this creative financing, please tell me, as I could really use this type of financing for my own personal use.
PS I was always taught you took care of what you had before you got something else!

Director Files Ethics Complaint. Against a Judge?

Well the saga of the peoples representative, Director Smith, goes on. Seems like he doesn't want to pay his judgement. It appears as of 7/31 he has not filed an appeal, nor has he paid what the court says he owes. In fact a letter has gone out to the QCC to garnish his wages. Wonder who will sign for this at QCC and will it be brought to the attention of their board? Also understand being the sore loser that he appears to be that he has filed an ethics complaint against the Judge who heard his case. Guess it's too bad the Judge doesn't live in the city so Mr. Smith could get his code enforcement dept. to harass him.

How About Using the OId HospitaI as a Hospital?

I have lived near downtown Hot Springs off and on for over 15 years, and in that time medical resources have been moved from the downtown area where it is easily accessable to the poor, to the outskirts of town in the richer areas. I myself am disabled, and suffer the poverity that the vast majority of the Disabled and Senior Citizens suffer everyday.
The idea of thakin the old hospital, which could be re-habalitated and used to provide vital medical care to the citizens of the downtown area, and instead tearing it down to produce yet another "vanity" building for the local bosses discust me.
Lets look at the case of the avarage disabled, reitred, or otherwise unable to work citizen. (Notice I did not say person, but Citizen, because we ARE Citizens with the same rights as even the most wealthy of our brothers and sisters.) I make around $600 a month. Most of you can't even begin to comprehend what trying to live on $600 a month means.
I pay my rent, (for a tiny effeciency with a set of lockers in it that the local powers that be tell the poor is a one bedroom apt.), pay my phone and cable (without cable I have neither TV nor internet, which is the only entertainment I can afford), get enough food to last me a whole month in one short trip, and then have a little over $150 to last me through the month.
That usally mostly goes on medical transportation. To get from downtown to the nearest hospital and back cost a minumum of $16 round trip via taxi, busses are often too rough for those of us with nerve pain do to back or bone problems to tolerate.
If, like me you have several medical problems you need to make several trips to the doctor a month. However transportation cost prohibit more than 2 or three trips to the doctors at the most. This means that several times a year I end up in the hospital for things that could have been treated earlier before they became seroius by my Primary Care Physician had I had the money to get there.
There have been several times that I have to go to the hospital via ambulance, been treated and then had to walk home from St. Joes because I had no Taxi money. If you have ever had to walk the length of Central Ave. From the Hospital to Downtown 2 am past gangbangers and whores with bottles of pills ratteling in your pockets then you know what it is like to sweat bullets. One feels like a duck in a shooting gallery. I have had to do it when I was barley able to walk. This is what our "leaders" comdem people like us to by ignoring the actual needs of the people and instead only think about spending money to provide "grander" edifaces.
You want good government? Get them to actually FIX the holes in the streets, Set the timers on the crosswalks so that the disabled have plenty of time to cross the streets, adn make medical care easy and inexpensive to get to by turning the old hospital into a day clinic and a downtown aux. E.R..
Not to mention quit taking away peoples human and constitutional rights.

Director's Financial Abilities May Not Deserve Grant

Mike Ross is working on getting the Qupaw Community Center a $50,000 grant. Steve Smith is the director of the Qupaw House Community Center. With the recent articles about his way of handling his finances do we want to release that kind of money to that center with him as the director? Although he serves under the direction of a board they seem to have a closed eye policy to his actions since being employed there. Hopefully some with more authority will take another look at this situation. Thank you very much.

You may not believe this since you have already reported 2 Directors having law suits but Director Jones was filed against by two credit card companies for not paying them. The 2 amounts were about $4,000 and $5,000. You don't have to take my word for it. Go look yourself. The records are at the courthouse and they are open for the public to look at.

More Directors Going to Court - Chapter II

Capital One filed a lawsuit against Carroll Weatherford for a December 21, 2005 default. The lawsuit was served on April 7, 2007 and the 20 day time limit for answering expired on or about April 27th. Director Weatherford filed an answer late on May 1st. 2007. The unusual thing about this case is that no default judgment was entered when he failed to answer on time and no court date has been set nearly 3 months after his default. Is this yet another example of how our City Directors seem to get special attention by the Municipal Court system?

Do you suppose any of those Capital One charges could have been incurred during one of his numerous trips to Hanamaki, Japan reimbursed by our taxpayers? We just learned this was filed in in civil court (case CV-07-165) so don't blame the wrong court.

Hey your report on Director Smith was great - we read it over and over and laughed ever time. In case you haven't heard - Director Weatherford is going to court next week for the same thing and some other stuff. It was not strange that Smiths trial was closed to the public. He takes advantage of his position all the time - you even reported it on your webpage before. Word is - Weatherford got the City Attorney to drop some charges but others will be made. Is it ok for the City Attorney to do that?

The Smith episode shouldn't be that funny. He is still sitting and making financial decisions for us irrespective of how he handles his own finances. Does that thought make it a bit more serious? The Best of Everything

There appears to be something wonderful happening here! Residents are taking an active interest in matters affecting the quality of life in our community. They are not acting like victims, rather they are taking their rightful place as responsible stewards of the government leaders they elected.
Instead of being complainers, people are looking at matters such as public safety and health and fiscal issues so they can take a positive stand for conditions they believe are in the best interest of current and future generations.
Personally, I believe that citizens becoming informed and involved in local civic issues is the best of everything! In that spirit I want to acknowledge all who organized and accomplished the successful petition drive to obtain a vote on the proposed $14Million bond issue for a new city hall and I also want to recognize the county residents who are providing input into the matters of the proposed Nuisance Property Ordinance and the annexation issue.
Whatever the outcome of either issue, the fact that people are getting involved is very exciting. To support that kind of citizen involvement, the Garland Good Government Group (GGGG) that organized and successfully completed the petition drive on the Hot Springs City Hall issue is providing an on-going forum that will give residents a way to focus their energy and be heard on all the important current issues in our community.
Membership meetings are held the first and third Thursday each month. Guest speakers will discuss issues that are relative to ones the organization is supporting. A portion of each meeting is set aside for public input. All registered voters and citizens of Arkansas are welcome to join. Dues are $25.00 per year.
Watch newspaper ads for time and place of meetings and check the organization’s website www.hot-springs-metro.org to read GGGG’s mission and vision. I think you will be as excited as I am that there is a non-profit, non-partisan and non-religious, grass roots organization that welcomes people like you and me who want to promote transparent, ethical and representative government for the better of our thriving community.
Good Government is our right and our duty. It’s a duty that requires us to be informed, involved and in action. Thanks to the Garland Good Government Group we now can do that.

