City Code Enforcement Department Using Illegal Tactics? From: Brian White - Hot Springs Date: August 30, 2010
A city inspector who didn't want to take no for an answer caused a serious breach of security at a local business where sensitive state and federal government documents are held and processed. Early in the afternoon of Thursday, August 26, Inspector Mike Scott arrived at the Xerox warehouse (old Wal-mart building) unannounced in an unmarked vehicle, presumably, to inspect a recently completed firewall separating the warehouse area and office spaces in the front of the building. Witnesses at the scene report that Scott became agitated when he ignored the "Third Party Confidential" security warning signs and attempted to gain access through the front door of the site. The security doors cannot be opened without an electronic key card.
At this point, Scott allegedly grabbed a shovel from the hand of a construction worker who was outside the building and demanded to know if there were any other doors. The worker, who has asked to remain anonymous, directed Scott to a side door where a buzzer system alerts company personnel inside. Next to this door is another "Third Party Confidential" notification. The supervisor on duty refused Scott entrance into the facility, noting that he wore no physical identification and had only a business card.
According to one eyewitness, things "got pretty ugly" from there. "He (Scott) got pretty perturbed about not being allowed in and took it upon himself to call in the fire marshal," one witness reported. Inside the building, a second higher ranking supervisor was called to the scene. After the fire marshal arrived, it was determined that the pair would be allowed access to the building but only after all sensitive material was secured and employees and material moved to the front building, resulting in a work stoppage. Construction workers who had been cleared to work at the site were also ordered to cease all activity.
After being allowed access into the building, inspection of the firewall commenced. Although the plans for the renovation had been previously approved by the city and all codes and regulations followed for construction of the wall, a "fire safety violation" was found. Scott then allegedly forced the construction company to immediately demolish the wall, resulting in even further work stoppages both for Xerox employees and those of the contractor.
City Manager Lance Hudnell said on Monday that he was aware of the inspection situation at Xerox, but was unaware of allegations of abuse of power on the part of Scott. The issue prompting Scott's visit, according to Hudnell, was one of premature occupancy of the facility. Editors note: There have been numerous complaints and allegations over several years involving the city's code enforcement department (now called "neighborhood services") overstepping legal boundaries. This may just be the event that forces them to actually read what the law allows them to do. We have heard everything from code enforcement personnel claiming they have the legal right to enter private residences and then barging into people's residences to using the police to actually tell individual citizens to leave town. Apparently, code enforcement could care less that entering private residences requires a "search warrant" or that no citizen can be forced to leave town. Their tactics sound more like the old west than that of a civil society with protected rights. We have heard directly from some individuals who said they were forced to leave town but didn't give much credence to their stories. One recent story of abuse by code enforcement personnel involves showing up with 13 city vehicles which apparently included police, fire, planning and zoning, and even animal control personnel just to find reasons to force a lady out of her home. Another involved fining an indigent person who had no money to work off a $250 fine. Because the person had COPD (chronic obstructive pulmonary disease) and was forced to work in a damp, dusty, archive room, that person's lungs failed resulting in death the next day. Due to the sheer number and seriousness of such complaints, we now think there is evidence that needs to be gathered and made public. If you or anyone you know has such evidence, contact us or e-mail the evidence. We are told the matter described above is being investigated by appropriate outside agencies. Cronyism Evident in Hiring County Judge's Father to Oversee Jail Construction? From: PF - Hot Springs Date: August 28, 2010
Today's (Saturday) front page newspaper story about the jail committee answers some of the questions you answered two days ago. We still don't know why we need a consultant, how much it will cost, or if the firms are qualified but we do know that one firm is using the county judges father as the project administrator even though he is 80 years old and the judge says it is okay since he will only work part time. We still ask why? It sure looks like pure unadulterated politics as you suggested. We have never heard of South Build but think this firm must be thrown out from any further consideration lest they and these deplorable actions turn the public against daring to fund a jail for fear their tax money will be diverted to politicians, their friends and their relatives.
Editors note: Well stated. The only qualification most of the public now knows is the undeniable fact that this firm is willing to funnel money to a politician's relative and his employer. Part time or full time doesn't change this fact. Our prediction is that the county judge will eventually give up on requiring his father be actually listed in some official capacity but still require his father's employer to be used as the architect. We truly hope this doesn't happen because it will most certainly kill any possibility of the public voting to fund a badly needed jail. Politicians learn so slowly, don't they.
This Period Will Go Down in History Books as When the People Took Their City Back From: Jer - Hot Springs Date: August 27, 2010
The Sentinel Record missed one of the big stories when they reported (today) that Glen Gallas switched residences within hours of filing for City Director. The really big story is that he was able to put together a campaign on 24 hours notice after another candidate dropped out. That is remarkable and I doubt it has ever been done.
Unfortunately our city government has been so dysfunctional for so long that large organizations have popped up that are able to quickly respond to whatever is occurring. He was assisted by a lot of people that want reform in this city in obtaining the signatures he needed in 3 hours that it took others weeks to do.
Hot Springs has been through a number of historic changes involving cronies, crooks and crooked politicians. I think this period will go down in the history books as one of those where the people took the city back.
Editors note: We certainly hope so. The story did sound more like one of the good ol' boys doing the interview rather than a reporter, didn't it?
Need For Jail Consultant Questioned From: PF - Hot Springs Date: August 26, 2010
The Sunday newspaper headline says "Subcommittee put together to recommend jail consultant." Can you elaborate on why we need a consultant, how much it will cost, if all the firms submitting responses to the "Request for Qualifications" letters are qualified, etc? Reading between the lines of your web site tells us you are pushing for a jail to be built but we question whether or not a consultant is needed and if so, why? Your blog is very insightful and enjoyable to read. Very much look forward to your response.
Editors note: Thanks for the kind words. As to "need for a consultant," the Justice Department says a consultant is "essential" and we, therefore, agree. If the politicians will get out of the way and let the independent "Jail Committee" do it's job, a consultant can pay for their work many times over in savings of both time and money. There are some true experts in the respondents to the county's RFP responses. We are in the process of reviewing the responses to the RFPs (request for proposals, not RFQs as reported by the newspaper) from the various firms so we are not yet in a position to do the best job answering all your questions and concerns.
However, we can tell you that we are somewhat concerned that the county judge is working to hire SouthBuild because they have agreed to hire his father. SouthBuild's RFP response lists L.A. Williams as the "Construction Administrator." It appears that Mr. L.A. Williams is the county judge's father. If this is confirmed, we have to consider this as nepotism and cronyism at its ugliest. Click here to see the SouthBuild RFP response and note Mr. Williams listed on the page titled, "Primary Project Team." It also appears that the county judge has set himself up as being the individual who negotiates with the various RFP respondents. If this is true, he could be totally ignoring what appear to be obvious "conflict of interest" laws. Click here to see the RFP requirements which the county judge provided and, apparently, wrote. Note item 4 of the selection process which requires, "The firm's proximity to and familiarity with the area in which the project is located." This selection criteria constitutes one-fourth of the selection criteria listed and places the local architect which apparently employs his father in a favorable position not available to out-of-town firms who actually design modern and efficiently operating jails. Note in the list of qualifications, the local architect cites attendance at a seminar titled, "Planning of New Institutions" conducted by the National Institute of Corrections in 1985. Jail design has changed significantly since that seminar 25 years ago. Other non-local respondents currently work with the National Institute of Corrections and design modern jails. Although we strongly support a new jail, we will climb out on that proverbial "limb" and predict that the public will NOT vote for another "back room" scheme involving nepotism, self serving interests, or diversion of tax dollars for any use other than a jail. Watch this site. We will provide more information as we get it. UPDATE 8/27/10: We have confirmed that the L.A. Williams on the RFP response is Judge Larry Williams' father.
Ramick Fails When Challenged to Tell The Truth