The fiasco in small claims court that you refer to in your editorial is just one of a long series of abuses of the system that a group of abusive city directors seem to pull on a daily basis. Courts commonly close cases when they have sensitive financial information about business owners or sexual abuse photos of minors, but it is unheard of to close a file because a city official won’t pay his painter. Your group has a real uphill battle trying to get open government when its directors have such influence over its courts that they can get the courtroom sealed so that only a select number of people can watch the trial. There is no place in the court system for politics and I hope you or the newspaper gets to the bottom of why the courts have allowed it in this case.
Another important issue that needs to be addressed in regards to Director Smith’s house is how he has managed for years to keep code enforcement from applying the same standards to his home that they apply to others in less affluent areas. Director Smith has had black plastic hanging over almost half of the east side of his home in the prestigious Quapaw neighborhood and siding missing from the area behind the plastic draped over his home for more than a year The back of his home has had insulation exposed and been unfinished for much of the same time period. I know that it has been reported to code enforcement numerous times but they refuse to do anything because of his political position. If anyone doesn’t believe me look at the attached photo or just drive by 720 Quapaw and look for yourself. You can see the plastic draped over the side of the house from the street. If you want to walk into the backyard to see the back side I’m sure he won’t mind because his code enforcement officers trespass on our property every day. In his defense it, must be difficult to get people to work on his home, after he and his wife have refused to pay several workers. There was a lien filed against the home by Sheets Plumbing for $146, one small claims court settlement for refusing to pay a laborer $75, and a judgment for over $2,000 this week for refusing to pay a painter.
I picture the construction of the newly proposed city hall with Director Weatherford stealing materials, and telling the board not to worry about paying the material suppliers. His history of 4 bankruptcies were in large part for building contract defaults, workmen’s comp claims, materials etc... This combined with his numerous charges of terroristic threatening will make his presence on the job site interesting. I picture Director Smith with his reputation of not paying contractors telling the board they can spend that bond money on some more international vacations and not worry about paying the contractors unless they sue the city. I picture Kent Myers Meyers micromanaging the construction workers, and Mayor Bush being rude to them. (Luckily since most of the workers won’t speak English they won’t be too offended). You would have to be a fool to bid on that project knowing these guys history. Maybe they will waive the requirements for competitive bidding and hire Director Daniel to build it.
Director Smith has a long history of financial failures. He was an owner of a company in Ventura, CA named Hughes-Smith Inc. that had its corporate license suspended according to the California Secretary of State. He had a federal tax lien filed in Riverside and Ventura Counties against him in March of 1990 for $4,000. Three Federal Tax liens were filed against him in 1992, one federal tax lien filed in February for $9,000, one federal tax lien filed in March for $3,900, and one federal tax lien filed in April for $13,757, and again in 1994 another federal tax lien filed against him for $2,100.
He came to Hot Springs and took over his mothers business, the Cheyenne Trading Post, and in the short time he ran that, the Bank of Malvern filed suit twice against him for a $25,000 loan he allegedly defaulted on. Guess what, that store is now out of business. He was fired after working for Lenders Title for one year, and my favorite Steve Smith failure, was the financial planning business he ran in Lindel Square. Can you imagine anyone going to him for financial advice with this kind of track record? With the current spending and abuse scheme the board is on, the City of Hot Springs may be the next on his long list of failures. According to the 2007 city budget they are spending $83 million dollars which is in excess of a quarter of a million dollars per day every day of the year weekends included. Next they say in their budget they will be coming back to us to reinstate the property tax (which they promised they wouldn’t do when they instituted the sales tax) because they are funding frivolous things like international vacations for City Directors as a priority over the basics such as the Fire Department (which they are loaning almost a million dollars this year, rather than funding, so we can create a crisis that will force the voters to raise taxes for a good cause)
There is a small claims court suit in the same court against Carroll Weatherford for defaulting on a $1,500 Capitol One credit card bill I wonder if that $1,500 was money he charged on vacation in Japan, was reimbursed by the city and then refused to pay the credit card. We may never know if the court is not open to the public to find out.

Good morning... Observations ref. County government committee meeting past Monday night AKA... the revelation of the 3-U Formula...
There were many highlights by way of the people voicing their passions opposing the unconstitutional nature of the ordinance. One of the quick thinkers stood, and from the back row w/ rolled ordinance in hand pointed towards the ceiling/ wall area behind the committee 'see there... up there on the wall behind ya'... it's deterioration: unsightly and unsafe there's even black-mold and you've allowed all these people in here ... question is: does the presence of the dreaded black mold satisfy the balance of the applicable formula (the 3-U formula: unsafe-unsightly-unsanitary) to now qualify the court house and persons associated with it to be in violation for the pending ordinance? Presently to be passed far and wide: a great need exists in the form of an outpouring of prayers that will freshen the memory of the JP's as to all they heard and saw in the faces of these who expressed their passion to be 'freemen' ; and that God almighty will weigh heavy in these hearts a restlessness resulting in a no-vote in the upcoming August meeting! To God be the Glory... Amen.

County Also Ignores the Public?

Just a quick note to let ya know you’re not the only folks with representative issues…Over in the Garland County clubhouse the elected have been meeting just like your directors do. And just like your directors the majority of justices pay little attention to the standing room only crowds who for the most part opposed the most recent act of tyranny called a "NUISANCE ORDINANCE". Likely you’ve seen the press on the matter as well as the letters to the editor. This past Monday night, as the committee meeting met to consider its options (for the amended version of said ordinance) the time to vote had arrived… the chair had already forgotten his earlier announcement ref. open comments prior to the vote: JP Mickey Gates fortunately spoke up to address this oversight. The following forty-five minutes of expressed opinions revealed: an overwhelming majority of rural county residents flat out against the measure. Very specific challenges made about constitutionality, vagueness of definitions, and inconsistency with state statute was but a few of the sound points presented. One individual even pointed out the ‘unsightly-unsafe and possible unsanitary presence of black mold in the very courtroom we occupied. Behind the scenes people are being directed to this web site to see how ya’ll are doin’ it: maybe just maybe you’ll need a bigger than big new meeting place.

City Directors Meeting Embarrassing

Hot Springs Chamber Not Big Enough to Promote New City Hall

I write to say that with the usual arrogance that is part of this Board of Directors for the City of Hot Springs, a plan is under way to purchase additional properties on Central. This, in itself, is not a bad idea as the property values are rising, however to buy the property with the idea that the election in Hot Springs is a "done deal", and this will all become part of the City Hall complex is beyond this reader of the Sentinel Record newspapers understanding. It is time for the group that started the petition circulation to surface again with BUMPER stickers for the citizens to save for the October election. If only three persons were contacted by each signer supporting the right to vote on the issue, I imagine there would not be enough members of the Chamber to pledge support of votes in favor of city hall..............

Prediction: Voters Won't Stop City Leaders Spending or New City Hall

Just went online to send you a message and get your opinion on the city managers comments in todays paper and noticed you already reported on what they are up to. How do you always get this kind of information before the news media? Since you already commented and I agree this is a slap in the face to all us citizens but let me add some comments. The elected city people are wasting our money as fast as they can. You told us they are spending $15,000 of our tax dollars to get an appraisal on more property so we can see the new city hall better. They spent $50,000 for the option to buy the old hospital and $20,000 to have that same good old boy appraise it. My thoughts are that they will never stop. I think they are going to hire and pay architect Douglas Arnold for the picture and work he has done. He didn't do that work for nothing did he? I predict the next thing city manager and city board does is to buy the hospital property for $1,300,000 so they don't lose the $50,000 option and those hundreds of other people who wanted to buy it won't get it. Then they buy the Central ave property for $1,300,000 plus. MMyyeerrss admits he has no funding for it but he will find a source if he has to take it away from some departments like fire or police. He found money for the directors to go to Japan a week after he said the city was broke. Next he and his directors will hire architects, public relations firms, bond counsels, financial advisors, lawyers, contractors and consultants. That probably costs us $2,000,000 or more. Then they do designs, planning, advertising to sell us taxpayers how bad we need a city hall, tear down all the buildings, fill and shape the land and plant some grass and trees. All this will be done before and after the voters reject a new city hall in October. What I am saying is they are determined to have a city hall if they have to build it one room or one floor at a time. The voters are nobody and are not going to get in their way. Watch and see if old Don isn't right on this.

In answer to your questions, we literally have hundreds of sources including friends, neighbors, and relatives of our city leaders. However, the information that finally verified what the board was up to behind the scenes actually was verified at the city board's agenda meeting last Tuesday afternoon. Unfortunately, your final analysis is probably correct. Our city leaders do seem very determined. Why else would they be so willing to spend money they don't have on property for a new city hall that the citizens haven't yet approved? Oh well, its only tax money. Oh, show up at the directors meeting Monday evening at 7 PM and voice your opinion even if they don't give much attention to the public's views. On the other hand, you can just stay home and prepare to write a few more checks to the city.
Run City Like a Business? What a Concept!

Why don't you guys quit beating around the bush and tell us what you know about Meyers, Bush, Daniel, Smith and Weatherford. Either you know something or you don't. The more important things to think about are how they are running the city. How about tell us about how they are qualified to run the city like a business and not a money losing bunch of spendthrifts. Not what they have done in there personal lives. Bush has a record of low level management but not with his own money. Meyers has never run a business but has a poor record and got his last city sued because of the way he ran it. If the city was a business these boys would have it bankrupt. Fact is Smiths companies he run went bankrupt. Weatherford has personally went bankrupt four times. Four times. Daniel is on the board to help his business. Look at his record and what you said about him. He votes to give himself city contracts. This is not what we need. The question is how can these boys run a city when they proved they can't or won't run a business right. Give us facts that show us why they are not qualified to run a city like a business.

Call your U.S. Senate and House Representative and tell them you expect the Congress to hold foreign companies in China and other countries including Mexico to the same environmental laws and standards as the U.S. or prohibit their imports. What good does it do us to make laws and enforce environmental standards on companies here in the U.S. when companies are leaving the U.S. and going to China because there are no environmental laws or standards. We can't enforce laws against filthy coal burning plants in China or other countries used for electricity because its there, but we can require environmental laws and standards on steel and steel products from China and other products directly linked to air pollution, or prohibit their import. The U.S. Congress has the authority and power to require, enforce and inspect those manufacturing facilities, or prohibit their import. Like the importation of U.S. beef to Japan and S. Korea. The product (beef) meets their requirements and standards or they prohibit the import. They have every right to come here to the U.S. and inspect U.S. manufacturing facilities and processing plants, or prohibit the import which they have done. We can no longer afford to allow U.S. companies to move to China for cheap labor and total disregard for the environment. We need to hold these foreign governments and businesses responsible for their actions when it comes to the importation of foreign products that by-pass U.S. laws and environmental standards. Its simply irresponsible and an unfair trade practice that jeopardizes the global environment and U.S. businesses. Foreign companies in Japan and S. Korea seem to have no problem when it comes to telling the U.S. Congress what they expect and require on U.S. exports, and the Congress does it to sell U.S. goods abroad. We need to hold them to the same standards.

Well, our city manager, Kent Myers, met with the skateboarders who were arrested by Officer Joey Williams and has decided to let them stage a two-day protest rally downtown on July 8th and 9th. More of our tax dollars at work since there will be an added police presence and officers called in to work. Kudos to Kent Myers for yet another bone-headed decision.

Bonehead Decisions Dictate Bonehead Directors Removal

We haven't lived in Hot Springs very long but after reading your columns, talking to neighbors and witnessing traffic conditions and crime statistics firsthand, we strongly support what your group is trying to do. We strongly support any effort that will get Mayor Bush and the rest of the rude and crude board members removed. Arkansas has an Ethics Commission. Has your group reported any of the nepotism, conflicts of interest, and denial of freedom of speech issues to them? There should be other state and federal agencies that could intervene and remove these people. Has anyone filed a lawsuit against these characters? The decisions they have made for traffic, parking and public safety have to rate as some of the most bizarre bonehead decisions ever. We plan to attend one of your meetings in the future and help you get rid of those boneheads. We also wish to personally thank all of you for what you are doing for our newly adopted city. Keep up the good work. We hope to visit with all of you soon.

Who is the Mayor, Really?

Okay so Mayor Mike Bush is the "Man of the Year." We tried to find a biography on him or at least some recent achievements. He is a mystery man as far as the Internet is concerned. One reference was found which said he was an electric company executive. He seems to have a degree from Henderson in Arkadelphia. Is he active in any community service organizations? How did he get elected if he hasn't done any more than the Internet has on him?
Editors Note: Good questions all. We found almost the same information as you. He held the position of district manager for Arkansas Power and Light Company (now Entergy). He was never an officer or executive level employee. He apparently does have a degree from Henderson which was then known as Henderson State Teachers College. We know he is currently a member of the Oaklawn Rotary Club (as is the city manager). He was previously on the chamber board and the Garland County Community College board. We don't know of any other organizations but perhaps, our readers can let us know if there are others. As to how he got elected, apparently, the same way most officials have been elected for decades. The "good ol' boys" put up the money and buy themselves a public servant. Also see the June 25 article below. It provides similar answers to your questions.
Take Off Those Rose Colored Glasses

I am truly amazed when I hear persons discuss "who will pay for the election?" we are to FINALLY have on the city hall bond issue.
Are these people aware that this is a state constitutional right, and petition solicitors have proved that a sufficient number of persons did want the right to decide, rectifying the choice that had been taken away from them by the City Board of Directors?
Not everyone in Hot Springs sees city hall construction as a primary need at this time.
For persons living off of 70 West and Lakeshore they might say the stench of sewage (on a regular basis) from a "pump station" that has been a problem for over 14 years is far more important than taking every spare coin the city can get their hands on to pay $520,000.00 a year for 25 years to construct a city hall...an idea without plans, and without any promise to place funds from the sale/leasing of other city property toward the bond pay-off!! City leaders have been talking for some time about an expressed need for a jail, pension funding contributions, and fixing necessary city services. Have all of these issues been resolved through some magic act that was not disclosed to WE THE PEOPLE?
Some people seen to be viewing this whole issue through rose colored glasses. It was the City Board of Directors denial of the taxpayers right to decide that set the ball rolling!
Did you "get it" on the first reading..$.520,000.00 for 25 years.....Do you realize that if there is no money to do the normal city upkeep now, what will happen when this debt is due and we do not have the funds?
Think about it!
Editors Note: We're thinking and it is not a rosy picture. Not having to pay the debt service on the bonds our board wanted to sell without the people's input is saving the citizens over $1,534 per day including weekends. That means we have already saved approximately $24,544. Who gets credit for those savings? Over 3,000 good, hard-working, taxpayers of Hot Springs who canvassed or signed petitions. That is who.
Who Really Voted for Man of the Year?

We see where mayor Mike Bush was elected as the man of the year. After reading about Mr. Bush on your web site we wondered how he could win such an honor. After checking into it, we got the answer. His selfish friends, architects, real estate agents, bankers, advisors and others who would make a lot of money by building a new city hall helped stuff the ballots for him. His Rotary club put on a drive to help him win. We went back to last year to see who the honor went to and found it was Dick Antoine. Dick came in second this year. We thought it interesting how you got 3,000 votes against him and the paper got 50 votes for his honor, the mayor.

Traffic Concerns

Hot Springs is a tourist town, and therefore, in a constant state of flux. The number of tourists during peak tourist seasons and special events places even more pressure on an already overburdened traffic system. Our city is growing at such a rate, that our current traffic systems are unable to compensate for, creating problems for our city transportation systems. Besides tourists, we have had a sudden influx of immigrants to Hot Springs, many of whom, are unfamiliar with our traffic signs, signals, and laws, or that walk or ride bicycles, which can also pose problems.
We have many factors that, in just the past few years, have created transportation and traffic flow problems in Hot Springs. The bottleneck created on downtown Central Avenue, has slowed traffic, or forced motorists to use alternate routes, much as when Central Avenue at the MLK expressway became congested, people began to use Higdon Ferry as an alternate route. Then, signal lights were installed on Higdon Ferry near the MLK, and now it is as congested as Central Avenue at the MLK .
It would appear that bad engineering designs, poor planning, a constant flux in traffic population, inadequate traffic signals and control, and too much traffic for our current systems are some major contributing factors to the traffic problems faced by Hot Springs. Every time Hot Springs tries to fix one traffic problem, it transfers the problem to another area, then another.
I’m not sure what, or, if anything, can be done as far as poor engineering design on the MLK expressway. However, some problems could be alleviated such as the bottleneck on downtown Central Avenue, by reverting the street to the way it was before. Doing away with the extra parking spaces, and opening the lanes, would help traffic flow. If bicycle lanes were constructed, people would feel much safer riding their bicycles, could ride them, and would cut down on the number of motor vehicles. If cameras connected to a central control hub, were installed, that could change signal lights during times of abnormally heavy traffic such as five o’clock traffic or major city events, it would allow the traffic to flow more smoothly. Cameras connected to a central control hub could also help with seasonal traffic at lakes, Oaklawn Park, and Magic Springs.
Consultants need to look at the overall picture and correct existing problems before new construction or changes occur. Engineering design problems, such as the MLK design, sometimes cannot be fixed as an afterthought, but should be correct before construction ever begins. I think Hot Springs is throwing good money after bad. But, if Hot Springs can correct current design problems, install bicycle lanes and signage, install modern traffic control technology, and study proposed changes before they are implemented, they might be able to decrease the current traffic problems if they cannot totally correct them. Hot Springs needs to stop spending money on projects that either, do not work, or that make matters worse, only to spend even more money to fix what was done and unfeasible.
I was very pleased to attend the Metropolitan Planning Organization meeting at the Transportation Depot in Hot Springs the other day. I am also happy that Hot Springs has traffic engineering consultants looking at our traffic problems and the Hot Springs area transportation master plan. Thank you for you consideration.