In the August 16 Sentinel Record
the newspaper stated:

a statement submitted to The
Sentinel-Record, Ramick said ..."I
have always paid my lawful debts. This is not a personal debt, but a
debt of a corporation."
That is not the full truth according to what the complaint states. The lawsuit alleges Mr. Ramick personally signed the notes that are being sued on, and the lawsuit specifically claims that they are seeking a judgment personally against him as well as against Mr. Killian and Traco LLC. This is not the first time Director Ramick has been challenged with telling the truth and failed. When a city director challenged Director Ramick on TV to explain why he interfered with the Caresaway Subdivision utility approvals he refused to answer and later told the newspaper that he did drive Rodney Myers, the developer of that subdivision to prison, but that Director Ramick did not have any business relationship with Rodney Myers. At the next board meeting, a citizen stood up and confronted Director Ramick again on TV about his denial of business relationships with Mr. Myers and when he refused to come clean he was presented with a deed showing that he had paid Mr. Myers a half a million dollars for a piece of property days before driving him to prison, and a 2 page advertisement in a homes magazine with Director Ramicks photo peddling Mr. Myers' Catherine Heights Apartments project. Director Ramick now has 2 choices: 1) Do nothing and hope nobody notices. or 2) Send a correction to the newspaper clarifying that this actually is a debt that he owes personally as well as a debt against his LLC and Mr. Killian. (If he gets on an honesty streak he can also explain his Caresaway action and his denial of doing business with Mr. Myers.) Director Ramick has 137 days left in office. I hope the voters of District 5 will chose their next director based on honesty and integrity, otherwise we may be looking at another bankrupt Director (like his buddy Director Weatherford) making our financial decisions if he can't come up with the $600,000 he owes.
Editors note: Thanks for informing us what the lawsuit says. We did note, with interest, that Mr. Ramick did not attend his own "listening session" which he invited everyone in District 5 to attend. Then he also failed to attend Tuesday night's City Board meeting. Perhaps he is not ready, just yet, to confront anyone with questions as to how he let his personal finances get in such bad shape. Most citizens of his district have to be wondering if he is running their city business in the same, apparently, irresponsible manner as his own business. Perhaps he is part of the reason our city is currently millions of dollars in debt, have reduced pay for the rank-and-file city employees through furloughs, etc. However, in spite of this grave city condition, our distinguished city leaders gave thousands of dollars each in pay raises to a select few. Bottom line is he is probably just proving he is in step with the rest of the good ol' boys who are busy approving mobile homes in residential neighborhoods. After all, he is one of the two directors appointed by Weatherford and the other good ol' boys. No citizen has voted for (or against) him yet. UPDATE 8/26/10: Ramick also did not show up to draw his number for ballot position today. Guess who showed up in his place and drew for him. If you guessed his buddy, Carroll Weatherford, give yourself a gold star.
City Now Has an Art Censor - aka: City Censoring Character From: Ted Burhenn - Hot Springs Date: August 20, 2010
Sentinel Record today August 20, 2010 page 5B top fold. Airport hosts Traditional Art Guild exhibit. Fantastic. No way the city could mess that up right? Wrong. Seems as though the Assistant Airport City Manager has picked up a new title, Art Critic and self appointed City Censoring Character, better known as the CCC. Appears that the lady honored, Betty Christenson, is concentrating on experimental water media with waterfall theme. She also included a couple of nude paintings. Not the Playboy centerfold anatomically correct type pictures mind you, but a tasteful painting of a nude. Since I was not allowed to view the items of disgust (city administration opinion not mine), I have to assume they are similar to her other paintings, lively, colorful, with lots of motion and emotions.
City administration and or the newly appointed CCC had the paintings removed and stored out of site. I wonder what would happen if Michelangelo di Lodovico Buonarroti Simoni were still alive, would he be able to display “David” or could he paint a mural in the airport like the Sistine Chapel? What about Venus De Milo? As a student of Renaissance Art, I worry about the outcome of what the City of Hot Springs could do to the world of art. The human nude form has always been the subject of art for centuries. Its beauty is the greatest of all nature, yet the hardest to capture. Yet the self-appointed CCC has hidden the art from view.
You sir, owe the artist, the art community and the citizens of Hot Springs a profound apology. And you sir, need to go back to parking aircraft, ---maybe.

Editors note: Superb points. The rank-and-file employees got nothing and those who needed raises the least got the largest raises. Yep, we have 5 employees in the "City Attorney" department. Perhaps we should call it "City Attorneys and Associates" department, huh? How about we actually hire a city attorney on an "as need" basis and use the hundreds of thousands currently spent to give those lower echelon employees raises. They are the ones that really do the work and get no recognition. How about eliminating the city's overpaid consultants and hire some more officers to fight crime while we're at it? The Sentinel Record describes the current deals as "back door" raises. Realistically, they are "back handed" slaps to those hard-working city employees who need the raises the most but typical of good ol' boy rule. That November election is becoming more and more important folks.
Get Back to Basics on Jail Planning

Sheriff Sanders, Sheriff Sanders, Sheriff Sanders. How stupid do you really think the public is? The obvious scam between the Ex-Convict’s article in the Sentinel Record last Sunday, August 15 and your announcement in today’s paper August 18 (stating that he helped your cause) did not fool anyone but the fools. The average taxpayer is not concerned about the conditions that the poor, poor, inmates have to endure. They are only concerned about the number of inmates that you can crowd into a jail legally while keeping the jailers safe. If you could put them (the bad guys) in a tent city and make life miserable enough to make them quit the life of crime, so much the better. People do not want any sort of jail system at all. The criminals don’t want to go to jail and the tax-paying citizen doesn’t want to pay for it. It is only a way to make it safe to walk the streets again. It therefore becomes a necessary evil.
The objective should be to get the maximum offense criminals off the street and make those who serve their time not even take a chance of ever coming back. Do all this with the minimum amout of tax increase and you have a winner. There is all the talk about revenue sharing. THERE IS NOTHING IN THE LAW THAT SAYS YOU CANNOT HAVE AN INTER- GOVERNMENT AGREEMENT THAT ALL REVENUE COLLECTED WILL GO TO THE CONSTRUCTION AND OPERATION OF THE NEW JAIL SYSTEM.
If you create a tax that will construct and maintain the new jail, it will free up budgeted money for your department and also budgeted money for the city. Get over the greed. Ask only for what is necessary to get the bad guys off the street!!!!!!
The original concept was: 1. A tax to build the jail that would expire upon the payoff of bonds. 2. A tax to run the jail that would continue indefinitely or be renewed as conditions warranted.3. An inter-government agreement that all taxes collected would go to item one and two. No added amenities for the city or county.4. All cities in Garland County would no longer have to pay a per-diem for criminals.If the City of Hot Springs doesn’t want to do this, let them finance their own jail. Get back to basics and you have a shot. Take another cheap shot like today and you will lose.
Editors note: Try as we might, we cannot disagree with your assessments. However, there is also a "pay as you go" option that sounds good. That idea probably won't fly because we wouldn't need the "bond daddies" including all those Little Rock bankers, attorneys, financial experts, and hoards of consultants. We could actually use ALL the money for the jail. What a concept!!!
Rude, Crude, City Directors Meeting Could Be Confused With a Wacky TV Reality Show

Only 25% of Americans Trust the Media

Gallup has just reported that Americans trust newspapers more than TV
news for their information. 25% over 22%. A narrow victory, but a win
nonetheless. Google "media trust poll." But I guess this means that
75% of Americans don't trust their newspaper.
This could be your problem too. It's called "media bias," and it comes from editorial and reporting people having a political agenda and injecting it into the content. Is that what they teach in J-school?