An Open Letter to Mayor Bush

I had noticed that recently every time I go before the Hot Springs Directors, Mayor Bush is concerned about where I live, if it is in the city and in what district. I always tell him but the next time he will ask the same questions. Frankly I was starting to get worried about his memory, then I thought that he didn’t think I could contribute to the city government because I was outside the city. But, he has no problem with other city property owners like the Baptist Hotel or Oaklawn Park who also live outside the city. Then it dawned on me that he is truly concerned about my well being. Let me assure you, Mayor, that we have electricity. And even though I don’t have city water and sewer, I now have running water and indoor plumbing. I feel so bad about misjudging you sir, that I am considering moving into the city so that you don’t have to worry anymore.
Of course the move will be expensive, with all the franchise taxes (sorry, fees) for cable, electricity, phone and the like. Then the water, sewer and it’s anybody’s guess how much the code department will cost me. I understand that a certificate of occupancy alone can run as much as $50,000. And my share alone for the City Hall will be mind boggling over the next 25 years. The piece of mind will be well worth the cost. And since the city government doesn’t have enough money to provide proper police protection, it makes sense to dilute the crime rate by importing law abiding citizens like myself.
So from the financial standpoint, I am going to have to look for another source of revenue. I don’t need much in the way of salary but I was thinking along the lines of "Perks". You know the standard things like, cell phones, lap top computers, multiple free vacation trips to Japan, free trips to Washington and Reno. Add to that maybe a State Contractors License, (of course without actually taking the test or having the required insurance). Perhaps a monopoly Fireworks Stand would ease the pain of moving. Special consideration for Firework Displays without competition would be a must. Then I would live the life of Riley, chasing geisha girls, sake’ drinking contest with city staff, cruising around Hot Springs drinking without fear of DWIs, $55 dollar meals in Japan at the Austrian Outback camouflaged as "cultural exchange," hob-knobbing with city staff while ignoring the lower minimum wage employees. And who cares if there is not enough money in the budget to maintain the city parks, at least there will be enough for the Parks Director to party in Japan like the Sanitation Director did.
This is really getting exciting and if anyone gets in my way, I can always put them down in a public meeting or even better yet, kidnap them, duck tape them and terrorize them. The only problem is where to move? Since I want a position right away, I am going to wait to see what vacancies come up. Then there is always the outside chance that any district will work. Shouldn’t have to wait long. Then I can be a member of the Good Ole Boys Club.

Director Says City Has Nothing To Do With Fireworks, Then Votes On Fireworks Ordinance.

I watched the board meeting last night and had a couple of questions:
Director Daniel was so pompous in his explaining the fireworks display process and that he was an "employee" of Jack Warner Co. why did he not make this in a full disclosure to the public at the onset of this issue arising before the City Board? Why does he, Director Daniel not produce a spread sheet showing what the expenses are and what he is making, ie. how much money he is putting in his pocket. Transparency is good in government.
Everything may very well be on the up an up and done everywhere else the same way it's done here regarding firework displays that somehow involve Municipal Governments, but the failure to disclose the information of his, Director Daniel's, involvement makes it look as if something shady is going on. Don't you think?
My second thought was that if the City has "nothing to do with the fireworks displays" other than act as a trusted repository for the donated money, why did they," The City Board", take the time and energy to pass an ordinance dispensing with the need for competitive bidding from those that would be interested in presenting these displays.
I assume that things are on the up and up but why do so many of the Directors on the Board insist on consistently making contradictory statements and actions? No wonder there is so much distrust among the City and County residents.

Got Junk to Store? Call the Hot Springs Airport "Rent-a-Hangar" Program.

I have over the years, heard the same complaint and never have been able to get anyone to act on the problem. It came again last night from an ex-employee. The Hot Springs Airport Manager, (apparently with the blessing of the city manager), continues to allow the rental of hanger space for other than airport related purposes. This is in clear violation of the rules and regulation of the City and the Federal Funding which assisted in the building of the hangers. The advantage is obvious, the violator gets to rent a space to store RV’s, boats and motorcycles (but no airplane) for a third of competitive costs and the Airport Manager and city manager get to manage a larger capital investment, thus can and do receive a larger monetary advantage. All this with 24 hour security.
If you ask the Managers about the problem, they will respond by saying, "There is an aircraft assigned to each occupied hanger." That does not mean that an aircraft is actually stored in the hanger, in fact some hangers purportedly have never seen a plane since construction. This is a waste of taxpayers money and cluttering the airport with unnecessary buildings and liability. The National Security Council should be alerted and appropriate action be taken. Lets stop waste in city management and demand an inspection be made of each hanger for violators. The inspector should be accompanied by the press for validation. And lets stop the double talk from the "Hired Help".
Editors Note: We certainly agree with the city misinformation being inappropriate. However, if we need to store personal items and can save two-thirds on the cost, why would we use the rental centers?
Next Petition Drive to Recall City Directors?

Congratulations on your sucessful petition drive. I understand you are looking for another project. I see where you are planning another petition drive and I would like to recommend you do a city director recall petition drive. You need to recall the arrogant mayor and directors Smith, Daniels, and especially Weatherford. Just let us know where we can find the petitions and I guarantee you more city voters than you got the last time will find it and sign it. Those guys are only working for themselves and the good old boy group. I commend you for your sucess. Keep it going and get rid of those arrogant jerks.

We only mentioned that we were looking into the legalities of whether or not our current group should even do a recall petition as this activity may be considered as political. We are an apolitical group and we believe that is the proper position for the GGGG to retain. There are, indeed, several individuals within our group that want to start a recall of some directors. Please note that Director Smith voted to allow the public a right to vote. City has Surplus but Police and Fire Departments are BROKE !!

I'm not sure if the citizens of Hot Springs are aware that the Police and Fire Departments are BROKE! The Police Department can't even afford to pay any Officers overtime during the HOG rally because of the budget crisis. Officers are buying their own equipment, or having to find ways to fix the old equipment to make do. The jail bill has become so outrageous that all people with Fail to Appears (this includes NO BOND) warrants are being released on citations due to a jail bill that is thousands of dollars. Unless the warrants say the person has to be taken to jail and do not give them a citation, they are being turned loose. the Police Department pays, not the City of Hot Springs. Why does the Police department have to foot the bill for every little thing they do? Why does the City want to build a multimillion dollar city hall, but leave public safety in the dust? Officers are even being told "not to do any excessive driving" because of the gas prices. But yet they still deliver the board packets to the front door of every city board member. I understand that the fire department is in about the same shape. In my opinion, the Police and Fire should be of the highest priority for any city, but ours seem to have forgotten.
Editors Note: Thanks to you, the citizens are now aware that the city's so called "surplus" doesn't include the police and fire departments. It is likely that turning violators loose to keep our jail bill down will eventually have an impact on our crime rate. The police and fire departments also should not be subsidizing Mr. Myer's and our globe-trotting director's extravagance by paying the city over $200,000 for "administrative services" and over $300,000 for "financial services" from the half-cent sales tax the citizens voted to help the police and fire departments. You cannot be more correct - Public Safety should come before a new city hall. Thanks for your letter. Sometimes it takes courage to state the facts but you need to know that the citizens of this city do appreciate our courageous police and fire personnel. We are thankful for all that they do. We're working hard to change the skewed priorities and get proper funding for public safety but we must first stop the spendthrifts who are ruining our city.
Smoke and Mirrors and Razzle Dazzle

I try to stay current on politics and events concerning our city. I read the Sentinel Record and watch the city meetings on television as they air. Many times I am reminded by articles and discussions concerning city business of smoke and mirrors used by magicians and razzle dazzle used by carnival barkers. I hear questions asked by citizens and city directors that are never quite clearly answered. I hear questions asked, and in response the person asking the question has a question put to them, instead of being given an answer, seemingly to redirect them away from their original query. Razzle dazzle and smoke and mirrors work sometimes, but there is always one person that is intelligent enough to catch the "G". For those of you unfamiliar with the carnival, a "G" is a gimmick. A gimmick is the way they sucker you without you catching it. The folks who don’t catch the gimmick and get taken are called "marks". This means they are marked and ripe to be taken for their money. I believe the citizens of Hot Springs have gotten wise and won’t be such easy "marks".
Then there are those directors who just plain don’t respond when contacted or questioned. I have tried numerous times to contact my district director concerning the trips taken by city directors and employees to Hamanaki Japan. I feel this money could be better utilized by purchasing bicycle racks and posting public transit time schedules, as was requested by the head of public transportation, and, who was told that it would have to wait because of lack of funds. I truly wish I lived in district one so I would have a district director who would not only listen, but also respond with my best interest in mind. I have called Peggy Maruther on several occasions, and she has not only listened and given me help with my problems, but also, if she was unable to help me, directed me to someone who could. And I am not even in her district. I believe Peggy Maruther is epitome of what we should expect and receive from our district directors and our city officials. Peggy Maruther will put herself at odds with the mayor, city officials, and city manager just to represent the will of the citizens of Hot Springs. And she will most certainly listen and respond when contacted.

It looks like he got the money, and absconded with it, as the building is in complete disarray, weeds all over, and the sign hanging and torn. Are we now liable to the Federal Govt. for the funds he was granted (unjustly) due to the actions of our City Board?????

Recall the Rascals !!

We appreciate what you are doing and want to encourage you to keep up the momentum by having some more petition drives. We badly need to recall some directors and a mayor. Then we need to get rid of the would be emperor that sits in the city managers office. What ere the chances your group will continue your good work by helping us get some people who aren't interested in only helping themselves and their good old boy buddies in office? The people supported your petition and they will support another one if you don't wait too long to get started on it. Please let us know what you plan next. We haven't been to any of your meetings but plan to come soon.
Editors Note: We look forward to seeing you at a meeting soon. There have, indeed, been numerous individuals urging us to get involved in a recall petition but that decision has not been made. We actually are looking into the legalities of whether this would be considered as "political activity" because there are potential reasons for us to not be involved in political activities. We are waiting for an answer to several questions of legality and related concerns. This is, however, not to say that a "recall committee" could not be formed outside of our group. It is painfully obvious that our city representatives are not representing or even listening to the public. For this reason, we agree with you that this may well be an excellent time for a recall petition. It should actually be considerably easier that the petition drive for the voter referendum.
Just be Honest With the Public

Today's Sentinel Record headline is about the tax for the civic center ending. What caught my attention was how the former director Bob Wheller attributed the overwhelming support of the public to the fact they told the truth to the public. This fact was repeated again to show the right way to sell bonds. I could not help but draw a comparison to how Meyers, Bush, and the good old boys are selling bonds for a new city hall. This may have been the purpose of these people mentioning how bonds should be sold, by being honest with the public. Most of us still remember how Meyers and Director Weatherford tried to keep information from the public by telling city employees not to talk to the press. On top of this- the Mayor and Board ramrods the bond sale thru without holding public hearings or a vote of the people. We hope your Government Group is successful in letting the people vote. Best of luck to you and thanks for what you are doing.
Editors Note: Thank you for the reinforcing comments. We agree with the article and your assessment that the key to selling bonds is simply being honest with the citizens. Our voters have proven this numerous times. The primary point we brought from the article was that in spite of the civic center tax being discussed for months, it still has not ended. To us, this simply reinforces our contention that the taxes could and should have been ended months ago. Of course, to have done so would have meant we would not have (accidentally?) created the surplus which is now being diverted and used for a purpose that the voters did NOT approve. By the way, there was a single brief public hearing held just before the vote to sell the bonds but it was poorly advertised and very few people even knew it was scheduled.
Mayor Using Really Bad Words During a Board Meeting

The MP3 file attached to my email is the audio of the vote to allow citizens a vote on the new city hall. Listen carefully to what Mayor Bush says immediately after Director Edwards says "Aye". Director Smith has already voted "Aye" and when Edwards votes, Bush realizes he will be the tie breaking vote to not allow the citizens to vote. Bush's response is sort of a whispered "Ah Sh__" but it sure can be heard. Wonder what he is saying now that everybody knows he cast the deciding vote against letting the people vote?

Selfish People Want a New City Hall

I haven't seen any letters supporting the new city hall in a long time. But I wanted to point out that every person who wrote in favor of a new city hall so far were the mayor's drinking buddies or people who do business with the city or realtors, architects, contractors, building material suppliers, plumbing suppliers, and similar people who stand to make money for building a city hall. These people should be ashamed of themselves for trying to take our tax money to line their pockets while most of us can barely get by. I know every one of the people who wrote in favor of the city hall except one and guarantee they have selfish interests just like the selfish board members.

Creative Accounting Misdirects Police & Fire Taxes

There will soon be a special election to increase the sales tax for police purposes county wide and each of the tax units have agreed to allow it to go to expand and operate an expanded jail. I like the idea, and I fully support anything that will reduce the level of crime in Garland County, but after the last tax the city passed for police and fire purposes only, the city used creative accounting to funnel much of the tax back to the general fund. Administrative costs for these departments went up 300%. Services the city had traditionally provided for the departments began being billed out.
An example is that before the sales tax if a police car went to the city barn for a new set of windshield wipers they were billed the parts cost of $7.00. Now when they put on a set of wipers they are billed $65. Wal-Mart, and most parts houses install wipers for free that you purchase from them. It takes less than a minute.
They also froze the general fund contributions to the police and fire departments which has eroded that funding due to inflation. There was an audit of those items and it was found to be legal but the public needs to know that when they say the tax will go only to law enforcement the public needs to know they have a history of cooking the books.

Director Makes Hot Springs Look Like a Joke

This is to clear up the statements made about Carroll Weatherford having people beat up. This is coming straight from the horse’s mouth. Yes, Carroll Weatherford had someone kidnapped and thrown in a truck for stealing from him. The person that did this for Carroll Weatherford did two years prison time for that crime. Carroll Weatherford told him that nothing would happen to him for doing it, but that was a lie. Carroll Weatherford let this man sit in prison and would not help him for nothing in the world. Basically, Carroll had someone do his dirty work for him and allowed that person to suffer consequences while he got off Scott free. Carroll does this type of thing often. He puts people in situations where he comes off smelling like a rose while they suffer the consequences of the actions of which he asked them to do. He has been in the newspaper recently about not having a contractor’s license and was charged a fine for not having one, but his fine was so much smaller than other contractor’s that were charged a fine for the same thing. Why is this? He has done work at the Garland County Landfill, which was over fifty thousand dollars, which he did without a contractor’s license and was never charged a fine for that work. Also, he never had to put a bid in for the job, which was supposed to be an open bid job so that other people could try to get this work. He has been run off of jobs for stealing. Ask Xx. Xxxxxx about it in East Gate II. He also owes money to different people in town for building material that he just won’t pay for. He has also filed bankruptcy two or three times. However, he is still able to work and own a business…how can he do this? And about his being a white supremacist, this is not true. He has a lot of black girlfriends unknown to his wife. This poor woman has no idea of the man that she is married to. He sneaks around quite often, but there are people watching what he does. He is a sneaky man that wants to be a gangster like the old Hot Springs people were in the 20’s and 30’s. His trips to Japan are not for the city, they are for his personal pleasure so he can brag about going. He spends his time getting drunk and finding Geisha girls to indulge in coma sutra. And this is a man that sets on our board trying to be an upstanding citizen. What is out town coming to? To allow this kind of person to be on our board of directors makes Hot Springs look like a joke.

However, we heard from a fellow who said he was the one who did the prison time but he claims this was because he was already on parole rather than being convicted for kidnapping. He also told us Weatherford was purposefully in Canton, TX at the time of the kidnapping. Your "over $50,000" number is just a bit too low. We did some digging and found that the payments actually totaled over $100,000. We found over 20 separate journal entries in 2006 plus several more in 2007 paid by Garland County to Carroll Weatherford Construction. The multiple entries do make it appear that someone with Garland County may have improperly avoided public bidding requirements. For example, it appears that 4 separate checks were written on December 7, 2006 alone. Also, recent bankruptcies appear to actually total 4. These are listed as occurring on 4/7/1987, 8/5/1994, 7/23/1998, and 7/23/1999. The membership in the Aryan Nations www.aryan-nations.org has been reported by several sources so we remain somewhat skeptical. Finally, could you have meant Kama Sutra rather than coma sutra? Unlike some information we receive, we do try to be factual, especially when so much information is available from public records (e.g., County records, state bankruptcy records, state fines, rap sheets, etc.).
Taxpayers Help Fund city manager's Love Life?

We saw the city manager in Mt. Ida with a blond girl friend driving the vehicle the city provides for him. We think this is wrong. The taxpayers should not have to furnish him a car for his love life. He has said city employees shouldn't take a vehicle home but his rules don't apply to him we guess. Chamber Not Performing Chamber Functions

Well our chamber of commerce stepped in it up to our neck. We endorsed the new city hall. What you need to know is how our members were coerced. A preprinted form for us to sign in favor of the new city hall was sent to some chamber members. There was no place to sign if we opposed the city hall. There was absolutely no place to sign if we were for a new city hall but thought the public should get to vote for or against a new city hall. Very democratic! Some of us were concerned that John Vines may not be right for the job. We were proven right. We are only a social group. We are not active in working for economic development. We do a very poor job of promoting our member's businesses. We are doing almost nothing to promote Hot Springs. We have very few functions that interest the membership. You must know that many chamber members support what you are doing. On behalf of those members, I apologize for the ridiculous comments of Vines at the City Board meeting Monday. We need to either turn this chamber around or start another that will perform the functions a real chamber should.

More Liars at City Hall ?

The person writing you yesterday didn't tell you about the biggest liar. Director Daniels may not tell bigger lies than Meyers but he is a larger liar. His latest lie was Monday nite when he said they didn't know there was going to be a surplus. He thinks the surplus was a accident. Meyers was bragging about the surplus back in January and he said the city would have enough money to pay off the civic center bonds by March but would let the sales tax continue until June or so. The surplus was planned and not accidental or unknown. Meyers and Daniels both knew this was happening for months so Daniels is either a total idiot or a full fledged liar. While talking about Daniels, did you hear him show his brilliance by talking about giving the board a "carta blanc". He may know what "carte blanche" means without knowing how to pronounce it but my guess knows neither.