Directors Who Fail in Business Cannot Successfully Run City Business From: Not Signed - Hot Springs Date: August 16, 2010
Guess you will back off your criticizing the newspaper now because they criticized one of your good old boys on todays top headline. It is good they did because Ramick is friends with Weatherford and Meyers who also don't know how to run a business and have a record breaking the law now and then. Noticed that Ramick says he is the victim because of the economy. Ramick says it is not him, it is his company. He is president of TRACO is'nt he? He is running our city into red tape and bankruptcy like his buddy Weatherford has been in several times and his buddy Meyers has been in prison for. He is typical politician spouting BS. Ramick needs to remember nobody elected him, he was appointed by Weatherford and some of your other good old boys. Ramick needs to know that we are not going to elect somebody who don't pay their bills or their taxes while the rest of us have to. He is trying to get his buddy Weatherford elected for mayor. Bet he fails and bet he doesn't get elected hisself because people know what kind of guy he is. Thought it should be noticed that the newspaper knows what kind of guy he is and is reporting it. Give them credit sometimes.
Editors note: They do deserve credit. We just checked the Secretary of State's website for TRACO Development, LLC and for TRACO Realty and Development, Inc. Loyd R Ramick of 145C Villa Point is the registered agent for both companies and president of the latter. He appears to be the owner of both companies. Irrespective of his "spin" on the matter, we must assume that only he has the responsibility for the success or failure of his companies. Your analogy of his track record for running a company applying to how he runs our city is valid. We need people that will keep our city "in the black" and out of the courthouse. We do, however, wish you would not refer to such individuals as our "good old boys." They belong to the whole town or, perhaps, vice-versa.
Deplorable Conditions at County Jail From: Ted Burhenn - Hot Springs Date: August 15, 2010
I would like to extend my apology to the Ex-Inmate, (Front Page News, Sentinel Record – Sunday August 15, 2010) on behalf of all the taxpaying law abiding citizens of Garland County. The audacity that you had noodles, bologna, bread, gravy, cereal, milk and cookies while the working Sheriff Deputies got to eat a regular meal is almost inhumane.
I understand that the accommodations were less than perfect. I do take exception to the analogy of Barney Fife’s jail. At least there Andy would have taken you home to Aunt Bea’s for supper. Maybe next time, we the tax-payers, can take up a special tax collection and get you a room at the Arlington and a good meal at Outback.
And for you, Sheriff Larry Sanders, don’t you know that the best advertisement you can get at any cost is word of mouth? How do you expect new or repeat business if you don’t care? At this rate it will get so bad that no one will want to stay in your jail anymore. No Prisoners, No Crime, No Job. Think about it and shape up. These people are innocent victims of our society; I mean hot checks shouldn’t even be a crime, or theft, or drugs. (You get the idea).
Well I feel better now. I gave Larry a piece of my mind. Evidently there is hardly enough to go around these days .

Tabloid Journalism? From: Jim McCafferty - Hot Springs Date: August 15, 2010
Melinda - "Jailbird criticizes jail
food and service." A new low for front page material. This piece,
however, seems to be a continuation of a line of reporting and
editorializing (today's exemplar) designed to convince your readers
that a new (or renovated) detention facility is absolutely necessary.
There is no doubt about that, so you are wasting a lot of trees and
ink trying to convince people of what they already know.
Recall that in 2008, voters approved the recommendation for a new facility; but they rejected the proposed method of financing. And rightly so. The financing deal, cooked up behind closed doors by and between the Stephens bond daddies and their counsel, and certain County and City officials (names unnecessary, but we all know who they are), couldn't stand the test of daylight, and as the deal came to light, it was rejected by the voters. I believe the County would already have its new facility had the 2008 financing proposal been straightforward and not a bundle of deception. The problem now is that Certain officials became so invested in the underlying "theory" of the 2008 tax proposal - i.e., that the revenues from any county-wide capital improvement sales tax had to be shared at the gross level with the City of Hot Springs - that they can't now back away from that "theory." The gist of that notion is that a $40 million county jail would require raising $70 million to provide for the City's "share." County voters don't find that appealing. The officials buying into this notion have obtained various "legal opinions" supporting their position. I have had some experience evaluating "legal opinions," and remain unconvinced that the theory is correct. Rather, I think these "opinions" are merely more politics. Some folks may be impressed by legal opinions, even those of the State Attorney General (and governor-in-waiting) Dustin McDaniel, he of the recent dust-up over the taxability of use of State vehicles (hopefully, McDaniel didn't have any tax clients in his own practice). General McDaniel has obliged the local politicans by recently providing a couple of helpful, but dubious, "official opinions" on the jail tax sharing question. They are quite legalistic, but still nonsense. The final arbitor on this issue is the Court (likely the Supreme Court, given the politics of the thing). The County jail matter should be resolved by doing the proper design studies to determine size, location, layout, etc., and then by proposing a capital improvement sales tax to finance the thing without any "sharing," and let nature take its course. Of course, if an additional general sales tax would be required to operate the new facility, that would be appropriate and would obviously have to take into account any sharing that might be required under the applicable statutes. In summary, the County detention facility project needs and has universal local support. The physical issues can be readily resolved under proper leadership. The financing problem is hung up on local politics, but should be resolved by a change of leadership in County government. Your paper's continued criticisms of County jail operations is not helpful, and only serves to expose the County and its citizens to litigation by contingent fee attorneys and others who prey upon these kinds of problems.
PS - Some advice for your tabloid
complainer: stay out of jail, or move to a more upscale County where
jail food and service might be more to his taste.

Local Newspaper Linked to Good Ol' Boys From: Brian White - Hot Springs Date: August 15, 2010
My Friends,
I was absoulutely shocked when I opened
the local Sunday paper this morning, August 15, and read the lead story.
To think that the Sentinel-Record would give front page, above the
fold status to a Garland County jail frequent flier whining about the
conditions at the jail is absurd! We all know that the jail conditions are
bad. That is why there is so much focus about building a new one. This guy
was complaining that the deputies are fed better than the inmates, and the
paper thought that was a worthy quote? Guess what? If you have been
arrested and incarcerated in the jail 12 times as this individual has, you
are a CRIMINAL. Those guarding you and listening to your persistent
whining are DEPUTIES. They work hard under stressful and often dangerous
conditions and deserve more than a bologna sandwich for lunch.
What was even more disappointing to me
about the article was that while the newspaper deemed this piece front
page worthy, there has been absolutely no mention of the three meetings
regarding citizen's opinions on the new police chief and crime in Hot
Springs in general. I am referring to the GGGG meeting held on this past
Thursday evening, one held by District 4 Director Pat McCabe the same
evening, and a meeting held by District 1 Director Peggy Maruther on
Saturday. Are the opinions of a criminal more credible than those of law
abiding citizens in the eyes of the Sentinel-Record? Did the
opinions expressed by the citizens not line up with what the "good 'ol
boys" and their bought and paid for local newspaper wanted to hear?
I would like to introduce the
Sentinel-Record to a phrase that they are obviously unfamiliar with.
It is "journalistic integrity". Oops. Sorry folks. I forgot that we were
talking about the "good 'ol boys" and the Sentinel-Record, to whom
"integrity" is a relative term.

Editors note: The city does take in an enormous amount of revenue from water and sewer service and it frustrates them greatly that these "Enterprise Funds" are limited as to what they can be used for. However, these funds are virtually unlimited for use in hiring over-priced consultants or unnecessary projects or programs. For example, the likely illegal exaction of storm water run-off charges appears to have been used to pay for the over-priced and un-needed "Code Red" program. An audit should be performed but not by any of the current auditors who are only required to determine that the city uses "prudent accounting practices" and dares not say anything negative lest they lose the city's account.

At a minimum, I guess Mr. Thomason would have to ask Blanche about the Social Security cash flow deficit, and report her answer, not allowing her to duck behind the obscurity of the Government's accounting system thereby taking advantage of the public's general misconception about the "trust fund."

Still More Dog Shootings by Hot Springs Police From: Larry4 Cones Road - Hot Springs Date: August 6, 2010
There was a recent dog shooting at
704 Cones Road that you haven't reported. A neighbor called the police
about loud music at 704 Cones Road. When the police arrived they found a
fenced yard with the gate closed against a van parked in the driveway.
The police went into the fenced yard and a dog prevented them from going
to the front door so they walked around the back of the vehicles to the
back of the house which really pissed the dog off. The officer shot the
dog which was the first notice the owner had that the police wanted to
talk to him. They didn't try using their lights, PA or siren to get his
attention. The owner came very close to filing a lawsuit and there is a
lot of correspondence about it in the city files.
Editors note: The dog shooting your reference is likely the same as the one we posted July 9 (below). We did discover that the officer had better aim. He apparently shot the dog twice and killed it rather than the other officer who took eleven shots and still didn't kill the dog. By the way, why did he not file a lawsuit? It sounds like trespass plus killing a family pet.