If you read further back on our website, you will see that we have previously reported that the "surplus" was contrived and planned. We even made presentations that this was improper and, likely, illegal. Our complaints were that this was pure deception and a violation of the trust citizens had placed in their elected representatives. Note that our complaints were timely enough so that the tax could have been ended so that the surplus would not have been generated. city manager Is An Outright Liar ?

We watched the city meeting last night in a state of disbelief that people we elected have become so callous and uncaring about us to not let us vote on spending $14,000,000 of our money. The tax being renamed as a fee was unbelievable. Your news item (May 4) was right. The only possible reason to rename those taxes was so they could say taxes weren't involved. This is deceitful. The city manager said the bond expert told them they had to rename the tax as a fee is an outright lie. All of our previous bond sales were based on taxes. How dare he try to tell us franchise taxes couldn't be used? It is past time to find us a new city manager. Is it possible we could get some new directors while we are at it? The ones we have won't listen to us and as you told us, don't want to let us speak at city meetings.

You could consider a petition drive to recall the directors. Faulty Software Cost the City $65 Million?

The New World billing software has never worked right. We told you a long time ago that it was antiquated and made errors. Use Technology to Serve the Public? Sounds Purty Far-Fetched to Us'ns.

We moved here from the west coast a few years ago so we notice the differences between the areas. The main reason offered by Hot Springs for a new municipal complex is "to put everyone under one roof." We did just the opposite in California. Separate departments or areas where the public could obtain information, forms or data was deemed to be a good thing. Spreading our offices also reduced the travel time for municipal employees and the public. With today's technology, more people than ever can work from home or remote offices regardless of their jobs. E-mails and the ability to share documents or information via a wide area network allows better and quicker interaction. Consolidation of employees under a single roof usually reduces productivity because people have a tendency to visit with one another. The presumption that the public will be better served is ridiculous. Making forms and information available to the public at several locations reduces travel time and improves convenience. The public interface in many California locations is a computer which routes the public to the appropriate agency and saves time and frustration. A properly planned computer interface can also completely eliminate the necessity for the public to travel to any location. We have tried unsuccessfully to find the proper Hot Springs city employee in their office several times. Computer based city information which includes instructions, data, forms, and even payments is much more effective. Hot Springs management needs to be made aware of how much effort, time, and money could be saved. With today's technology, city employees don't need to interact directly with the public so the location or number of people per location does not matter.

How to Build Six New City Halls Every Year and Have Money Left Over

The Sentinel Record headlines today said a lot about Hot Springs and how the city is being run or in this case not run. It is unacceptable for a town to have water losses of almost half. If the article is correct and it must be since the numbers come from the city, Hot Spring loses more water than any other town in the entire state. We may should feel sorry for those poor inept souls like Kent Myers but their failures are costing us big money. Using their own figures the losses cost $65 million in six months. This is easy to calculate at $130 million per year. These are the same incompetents who want us to look the other way while they decide without our vote or input to spend millions more for a new city hall. They first need to cut our losses of water and who knows what all else? If they cut water losses by half which would still leave us worse than any other town, the savings would be $65 million per year. With that much money they could build 6 new city halls every year and put a million a year in a rainy day fund.

More Improper Activities at the Baptist Hotel?

Having been involved with the Baptist Hotel, Sanitarium, Woodman project or whatever name is being used today, you need to know that the certificate of occupancy (CO) has been fully approved although many items are still incomplete. You remember a CO was signed and backdated by the mayor. This was unethical and could be illegal. Some of us are concerned our actions will be questioned although our recommendations were ignored. We have basically been told to keep our mouths shut so you understand why you must sign me as no name. Please look into this and report how the project was deceiving and may be illegal.

The Rise and Fall of the City Empire

There is an old adage relative to statistical analyses by Gharles Grosvenor, Figures don’t lie, but liars will Figure". We have watched and listened to the City Directors and city manager over the past few weeks explain why they "want" a new City Hall. They have given us facts like, "We have increased the number of employees over the past 10 years and with the present rate of growth, will not have sufficient office space for the new employees." If you look up oxymoron in the dictionary, it might very well use that statement as an example. Until recently and perhaps even now, the City has a hold on hiring new employees because of budget restraints. However they expect the citizens to pay out $10,000,000 (plus) for a new City Hall, which I assume will office those employees that we can't afford to hire. Perhaps we should consider firing 25% of the present employees so we could afford an even bigger City Hall in case we ever need to hire even more employees.Mr. Daniel stated that the average City Employee was happy with his job. Actually that is not what he said. What he said was more like, Every City Employee I have talked to is happy. (See paragraph one) Maybe he is not talking to very many employees. Or the ones he does actually talk to are afraid that he will jump down their throat. (He is good at that, check the last meeting)
The simple fact is that in the past ten years, we have remodeled the old fire station and moved Parks, Utility Engineering and Drafting into a perfect office, one to be proud. Building Maintenance, which does not need to be in City Hall, has taken over the Oakwood Fire Station. The Street Department has built a new office/shop facility as has transportation, sanitation and not to mention the Transportation Depot. They moved the City Clerks office into the new building at the Garland County Courthouse Square, thus freeing up new office space for Lance and his crew. Terry Payne has taken over the office where the computers were located and now has an office most would die for. The Directors have one of the best most modern Chambers that I have ever seen. Code/Planning and Engineering was completely reworked. Oops, seems as though we left out Kent Myers office. Is that what this is all about?
We are painfully aware that crime is an issue that we can't ignore. In order to fight crime, we must increase our force. Same principle applies to the Fire Dept, as the City grows, so must the Fire Department. We cannot ignore the employee that cleans our streets, fixes our drains and maintains our sanitation and water departments. While it is true that perhaps someday we will need to increase our office space, wouldn't it be more prudent to use the budget to fill in the employee gaps first. Otherwise who will occupy the empty City Hall, et tu Kent Myers?
Editors Note: Good points. Apparently, it is easy for the city manager to find money for new buildings or monuments for our leaders to engrave their names on. At the same time, it appears very difficult for him to find money for new employees or proper pay for the ones we have. We would encourage everyone to conduct their own tours and decide if we really need a new city hall.
How About a Sister City Everyone Can Visit or Be Visited From?

I whole-hearted agree with the person who wrote in complaining Japanese were such a big part of the National Park 175th birthday celebration. The native americans or indians were here and maybe some spanish or even french but for sure no Japanese. The part I saw would make you think the Japanese discovered the park. It sure don't look like no damn Japanese flower garden to me. While we are at it, why the hell is our sister city in Japan and do we really need a sister city? The only reason I see is so Carroll Weatherford can have a Japanese spa complete with gesiha girls to visit. He goes there 2 or 3 times a year. I say it is time to get rid of the sister city. If we do need one lets get one that all of us can visit like Texarkana or Branson or Memphis. Maybe more important, a place where all of their people can afford to visit Hot Springs.

Surplus Money Burning a Hole in city manager's Pocket

My Dad had a saying about how money could burn a hole in your pocket. The little bit of surplus money Kent Myers Meyers has found is burning his pocket bad. Heck, he wants to spend it so bad he is willing to let the city board members build a monument with their names engraved on the front. You may not know but Chris Polychrome bought the old hospital back in 1999 for $450,000. He rented it to the government and got his money back. Now the city wants to pay him $1,300,000 for it so bad they even gave him $50,000 to not sell it to anyone else. Nobody wanted it anyhow so that money is wasted. My big problem is how Meyers lied to us when it was time for raises for city employees. He said there was not enough money to give raises to everybody and the board even cut out travel expenses. Heck, a week later, he found a bunch of money and the first thing to be refunded was the boards travel expenses. Now we have a big surplus. Hey Meyers, just set it aside. There will be plenty of more important things to use it for down the road than a monument (city hall) to your directors.

However, we view the current surplus as a contrived surplus achieved by allowing the taxes for our civic center bonds to continue for a much longer period than was necessary to satisfy the bond indebtedness. Rude Directors Don't Speak Well for Our City

Hooray for the lady who wrote the Sentinel Record today. Her comparison to using a financial advisor or money market manager compared to our representatives spending or investing our tax money was right on track. Such professionals always treat us nicely because they know we will fire them if they don't. It should not be different with those who want to spend our money whether it is for a new city hall or anything else so expensive. The very least they could do is let us decide how we want our money spent. They surely should not spend our money without listening to us and they most certainly should quit being so rude to anyone who asks questions about what is being done with our money. The lady was really right about the rudeness looking bad and not speaking well for our city. The mayor and his rude directors should be fired for not acting professional and for not being courteous to us, their clients.