We moved to Hot Springs last year and discovered your website while doing a google to learn more about our new town. Your site is very informative. Thank you for not only giving the public a chance to learn what is going on in town but for giving us backup of documented facts and links for places to go and research facts for ourselves. We never suspected that Hot Springs had such crime problems and corrupt politicians who do nothing about it except maybe to help cover it up. What is the deal with the local paper? Why don't they report these things? We did see in yesterday's paper on the second page where police had to chase down a drug and alcohol user that didn't have car insurance or a drivers license. What kind of headline it that? You had to read the rest of the story to learn the more important facts such as police recovering five stolen vehicles which makes us wonder how many were stolen if five are recovered in a single day. What else was buried in the story was the fact that a tourist was assaulted and robbed at gunpoint while sitting in his car on Convention Boulevard. If this is the way tourists are treated a few blocks from the police station in front of the convention auditoriums we need to either patrol the area better or warn tourists that this is a dangerous town. Perhaps we should do both. If tourists find how how dangerous this town is and how apt they are to get their car stolen, they won't come to town and from what we have learned about the local economy. The town will then die because we will have no tourists.

Good Old Boys Set To Pick Our New Police Chief? From: Not Signed - Hot Springs Date: August 1, 2010
We read in the Hot Springs Go magazine about corrupt public officials in the 1920s and 30s. Aren't we awfully close to the same thing today? According to you, we now are rated as the MOST DANGEROUS PLACE TO LIVE IN THE ENTIRE COUNTY (see July 8, 2010 article below). Your website reported some time ago that we had the highest property crime rate in the country and our police force was too small for a city our size. It seems our police chief resigned after being forced out by Tom Daniel and a couple of retired police officers. We seem to be WORSE OFF now than back when Leo and Vern ran the town. Does it make sense to you that the BLUE RIBBON committee chosen to pick a new chief of police chief is made up of good old boys who helped get us in this crime ridden position? We have a member of the civil service commission Stathakis who has been a good old boy forever. We have a good old boy prosecuting attorney Oliver who only does selective prosecuting and discriminates. We have a local banker Trusty who is a johnny come lately good old boy. The group is rounded off with good old boy puppets Hudnell and Mallet backed up by their puppets Lennox and Albright. What do you suppose our chances are for getting a police chief that doesn't owe his future to the good old boys? Oh - the preacher guy we didn't know. We hope he can be a voice of reason but he is severely outnumbered.
Editors note: We too are concerned about the selection process and have voiced them to the city manager and city attorney through a couple of folks we are associated with. The city manager keeps saying, "We are going to hire the best person we can find for this time in the city's history," whatever that means. Our associates recommended we hire "a person with documented proof that he or she had a record of reducing crime." This, obviously, would be consistent with your concern relative to our crime rate and being designated by the New York Times Almanac, Wikipedia, Cha-Cha, and numerous websites as "America's most dangerous city" (also referenced in our July 7, 2010 article). determine if it affected the quality of water." Editors note: Great question. It certainly can't be the poor taxpayers or utility customers of our city. The Arkansas Health Department (ADH) continues to admonish the city administration for numerous missteps including trying to pull the wool over their eyes by taking the upper lake samples just after a rain. The health department most recently admonished the city and it's engineers (who we have already paid some $4 million) in their June 10, 2010 letter. Page 1, item 2 of the letter to Steve Mallett states that the city and it's engineer provided "misleading data" to the health department. The next sentence states, "The result is a misrepresentation that the water quality at the existing location is much worse than it actually is..." Click here to see that ADH letter.
A second letter from the ADH on the same date primarily addresses "choosing between the two alternatives (upper and lower Lake Hamilton)." While technical data and additional references are made to the "misleading" data presented by our city and it's engineers, the final paragraph sums up the health department's continued rejection of the lower (dam) lake site as follows:
"In summary, this office encourages the Hot Springs Water Utility to promptly pursue improvements to the existing intake site and the Ouachita Water Treatment Plant so that capacity needs for the medium range (15 to 20 year) planning period are met. As was discussed in Item I above, the proposed lower Lake Hamilton intake site is not in compliance with the Arkansas Department of Health's Rules and Regulations Pertaining to Public Water Systems, specifically Section IX.B We also feel that the better quality water source - upper Lake Hamilton, can be developed in a cost effective manner and should be given priority (Section V.B of the regulations). This statement means to us that if we run out of water in the next 15 to 20 years, our city administration solely bears the blame because they keep trying to sell us a 50 year plan. In view of the consistent position of the ADH, one can only ask "WHY" which is basically what you are also asking. This continuing waste of our money and extremely unprofessional actions is an embarrassment to our city and our citizens and must be stopped. Apparently, our city leadership thinks the health department and most of our citizens have recently fallen off that proverbial "turnip truck."

Yet another “accident” which brings forth the concern about the location of a potential “Fresh Water Plant”. A (nor will it likely be the last) that raw sewage has gone into the lake. Several years ago another “accident” happened and the then boss, Don Cochran, pumped sewage into Stokes Creek claiming that he was unaware that it flowed into Lake Hamilton. That one even killed fish. Will Lance and Steve give us a guarantee that if the Fresh Water Plant is located at the lower end of the Lake Hamilton that this cannot and will not ever happen again?
Not to worry though, Larry Merriman (utilities operation director) is going to have the area where the spill occurred tested someday soon to determine if it affected the quality of water. Of course this will take place after the spill has dissipated. Even the oil in the Gulf has started to dissipate.
Accidents happen. That is why we are required to wear seat belts. That is why cars have air bags. That is why we don’t locate fresh water plant intakes below potential sewage contamination.
Editors note: You are correct that this sewage spills into Lake Hamilton do happen. We also have photos and documented raw sewage pouring into the lake on a routine basis. In fact, there are over 4,000 sewer grinder pumps located on the banks of Lake Hamilton just waiting for a power outage before they overflow into the lake. How about the thousands of tourists that swim, ski, and recreate in the lake? Do our city leaders really think no raw sewage comes from them? Yep, sure makes you wonder why anyone in their right mind would put a drinking water intake downstream. Oh, almost forgot, also downstream from the discharge of the city's new, sometimes working, wastewater treatment plant.
County Judge Credited as Part of the Problem Why We Don't Have a New Jail From: Not Signed - Hot Springs Date: July 28, 2010
I have read with disgust headlines for weeks about how Architect Doug Arnold keeps coming up with new plans for the new county jail. But todays headlines about the county hiring him to do a jail master plan was the last straw. We who work with or for the county had nothing what so ever to do with hiring Arnold. Your readers need to know that only county judge Larry Williams hired Arnold. You may not know why. The reason is because Larry Williams father works for Doug Arnold. As far as we know Arnold has never designed a jail and if he has it probablly is as bad as the one we have now. Your readers probablly also saw where Arnolds so called master plan puts all the new jails right next to the one we already have. I went to a couple of meetings about the jail and saw the same old people doing the planning that did it before. It was defeated before and will be defeated again because these same people still want the same crap they wanted before in the same place but don't want to tell the public where it will be - how much it will cost - how many people will be hired to run it or any of the things we need to know before having the tax payers sign a blank check and turn it over to them.
The county judge has been part of the problem why we don't already have a jail. He wanted no involvement after the jail was defeated but now wants to take credit for getting the new jail started without having to make any decisions except for hiring his fathers boss to do the architectural work. We hope the public is smart enough not to elect Williams as a state representative.
Editors note: Many of your points are well taken. We do know that the county judge didn't go and be trained in jail sizing, siting, design, funding, operations, etc. by the National Institute of Corrections because the date conflicted with a meeting of the Arkansas County Judges Association annual meeting. He stated that the training would have ruined his perfect attendance record of 14 years. Yep, we understand that a former city director and county JP pointed out that the county judge had his "priorities wrong." Apparently, he still does. We wish your letter had been sent a couple of weeks later because we are currently in the process of uncovering some related information but understand why you sent it following today's headlines. Inexperienced and Unqualified Spending Our Money on Misconceived Projects From: Ted Burhenn - Hot Springs Date: July 21, 2010
I fully intended to go to the Hot Springs Board of Directors Meeting last night. The issue was to approve an additional expense of some $60,000 to be able to utilize the South West Sewer Treatment Plant to the extent that it was designed. But I felt that such an appearance was nothing more than a waste of time. What else could the board do but approve the additional expense?
Let's go back a few years. Rumor was that a developer was considering a plot of land in that area and needed the assurance of water and sewer. But alas, the sewer was not available and the water rights belonged to The Kimsey Water District. The developer would be willing to pay big money to anyone that could secure such utilities. Therefore, the concept of the South West Sewer Treatment Plant was conceived. The idea was since this was city property and a city project, the city could run city water into the area and service the development at the same time. One little glitch, Kimsey would not or could not be bought out. Hot Springs Management was too bull-headed to admit defeat, therefore they decided to drill their own well to circumvent Kimsey altogether.
So now committed, they continued with their little project, ignoring safety inspections and normal engineering practices. When it was brought to the Board of Directors attention that they didn’t even have their code department inspect the facility in spite of numerous safety violations, the quote from our illustrious city manager was, “That is outside the city limits and there is no requirement for code inspections.” In fact, what he said was safety outside the city limits is no concern of the city even on city property.
Now a couple of years later. The South West Treatment Plant is not performing as designed. Mallet asked for some $35,000 to conduct an Engineering Study to determine the cause. This expenditure was approved by the BOD. Now although the money was approved, we the public never knew the outcome of that study. Why? Answer: The Plant was performing within specifications, just not enough water. Which brings us up-to-date. We now needed to approve another $60,000 of ratepayer’s money to fix something that was misconceived from the very beginning.
Now we move forward to yet another misconceived project of the City Management, Hudnell and Mallet. The Fresh Water Plant. They have most everyone convinced that the quality of the water is the same all over Lake Hamilton. Most everyone that is, except The Arkansas Health Department. Which not only says no, but H*** NO. Hudnell and Mallet have spent over FOUR MILLION DOLLARS to convince the Board of Directors that a SUPER MULTIMILLION DOLLAR PLANT is required so that it can be placed at the lower end of the lake (BELOW THE SOUTH WEST SEWER TREATMENT PLANT). Strange, but the Health Department has repeatedly stated that is not a correct location.
I do not like to present a problem without a solution. We are in desperate need of returning to a water and waste-water commission. Anytime all the engineering decisions are left in the hands of the inexperienced, easily tempted and unqualified, we can expect a less than an optimum solution. Soon we will not need additional utilities, they will be priced beyond our means, plus we won’t want to drink the water anyway.
Editors note: It was noted before this plant was placed in service that several fire, insurance, and code violation existed. For example, there was not even a main electrical disconnect for the facility. We noted several problems associated with the city's new "state-of-the-art" wastewater plant dating back to 2007 (see below) so your assessment of the entire plant being ill-conceived is well taken. The location, design, operation, efficiency, output, and numerous other aspects are suspect. Drilling a well to supply the quantities of water required by such a facility only demonstrates the capabilities of our engineers and, perhaps, even our expensive out-of-town consultants, does it not?

It's something very wrong when Police are going around trying to intimidate tax payers and shooting more than criminals. I did not hear this, I experienced it. I saw where you were accused of missing the big point in your story- cop shoots dog. You didn't even get the worst case. There was a another cop that shot a little friendly dog in its own back yard last year. It wasn't a drug house or anything like that. It was just a pet dog and the cop went in its back yard and shot it. Like the other case the dog died a slow and painful death. If a cop shoots a dog he should kill it and be humane about it. Our cops are way too quick to shoot. Make sure you don't surprise any of them cause you could be shot. Heck you could be shot just for walking around in your own back yard. Some of the cops are trigger happy. Sign me as anonymous because I have relatives that are cops.

Good Ole Boys Have Dragged Us to Top of Crime List and Bottom of Society From: Ted Burhenn - Hot Springs Date: July 8, 2010
I just read on my computer (http://www.chacha.com/content/infographics/americas-most-dangerous-cities), that Hot Springs is number one. Number One that is, in violent crime. Fantastic, the Good Ole Boys have managed to drag us to the top of the list and the bottom of society. The City Manager and Steve Mallet are more interested in doing a favor for some Good Ole Boy by placing a water treatment plant below a sewer treatment plant (AGAINST THE APPROVIAL OF THE ARKANSAS HEALTH DEPARTMENT) than they are in addressing the problem which will destroy our community.
We’ve just had our ninth homicide within the city and if we include the surrounding community, that total reaches 16? A record we all can be proud of. I would not present a problem without a solution. Our Law Enforcement a Joke (and I am not saying that to be mean). They could find the bad guys and arrest them only to have the Prosecuting Attorney drop the charges. Even if they arrest them, prosecute them and find them guilty, the Judges will turn them loose because we have no place to put them. So the system has designed a revolving door system. Don’t arrest anyone that might need to be placed in jail, because we don’t have a jail big enough to hold them. Instead they issue traffic violations to generate more money just to keep a level keel. What we need is a jail big enough to scare the pants off the offenders. If you do a crime in the Hot Springs area, you are going down for a long time. End of story.
So, what is holding us back? MONEY. Best way to build a jail is to fund it with a sales tax. Problem is that the city wants to retain almost 50% for other purposes. If there is ever any hope in passing a countywide sales tax, we must insure that 100% of any tax will go to the construction, maintenance and operation of a county jail. A county jail is for the benefit of all the citizens of the community, not just the county and not exclusive of the city.
Step one. Sign a County-City agreement that all taxes collected will support and only support the Jail System. I will never vote for a tax that does not have this protection provision as a part of the package. Be realistic in your demands. Build a Jail that meets our needs now. For if we continue to put it off, no jail will ever be big enough. We need a strong County Judge that will stand up to the City Management and get our priorities in order.
Step two. Start arresting, convicting, rehabilitating, incarcerating, whatever, but get them off the street.
Editors note: It is sad when we become so accustomed to seeing Hot Springs homicides on the front page that we accept this as the norm. We should be mad as h*## and demand that city leaders put our scarce resources into correcting this dangerous situation rather that continuing to waste multi-million dollars on engineering studies and designs for projects that have already been rejected (see related story below). Oh, the talk is now that our city administration is considering filing suit against the state to force them to let us have our excessively expensive, unnecessary, over-designed, poorly located, water treatment plant. That is all we need. Our local tax dollars fighting our state tax dollars. Talk to the top two city administrators yourselves and verify how sold they are on this poorly though-out project. It sort of reminds you of a couple of poker players who have so much in the pot that they actually believe their eight high hand might bluff out that obvious full house. Oh yes, there is some difference. They are using our money to run their bluffs.

Plus we are obligated to $2.5 million for the math and science school, a million dollars for the stormwater class action lawsuit, our part of a $30 million jail, plus the police and fire departments want millions for new spending, $50 million in pension obligations, $50 million to fix the sewer, $15 million for new high tech water meters, $100 to $200 million for an unneeded water plant etc... You missed the big point in your story about the cop shooting the dog yesterday. Read the cops own statement and you see that he shot at the dog which was only a few feet away six times and must have grazed him with one shot. He then says he shot five more times and caused the dog to fall down. Then the dog got up and limped to the porch steps and collapsed then got up and limped up the steps and collapsed. I did not know a cops gun could even shoot eleven times. Wow is this cop a bad bad shot or what? Do not the cops learn to shoot? Maybe he was just scared and to nervous to shoot straight like buck fever. Anyhow I do not think we need cops like this. He should not use a gun and he should not be in the dogs yard but he damn sure should be a better shot than than. What would he do in a serious situation where the bad guys have guns?
Editors note: We do know that marksmanship is supposed to be a requirement for police officers. However, we have heard numerous complaints that high ranking police administrators have falsified the actual shooting accuracy scores on several occasions. We have no proof of this but your observation about the marksmanship of this particular officer does lend credibility to the reports.
Dog Shot in It's Own Backyard From: BD - Hot Springs Date: July 6, 2010
We recently were told that one of Hot Springs' finest shot a dog in its own backyard. Can you find out if this is true? The public deserves to know these things don't they? Attached are photos of the dog. Doesn't pepper spray work? Was the officer or the dog in the wrong place? We deserve to know.
Editors note: We dug up the data to go with your original questions (sorry it took so long). Yes the dog was in it's own backyard. Yes pepper spray does work and probably should have been used. The officer's statement as to the facts can be seen by clicking here. Judge for yourself if his story sounds a bit concocted. It certainly sounds as though the officer had several opportunities to leave the yard but you read and judge for yourself. Ask yourself if the dog's mouth was opened after it was dead to show the "vicious teeth." Is is normal to slowly die while snarling at the officer? Looks a bit fishy to us.
New Bike Lanes Unusable From: Jonanathan - Hot Springs Date: July 1, 2010
As we learned in the Whittington Avenue bike path issue the city board wants to put bike paths all over town whether or not the residents want them, because the city gets fereral funds for doing it. Here are photos of one they did on St Louis Street. The Bike lane is about 3 blocks long and is inpassable because of brush and briars that extend all the way across the bike lane.
Luckily the path is unuseable even after the city spent all the money striping the street and placing a dozen or so signs, because it passes by the Oaklawn Villa Apartments that have a lot of gun play and murders. If the residents saw bikes circling they might think is is a shooting arcade.
Will our city leaders ever have the same priorities as the public in this town?