We Just Need to Come Out of the Closet?

When can we all just come out of the closet and not be afraid to sign our name to letters or emails? My husband is in business in town and tells me to not dare sign my name though I would like to. Why are business people afraid to speak out? He agrees that the mayor, board and city manager are trying to not let the people vote or speak about the things that effect us taxpayers but he says his business could suffer because these people are ruthless and vindictive. I say that's why they get by with it, because no one will speak up. And I know people are afraid to speak at city meetings because of how rude the mayor and the fat director is to anyone who dares to speak. Please sign me as NO NAME but I sure hope we all finally regain our nerve before it is to late for the people to take our local government back from the greedy bunch running the city. My husband and I had every intention of attending your last meeting after hearing about the Garland Good Government Group on the radio. We will be at the next meeting but we wanted to write in and tell you that we totally agree with what you are doing. No one has dared to go and try to talk sense to those people at city hall for a long time. You have seen how they treat people. Most of us don't like to speak in public anyway. They know that being rude is a good way to keep people from talking to them and they use it to their advantage. Thank you for what you are doing.
Editors Note: You are most welcome. However, just going to a city board meeting to speak to your so-called "representative" board is not permitted. Check it out. A citizen cannot go and speak to the city board unless you sign a particular form over 7 days before a meeting describing what you wish to speak about. The board then has an "agenda meeting" the Tuesday before the real meeting to decide whether or not to let you speak and, in case you are approved, they can then rehearse their rude responses to you. Yep, the public can't speak at public meetings.
Parade and the Audience Show Up at Different Locations

You should have been at the big Corvette parade yesterday evening. We all stood on Central Avenue downtown for a couple of hours waiting for the Corvettes. The Corvettes were sent from the transportation plaza down Convention Blvd. then East Grande, then Gulpha Gorge, then Park Avenue, then Whittington, then Blacksnake, then to the science museum. Hey, a few of the Central Avenue group saw them when they went from Park to Whittington. The rest of us just got to stand around and talk about what the heck is going on in River City. You needed to be there to appreciate the joke on all us poor fools who stood there for two hours.

A New "City" Group Forming?

However, if their intent is to serve as a communication tool for persons with little representation in city decisions, and they are a positive and a constructive group as the GGGG has promised to be, maybe we could get an invitation for a joint meeting? I heard Mr. Driggers extend an "open invitation" to anyone interested in coming to the GGGG, but I can not find any mention of any new city group open for participation... Can you help?

All Chamber Members May Not Want a New City Hall

In the city board rerun, an individual said he represented the chamber of commerce and we endorsed the new city hall. I have been a chamber member for many years and must state that he did not represent me. Neither I nor most chamber member friends agree that we need a new city hall. Like most of you who spoke, we don't presently think we have been given enough information to make an informed decision. We do think there are possibly, other city projects more important than a city hall. The democratic way is to have a vote of the people which several of you also recommended. Don't Get Mad, Feel Sorry

Your last emailer went a little too far in criticizing the mayor. That is not to say we disagree. We only think the same thing can be said without using such bad language. The lack of common courtesy and decency is on view for all to see. We shouldn't get mad We should feel sorry for those poor souls. They look really bad to their constitutes and the constitutes will eventually take care of them by turning them out of office.

After watching the city aldermen meeting replay I was mad. I don't get mad much but that Daniel guy treats people like they are slaves. Worse than him is the idiot mayor. Any Second Thoughts Director Daniel?

Anytime you are confronted by the animosity that I was exposed to by Mr. Daniel at the City Council Meeting April 17, for trying to express a citizen’s opinion, you have to reevaluate your purpose. His attempts to belittle me in public only shows the concern that he has about his own validity. Anyone that has nothing to hide, will willingly submit to public scrutiny. The irony lies in the fact that I was not criticizing him, only asking to allow public opinion. His feeble mental games only strengthens my resolve plus now I have the question of what is Mr. Daniel afraid of that might be uncovered?
This is not an unusual tactic unique to City Council Members. It is a political tactic used by most of all the great dictators in history. First they must get into a position of a little power, then intimidate anyone who opposes them until the public is afraid of further confrontation. It is a good idea to for them to surround themselves with people with the same ambitions to speed up the process.
The only weapon that you can use against this type of autocracy is the truth. Perhaps this is why FDR coined the phrase, "This is preeminently the time to speak the truth, the whole truth, frankly and boldly. Nor need we shrink from honestly facing conditions in our country today. This great Nation will endure as it has endured, will revive and will prosper. So, first of all, let me assert my firm belief that the only thing we have to fear is fear itself—nameless, unreasoning, unjustified terror which paralyzes needed efforts to convert retreat into advance."
So in that light, Mr. Daniel, take your best shot. Keep in mind that I have the advantage, I have been shot at before, I have nothing to hide and I seek nothing but a transparent honest government that represents all the citizens of Hot Springs. If you, Mr. Daniel, are so sure that you speak for all the citizens, then you have nothing to lose by allowing them a voice. Remember, getting shot at is not all that bad, getting hit is what hurts.

Citizens Being Treated Rudely Doesn't Speak Well of Our City

I watched the City Meeting on television on April 16, 2007 in utter disbelief. I could not believe that people on a public television show could act so rudely toward other people or show their tempers so blatantly. I certainly hope that young people who are supposed to learn how to behave properly by emulating adults were not watching this particular meeting, because there were very poor examples of common courtesy and keeping one’s temper in check. A meeting is not a debate. I believe the purpose of a meeting is for people to communicate with one another toward a common purpose.
I certainly could understand the citizens who felt the need to ask questions of the city concerning the cost of the new municipal building, and also the stance of the city directors that they were elected to make decisions by the citizens of Hot Springs. But, if I selected a money market manager to invest my money, I would not be happy if the money market manager did not allow me to ask questions about how my money was being invested or have a say in how it was invested. Yes, I trusted him to invest my money or I would not have selected him, but it is my money and I feel I should have input on how it is invested.
I think if the people of Hot Springs were given all of the information concerning the need and the cost for a new municipal building, and were shown a legitimate need for the building, they would make an educated decision. They acknowledged the need for the new convention center, as well as other city projects. People will always disagree on how budgets and tax money should be spent, that is just human nature and how people set their personal priorities. However, this is America, where one of our inalienable rights, is freedom of speech without reprisal. I think everyone, city board and citizens alike, should have the right to ask questions and voice their opinions, but without showing tempers or being rude to each other. All of the improvements in the city will do no good if visitors and new residents see citizens and city board members at odds, and people being treated rudely. It does not speak well of our city.

Based on the way they treat other directors and the public, someone told us they likely graduated the Rosie O'Donnell School of Diplomacy.
city manager Misusing Surplus Funds May Cause Increases in Taxes

With these thoughts in mind, I am opposed to ANY tax that ALL persons do not participate in. With equal participation, persons can figure out if they can afford to spend their savings, rather than having them taken away through the discriminatory tax on personal property. I am totally sick of the "Robin Hood" approach to redistribution of funds!!!!!!
From listening to the city manager on the radio today he is announcing "no taxes needed to pay for the new city offices".........sure, because he is planning on using all the surplus funds the city gets, and then going after a millage tax on property owners. This Board should be limited in how much of the franchise kickbacks, race track, A&P, and other funds they can use!!!!!!!!!! I better stop...I'm getting really steamed up!!

More Money Wasted - Software This Time

The bottom line is that the new software appears to be yet another "waste of money" because the old software worked better and easier than the new stuff. Apparently, egos will force our hard working city employees to make the difficult-to-use, error-prone, expensive, non-working software work rather than cutting our losses and going back to the old software. Another case of "If it ain't broke, don't fix it?"