Mallett lied to the newspaper today. He said we have 3 million gallons of capacity left but the city website (click here) shows we have 6.5 million gallons of capacity left. Quote from Sentinel Record June 29, 2010: "With several days of above average temperatures this month, Mallett said the Lake Ouachita Treatment Plant pumped 17 million gallons of water out of Lake Hamilton on Sunday and the Lakeside plant produced about 4 million gallons. "That's a total of 21 million gallons and we have about a 3 million gallon capacity left. It should be a fun summer."
Editors note: Mallett is just being sarcastic as usual. Hey, a few million here or there doesn't seem to matter much to them, does it? How about the $4 million of our money they have wasted designing a plant in a location that the health department has consistently told them would never be approved? Also see related story below.

With all the noise about Hot Springs running out of water and the Good Old Boys doing what they please - check out the photo attached to my e-mail. This was taken Saturday at the entrance to Magic Springs Crystal Falls. It could explain where a lot of the 35 to 40 percent water loss is going to. The fire plug and an illegal device is being illegally used to water the plants (see the following law) because water which does not go through a meter can not be billed - theft of city property. Magic Springs Crystal Falls must have Good Old Boy connections don't they?
The adapter they are using violated this law also. The big deal about this is the city is telling us we need 10 million in new meters to find the leaks and we need to build 100 million dollar water plant. Magic Springs Crystal Falls is already a recipient of lots of A&P tax where does it end?
Editors note: It ends when we vote the current board out of office. Good points all but remember, Crystal Falls is a WATER park that has the potential to use mammoth quantities of water. Their daily evaporation rate is possibly higher than most residents yearly usage. We sure hope they have some water meters. There is a possibility the city gave Magic Springs permission to use the water unmetered but then, that would be even worse, would it not? That water is owned by the public and even the good ol' boys do not have authority to give it away. Oh, we also think the $100 million is actually over $200 million for expenses associated with the city's proposed Carpenter Dam Water Treatment Plant.
Points to Ponder Relative to Election Commission Fiasco From: Not Signed - Hot Springs Date: June 18, 2010
Points to Ponder: 1. Did the Election committee act within the law because they didn’t send letters to the voters or at least insure that such letters were sent? 2. Did the Election committee realize such a massive notification by mail would exceed the Cost Savings that they claimed for the purpose limiting the number of polls?3. Was the Election committee aware that by discouraging voting by demographics could very well have a definite effect on the outcome of the election?4. If so and the purpose was to affect the outcome, do they realize such action is criminal and they are not protected by any immunity clauses?5. Is the individual vote from Mr. Hickam more or less important that of John Smith in Jessieville.6. Is it not the constitutional RIGHT for every law abiding citizen to vote and it only becomes a privilege if he/she exercises that RIGHT?7. Does the clause in the election rules, “Combine two or more polling places” mean Combine all polling places into one real one and one at the main office which is not a polling place? 8. Does anyone think that two polling sites in a county of about 2000 square miles and a population of about 100,000 people sufficient? 9. Would Mr. Hickam be willing to drive 25 miles out into the country and back again to vote next time? If you build a moat around a polling site and fill it with alligators, voters might think twice before swimming across to vote. (It’s hard to remember that the objective was to vote for the candidate of your choice, when you are up to your butt in alligators) That is the extreme. Some voters back out when they have to drive 1 mile. This is a time of voter apathy in which we feel our vote doesn’t count, should we not be encouraging people to exercise their Right To Vote, rather than discouraging them? I like to think my vote gets counted and my opinion respected regardless of the outcome.
Editors note: Your email is an obvious response to lawyer Hickam's letter to the editor in the Sentinel Record. Our additional "Point to Ponder" would be, "Does one of the good ol' boys care about anyone else's voting rights so long as his fellow good ol' boys have a quick and convenient place to vote?" Hickam obviously could care less about those "outsiders" who don't live inside the city having a proper and legal notice before discovering that they will be forced to drive many miles or get a ride to a polling place that could be difficult to find since it is not even listed as a normal polling place. What the heck, the good ol' boys all know where that mysterious polling place is. By the way, if you would like to read about how legal the Arkansas Secretary of State's office thinks the voting out of election commissioners and removing the recently elected Election Commission Chair was, click here. Note the next to last paragraph which states, " There does not appear to exist in Arkansas law a process by which a county election commissioner may be removed before the expiration of his or her term of office as long as that person remains qualified to serve." Doesn't that mean we have yet another violation of the law or is it okay to make up your own law so you can remove commissioners that you don't like or for political reasons?

Your June 9 post about the police chief's resignation leaves out one important piece of the puzzle. Carol Weatherford has long been trying to get the Chief out to get his buddies in. Tom Daniel has been in bed with Weatherford on many of his schemes and it is rumored that he is actually the engineer of this scheme. In Weatherford's delusional mind he will be elected mayor this fall and how better to rule his criminal empire than with his hand picked police chief.

I had fully intended to keep this information to myself but today's milk-toast headline and story in the Sentinel Record relative to our police chief's resignation seems so far from the true facts that it would be an injustice to allow the public to believe that the resignation was voluntary. It appears that the chief was actually forced out of his job because of a greedy power struggle of a small handful of self-serving leaches headed by Director Tom Daniel. It further appears that Daniel's little group is taking full advantage of aspersions being cast about by certain recently retired ranking officers from HSPD concerning misdoings by the chief. The record will likely prove these charges to be so far in "left field" that liable and/or slander charges should be brought against those making such wild claims. However, these obviously misguided individuals may well accomplish their devious purposes before the true facts can be brought to light. Oh yes, the replacement "good ol' boy" chief seems to have already been selected so don't act too surprised when former police captain Miller shows up back in town being touted by Daniel and his lackeys as the best applicant and that he will make "a superb chief."
Editors note: As we always say, don't take anyone's word for anything that appears to be self-serving or blatant corruption. Get the facts and then see if you can find enough semi-honest city directors to ensure that such actions as described above are not allowed to happen. Then, remember how your directors behaved come election time. Also, remember how your city manager participated in any improper selection process. While you're at it, you may want to insist on a new chief that is not now nor ever has been associated with Hot Springs and our current system. Stay tuned. We were just wondering why you have chosen to not report any of the rashes of crime in Hot Springs. The Sentinel Record has always turned a blind eye to crime but we thought your sight was different. There have been shootings and murders in town without you or any other media reporting them. We know the GGG group did a report on crime and they still seem to mention and update these reports sometimes but your sight is silent. Why? Are you afraid to report the facts? While on the subject of law enforcement not doing a very good job reducing crime, how about telling us why a sheriff's car was decorated with balloons while the deputy handled traffic at Jose's Mexican joint last weekend? That didn't look very professional.

You and some of your readers don't seem to fully know who is running Hot Springs. You have pegged some of the more public good old boys and we cannot deny that they have too much influence in town because of the thousands of dollars they spend to get their hand picked candidates elected. You have said nothing about the good old boy organization called 50 for the Future. They spend more money than anyone because there are almost two hundred of them and their dues end up in candidates coffers. Look at all the worthless politicians in town financial reports and you will see that they are behind lots of really bad ideas and candidates. Look up the city hall, jail, Mid America Museum sponsers and many others. You have never said anything about the power brokers at Oaklawn or Magic Springs who pour hundreds of thousands into campaigns. Why not? These are the ones who corrupted Hot Springs and want it to stay that way.
Editors note: You must be a new reader because we are fairly sure all the players you mentioned have been covered in the past. We have, admittedly, not said much about Oaklawn because you must acknowledge that they bring lots of money to our city albeit they also take lots of money from our city. Magic Springs has been almost broke for several years with declining business. Many of their rides were shut down due to lack of maintenance, etc. We haven't seen much money from them going to candidates. As to Fifty For the Future, they appear to have violated numerous ethics regulations and may eventually have to pay up.

I was watching the news on television last night when my screen was filled with the faces of Hot Springs good ol' boys - your term, not mine. The most notable of these was head good ol' boys former mayor Helen Selig and hubby John. How can she be a good ol' boy? Maybe she is a good ol' boyette. Anyhow - since this was being broadcast to the entire state what did they tell the state about us and what can we do to keep them from continuing to corrupt Hot Springs and keep the political machine going?
Editors note: We don't know if you read the post below or not but you can check the finance records of each candidate to see who their supporters are and vote against those supported by the good ol' boys. These are public records and can be obtained from the Hot Springs city clerk. Also look for special interests and other good ol' boys who have something to gain from the city. The key to defeating the "political machine" is the election in November. The meeting was a KARK 4 "town hall" meeting and although both of the people you mentioned spoke at length, we think that only the part you saw was telecast statewide.

I just finished reading about some of the poor choices we have as candidates on your web page when another of those never ending political commercials came on television. This one was for John Vines who I don't know and in fact have never heard of. I have heard of the person who was promoting him on television. He is John Selig the head Good 'ol Boy for the entire town. I notice your web page has lots of comments about what you call the Good ol' Boys. Well John Selig and his wife former mayor, Helen Selig have to be the leaders of the pack. I didn't know who to vote for for the representative job that Vines is running for but I sure do now. I will be voting for whoever is running against Vines. Vines might not be that bad yet but remember the old but true saying - you are known by the company you keep. John Selig was on the commercial saying "I trust John Vines". If the Seligs are for John Vines then I don't trust John Vines. It is that simple. If you want to help get rid of the Good 'ol Boys you will vote against John Vines and everyone else the Seligs endorse.

Admitting to Mulls that he had "a couple of scotches," Smith was not able to stand on one leg and was "unsuccessful at walk-and-turn," according to the report. Smith refused to take a breath-alcohol test, earning him an additional charge. Smith also failed the horizontal gaze nystagmus test, Mulls said in the report. This test checks to see if a person’s eyes can automatically track an object. Mulls arrested Smith 7:17 p.m. Tuesday at the intersection of 10th and Main streets in downtown Little Rock, shortly after Smith exited off I-630, Kirkland said." "...As details of Smith’s arrest came to light Wednesday, Smith pleaded for forgiveness from the Senate floor. The letters to the editor page has nothing but that anymore and now we see your site is allowing them to publish their junk. The one you published criticizes Q. Bryum Hurst for representing clients. Hey thats what lawyers do. Course their reasons for cause he represented a child molestor. Hey he or his firm represented Rodney Meyers and probably other convicted felons or criminals. So what?
The one dude that should be sent packing is Larry Williams. He is the one who covered up the double dippers at the county. I hear they told the county judge Larry Williams what they plan to do and he is the one who didnt tell the JPs which means he covered it up. Didnt we learn that cover ups are illegal especially when elected goverment officials do it? He is running for state representative just so he can keep his retirement going and probably wants to come a double dipper too. I have done business with the gals who are called double dippers and can tell you they know their stuff. Hurst is the defending attorney for Rick Federick, our local sexual offender. He was last caught on Cortez beach exposing, by masturbation, to two young boys. This capture was over a year ago and Mr. Hurst has been able to delay trial and keep him on the streets. Rick is a high level three, meaning he is dangerous and a repeat offender. Twice convicted in Texas, also rated a high level three. Families are afraid to take their grandchildren to the beach for fear of running into Rick. His latest trial date, April 14, was again delayed by Mr. Hurst for three to six months on the grounds of wanting a mental evaluation. When I called Mr. Hurst, his assistant denies Mr. Hurst is defending Rick. Another lie. Call the prosecuting attorney's office and ask who the defense council is for Rick and they will tell you it is Mr. Hurst and Mr. Mike King. Mr. Hurst is running on a platform of protecting our children. Another lie. Check the other candidates to make your selection and please vote. This one is important. City of Hot Springs is Illegally Supporting the Chamber of Commerce? From: Not Signed - Hot Springs Date: April 9, 2010
We read where the city of Hot Springs
has given hundreds of thousands of dollars to the chamber of commerce
although the attorney general has ruled it was illegal to give tax money
to chambers. The exact words from the
newspapers report of the attorney general opinion were: " ..that was
unlawful under the Arkansas Constitution, Article 12, Section 5, which
prohibits the donation of funds by a 'county, city, town or other
municipal corporation' to a private nonprofit entity. It bars public money
from being donated to a chamber of commerce, McDaniel said." This
was in the Arkansas Democrat newspaper last Sunday. Do you know about it
and is there anything we can do about it? We think the chamber director
just got back from China on our tax money. Is it not enough for something
to be illegal?
Editors note: You are the third person to bring this to our attention in the last few days. Yes, we did also read the April 4 news article and discovered that Hot Springs citizens pay a larger per capita amount ($3.26) to our local chamber than any city in Arkansas except for two but no, we do not know anything further at this time. We also read an article titled, "Corporate Welfare" in the Arkansas Times (click here) which further details and questions the use of tax money for such activities in Little Rock and North Little Rock. We noted the amount of tax money reportedly given to the Hot Springs chamber since 2003 was $625,000 but do not think this includes "Retirement Relocation" and other funds given to the local chamber. What can you do about it? Elect some city directors that won't routinely give your tax money away without asking you. You didn't mention it but what do you think of a chamber that would form a PAC (political action committee) that could use their money to help get their friends elected who could then ensure that your tax money continues flowing to the chamber? Think that is legal? Yep, it probably is.

Why else would politicians seek lesser offices? We know of no definite candidates for city positions because no one can officially file yet. Where Was McCabe When ASMSA Needed Him? From: Blake Robertson - Hot Springs Date: March 17, 2010
Where was City Director McCabe (District 4) when ASMSA needed his support?
On March 12, I read a news article describing all the positive feelings in Hot Springs for support of the Arkansas School for Math, Science, and the Arts and keeping it at the same location in downtown Hot Springs. The Sentinel Record reported, “ASMSA received the “go-ahead” from UA System trustees on Nov. 13 to build a $22.1 million dormitory complex, …as long as the Hot Springs Board of Directors approved a resolution revising the city’s commitment to the school, which was accomplished at a Jan. 19 meeting.” During that January 19, 2010 meeting, the Hot Springs Board of Directors had an opportunity to express their views verbally followed by a vote of support for the Arkansas School of Math, Science, and Arts. As was reported by the Sentinel Record, the Directors present voted unanimously to support ASMSA but Director Pat McCabe was absent. My question is, “does Mr. McCabe not support the school and why was he not there for this important vote?” I was there on January 19th to speak to the Board expressing my support of ASMSA for the following reasons.
As Director of the Ouachita Area Adult Education Center, I sponsor an education program at Jones Mills. This is an area that is very depressed and is home to many families who are struggling just to survive. Many area churches come together to provide a Saturday lunch for residents in this community and for some, this may be the only meal that they get for the entire weekend. Fortunately, many children come to the lunch with their parents and after lunch, my teachers allow these children to work on computers. During such an event, one young child so impressed us with her academic knowledge that many people present joined together and helped her in obtaining a scholarship to ASMSA where she was very successful. Many of the churches who sponsor Saturday lunch at Jones Mill continued to send her spending money. We saw first-hand how the Arkansas School for Math, Science, and the Arts was this child’s way out of poverty. ASMSA is truly an asset to our community and to our youth who are willing to work to improve themselves. Again I ask, where was Director McCabe when the vote was taken on January 19th and why did he not think it was important to even show up?