Stuff You Need to Know Before the Next City Board Meeting

Who is working for Whom?
Remember when JFK said "Ask not what your country can do for you, ask what you can do for your country"? Well I just returned from the Hot Springs City Council Agenda Meeting, and our city manager and most of the Directors are taking that quote to a new level. They are prepared during the next Monday meeting to take the $2,500,000 (yes over two million dollars) "surplus" money taken from your tax money, dedicated to the Civic Center, and spend it on a new City Hall. Total cost will be over Ten Million. Our city manager, was quoted last week in The Sentinel-Record as saying, "There are no plans for a public vote on this issue." The resolution is worded such that there is very little "wiggle" room for the Directors as to how the money is spent. They also will most likely approve an additional $11,500 of your money to have the existing buildings appraised. Only one Director was willing to oppose the Management Machine and request that the Citizens be allowed an input. She was placed on hold for at least another two weeks. Even in the unlikely event that the Directors, as a majority, vote next month to allow citizen input, they will have already wasted an additional $11,500 in appraisal fees. This will be in addition to the $50,000 they authorized during last meeting for an option on a location of management choice.During that meeting the city manager was asked if a financial fact sheet, spreadsheet or ROI (Return on Investment) existed. He stated that it would be ready last Thursday. What was asked for and what was received were two different things. Justification comes in computing how much it will cost us if we stay in the old buildings, with maintenance and utilities vs. how much the new capital expenses would be with all cost factors included. Somewhere in all those figures, there should be a break even point. In other words we should realize a cost savings of our capital expenses and start to see a return on our investment in a specific number of years. That has not been provided because in all likelihood does not exist. In simple terms it is not justified at this time. What has not been discussed is that you will suffer during the next 10 years (or more) to pay off the bonds required. This means that your quality of service will go down. Roads will not get paved, repairs to the parks will suffer.
So much for the problem. Now for the solution. If you want City Management to spend your money without justification or your input, you are in luck, do nothing. If however you think that the city manager, mayor and directors should be working for you, call your directors or even better yet take an hour out of your life and go to the meeting Monday. Your presence alone will send the required message. You can and will make a difference one person at a time. That was the true meaning of JFK’s words.

Do Away With City Government

Presently the system of county government has matured to embrace the growing pains of our allodial right in property: the city meanwhile has a quest to separate the individual from said right. Continuing attachments of expenses such as ever increasing millages, improvement costs and someone else's idea of what my place should or shouldn't be allowed to be? With out a clear understanding of the most sacred and essential rights; and of the power of this constitutional tool by the citizen or the elected we collectively will destroy our very being. The present steering committee (researching property controls) is searching for a recommendation as to what could/should or needs to be done has embarked on its way without the most precious of instructions, it's state constitution. Allowing experienced speakers, handing out pages of copies and sharing real time experiences without a proper review of the allodial tenure of land in Arkansas and what this constitutional right means is a course set on failure. Sad to say not even an oath of allegiance was required...only experience?
So fellow citizens the time has come to straighten out the mess we are in...to secure for ourselves and our posterity a more secure future: remove the click; and invite the most needed of people (worker bees) by sliding the infrastructure sideways under the umbrella of the leadership of the system of county government directed of course by the people! I believe it can work.

Replace Them All - From the Mayor Down

Nobody I talked to was in favor of the new convention center that was supposed to draw big names and has not. Nobody was in favor of the new parking deck that now sets empty. Nobody was in favor of the bottleneck downtown. And nobody, but nobody, thinks the MLK expressway or the new Higdon Ferry expressway is a well engineered plan. And nobody I know was in favor of the Fairgrounds on Higdon being sold and the fairgrounds relocated.
Lots of people are in favor of new people governing our city. Everyone seems discontent with our elected officials. And there seems to be a lot of personal interest padding the pockets of and being the deciding factor in the decisions made by our city government.
Somebody definitely needs to watch them, very closely. I believe there is a lot of decision making being made for personal gain by our city officials.

As a board member, she was treated in a very condescending manner by the two "peas in a pod". Lack of respect for people, and persons with different opinions, is a major and obvious flaw of our two men in key city positions. They ridicule persons coming before the board, and cause persons not to want to appear, only to be publicly humiliated for having a different opinion!
It is plainly obvious that the Mayor and city manager are in agreement that as a team of two........... they will tell us what is best for us, regardless of laws, opinions and public input.
There are other people on the board that cause one to speculate as to whether they read the packets provided for their knowledge of subject matter, because their recall is very limited.
I appreciate you and Peggy and hope that she is able and willing to take the Mayor position when the time comes to vote again.
She and Mr. Edwards are the ONLY TWO that really represent the PEOPLE of the city as opposed to representing "big business" or the people of their geographical district.
Thank you for your effort Bob, and know you have a great deal of support from many in the community that know you are correct in what you place before the board, as Peggy is correct in wanting the board work sessions recorded for public information purposes.

A Plethora of Questions That Should Be Answered

Illinois US Senator Everett Dirkson once said about Congressional spending that appropriations of a billion dollars here and a billion dollars there sooner or later runs into "real money".
I noticed that our Mayor, Mike Bush, became incensed that anyone would question the appropriateness of spending Hot Springs citizens’ money to purchase a new building for City Hall. Does he not realize that there is legitimate concern on the part of the taxpayers as to whether an expenditure of this nature is necessary?
I know the Board has been talking about the possibility of a new City Hall for more than a year and I was left wondering why there was no detailed financial study or plan as to what the present structures were costing and how the City and it’s taxpayers would benefit financially from such a venture? Why is there no cost breakdown that can be presented to the citizens to show that or present structure, i.e. office sites etc., is not running efficiently and also showing that continuing with the present set up would be financially irresponsible?
I noticed the Mayor said that offices were scattered all over the town. With today’s internet system, communication is instantaneous and volumes of information can be transferred in seconds. If face to face communication is needed could it not be cost effective to have cameras placed at computer stations to allow immediate face to face communications or even group meeting with city employees? Is this not the current trend in corporate management, educational facilities as well as advanced training for professionals?
Since the building of a new City Hall has been in discussion for some time, why do we not have information which outlines the expenditures on the present buildings and the cost which are being incurred as a result of not housing everyone under one roof?
Why do we not have a cost analysis of present spending in our current structures as apposed to what cost will be saved by housing everyone under one roof?
Isn’t the Board of Directors supposed to act as good stewards of our tax dollars? When one makes a decision to purchase a new car or an updated model, isn’t the decision usually based on the premise that the current cost of operating the old vehicle outweighs the expenditure of the new one? Why can’t the city manager, Kent Myers Meyers, the Mayor and other board members that are so ready to spend somewhere around Eight Million ($8,000,000.00) plus dollars proceed under the same thought process? Why do they not have specific financial documentation to provide and educate the taxpayers as to the "NEED" for an expenditure of this magnitude?
Why was the Mayor so irate about anyone asking questions as to the wisdom of this venture?
Does the Mayor, the city manager and other Board Members who are for this venture not care about the concerns of the residents of Hot Springs? Do they not understand that the people do not object to needed improvements but do want to be informed when millions of dollars in tax monies are being used? Do they not care?
I noticed that when the Woodman building came before the Board for what was called a certificate of occupancy that they, the Board, thought fifty thousand dollars ($50,000.00) was a tremendous amount of money but when it came to writing a check for an option on the proposed City Hall property it was considered nothing more than a drop in the bucket. Is $50,000.00 a lot of money or is it a drop on the bucket?
Why did the city have to pay $50,000.00 for an option on the proposed property? It’s either a really hot property or its not? If it is a really hot property then its sale could benefit the city by the increased tax base revenues. If the property is not a hot property then it would not be sold and the city would have ample time to plan and possibly be able to purchase the property at a reduced price. Either way would this not be a win win for the city? I still do not understand the need to spend $50,000.00.
I wonder if it would not be more beneficial to the City for this type of capitol investment to go toward an Industrial Park on Malvern Street, East of the by pass? Does it not make more sense to acquire large acreage in this are and join with the Chamber of Commerce to aggressively recruit new substantial industry into the area? This has been done all over Arkansas. The Malvern site would allow quick access to the interstate and the airport which is capable of handling corporate jets. This type of venture could provide for added tax base for the City and financial security for the residence. Who knows, one day we could have other "Toyota factories" in town that produce as much or maybe more revenue for our City than Oaklawn Race Track.
Well if the Industrial Park is not considered such a good deal, how about increased police, fire, and code protection to help clean up our City so that it doesn’t look like a picture from a third world country?
Wouldn’t it be nice if the Board of Directors would place the issue before the people for a vote? This would provide them with the opportunity to fully educate the citizens on the wisdom of such expenditure and I’ll double dog betchya that if there really is a need the citizens of Hot Springs will back the Board one hundred percent.

We must admit that we have done some investigation and discovered that there was an incident similar to what you describe. Something appears to be wrong at the police department because almost everyone we spoke to knows about the incident but the records appear to have vanished. We are still working to find the truth. Editors Note: We appreciate your reading but it appears you may have missed the letter from "a concerned resident" on March 18 which is listed below and our "News" item of February 23, 2007 in which we informed our readers of the upcoming hearing for Weatherford again violating state statutes. His last violation resulted in a fine (settlement) of $1,800. We were not aware of a violation other than the January 25, 2006 fine. Send us specifics if you have them. The contracting board should also have that information. In view of his continued disregard for the law, we tend to agree with that previous writer that perhaps, Mr. Weatherford shouldn't be a city director.