Perhaps your pointing this out will cause him to take a stand albeit a bit late. We noted that your letter was also sent to the Sentinel Record. Hopefully they will also publish it.
Nicknames Deemed "Childish" From: Anonymous - Hot Springs Date: March 13, 2010
Can somebody please explain how placing
childish names on each of the cities board of directors is helpful
discussion? Does it cause them to start making better decisions? Does it
make them more responsive? Does it make new candidates want to step up for
run for office?
This discussion board has put light on
many city issues that people need to know about. It has also published a
lot of information about the cities 2 worst directors that must have had
an inpact on the voters getting rid of them. There is a difference in name
calling and publishing information.
Some of the directors up for
re-election this year have done things in board meetings that they need to
be held accountable for and that need to be publicized, but these 2 post
hender rather than help.
It is your policy to publish all of the
post you recieve, but please ask the authors of the 2 previous post to
retract them, and if they don't want to please post this message so
readers will know that not everyone reading this blog thinks such name
calling, especially when directed at the entire board, is appropriate.

Not All Directors Deserve Nicknames From: CW - Hot Springs Date: March 5, 2010
We read the proposed names for our city
directors and could not help but laugh because the writer has pegged them.
Most of the proposed names are quite accurate but we disagree that all the
directors should have such names. Director Maruthur does take a long time
to make her points and usually gets voted down but we think her points are
made more for the public rather than the other directors. The other
directors do not seem to realize this and that is why they look so bad
when they try to make a point in their amateur and crude way.
Jones has a big ego but has always been
clueless. Don't hold your breath expecting her to become a rocket
scientist. Tom Daniel is only a 'want to be' buffoon. He tries to
use his own strange version of logic sometimes but has a terrible time
expressing himself. His loudmouth belligerent personality always takes
over. Blank Ramick only talks when he is trying to get something for his
realtor friends and Whiney McCabe only talks when he thinks he can impress
someone with his fake smile. Those proposed names fit them well. Bush is
doing better and even though he is still fairly rude we should cut him
some slack. Keheley does read most everything she says but it does show
that she has done her homework before coming to the board meeting. Let us
give credit where it is due. The directors who are coming up for election
should be replaced. Especially those two that the board appointed.

New Names Proposed for City Directors From: Not Signed - Hot Springs Date: March 4, 2010
Last Tuesdays city board meeting was the
worst display of incompetency I have ever seen. Turn to cable channel 15
and watch it at 7pm for the rest of the week. This bunch of nincompoops
have no idea how to conduct city business. The city attorney sometimes
helps the board from looking stupid by stopping them or correcting them.
But Tuesday the city attorney showed his unprofessionalism by asking some
other attorney who was giving a presentation if he was going to add the
compensation he was asking for to his legal fee. If that is not against
the law it should be. It sure is not professional. Before the meeting was
over several of us were so laughing at the way the bunch misconducted
their business. We came up with names for all the board which are- Buffoon
Daniels, Whiner McCabe, Blank Ramick, Scripted Keheley, Rude Bush,
Clueless Jones and Chatterbox Maruthur. The loudmouth condesending Daniels
earns him the Buffoon title. The fake quick smile and irritating whiney
voice well describes Whiner McCabe. Blank Ramick seems to be exactly what
the good old boys who appointed him want him to be. He don't dare open his
mouth and remove doubt as to his knowledge. His blank stare says it all.
Scripted Keheley can't say anything without having it written down for
her. Rude Bush was not as rude at this meeting as usual because he
couldn't wait to get out and get to his scotch. Clueless Jones always
shows how clueless she is regardless of the subject. How does she find her
way home? Chatterbox Maruthur can't say anything in one or two sentences.
My recommendation is to get rid of everyone of them we can in November. Do
you know how many of them have to run then?

governments nationwide did silly things like this during good times.

More Waste in Our "Green" City From: Not Signed - Hot Springs Date: February 21, 2010 The following is a mission statement of the Urban Forestry Department working under the Public Works Department and in a close relationship with the Parks Division. We are so proud of our parks and trees. We have declared Hot Springs to be a “Green” community, saving the trees from destruction, protecting the environment, and yes, a leader in the unique addition of the staff to include an Urban Forestry Department. My question is why does the Urban Forestry Department have to drive a “ONE TON TRUCK” in order to carry around a ladder? How many trees (or energy thereof) were unnecessarily destroyed to build a truck of that size, when a six cylinder short bed could have performed the same task? And what about the initial cost? (Over $45,000 vs. $15,000) I doubt that the ONE TON TRUCK as ever pulled anything that could not have been pulled with a much smaller truck. In fact, I doubt that it has pulled anything at all. If required, I am sure that Street Department has sufficient equipment to carry special tree trimming equipment. The ONE TON TRUCK get at most 8 miles per gallon whereas a 6 cylinder truck can get over 20. How are we justified in saying that we are a Green Community when this waste is so apparent?
Now for the second thought. The Hot Springs area is noted for its pure Mineral Water, Mountain Valley-- and if the public only knew about it, the very source of many bottlers such as Pepsi, Nestles and others. We are located at the base of one cleanest lakes in the United States. Why is it, that the City Manager and Assistant City Manager is so Hell-Bent on drawing our drinking water from a source that is as far away as possible from the cleanest source possible? (Against the advice of the State Health Department I might add). If the word ever got out that Hot Springs Drinking Water is downstream from the South West Sewer Treatment Plant, ALL the 3% hamburger tax could not fix the damage control. Perhaps we should be prepared for next November and elect some Directors that are not afraid of the City Manager. There are several up for re-election. Let’s send a message. Join with Mr. White, get out and vote. Editors note: Good points. Hey, why do 600 employees need 485 vehicles and why are so many of them almost new and why do most of them get driven to the employees homes and used for personal purposes? The one ton truck you highlight is consistent with the city's apparent philosophy on spending, "It's not like it is real money. It's only tax money."
Challenge to Citizens From: Brian White - Hot Springs Date: February 9, 2010 (also published by the Sentinel Record "Letters to the Editor" 2-21-10)
We are living in a very unique time. Many may think
that I have lost my mind, but I for one am very excited about 2010 and the
prospects that it holds for the citizens of Hot Springs and Garland
County. This is a year of opportunity unlike any that we have seen in
years. Why, you may ask? Because in this year, ordinary folks like you and
I have a chance to really make a difference in the way that we are
governed by choosing those who will govern.
The past couple of years there hasn't been a whole
lot to get excited about. All of us, regardless of economic or social
status, have felt a wallop in the wallet. Washington tried to fix the
problem by throwing money at it, but their huge bailout programs were as
leaky and full of holes as the Hot Springs water system. All of us,
regardless of political party affiliation, felt the outrage and cried foul
when the very people our tax dollars bailed out - primarily banks,
insurance companies and Wall Street - showed their appreciation to the
American people by handing out huge bonuses to the very people that
created the catastrophe.
On a local level, we have seen some of the same
things. Just in the past year we have seen a sitting city director
recalled in disgrace. We have had great debates over water and sewer
issues; throwing millions of dollars at a problem which had been largely
ignored and expecting the citizens to be happy about it. We have seen
crime and public safety issues come to the forefront, only to find out
that mismanagement of a pension fund has led to budget shortfalls that
could have been avoided.
Let's not forget the elected officials on a county
level who decided that it was alright to get an extra paycheck by
double-dipping into our pockets for a few months. Or the insult to the
city workers who roll up their sleeves to "git 'er done" every day when
they were denied a cost of living raise because of budget concerns, then
saw their bosses get bonuses that could have put food on their tables or
an extra Christmas present or two under the tree.
So, you might ask, what is there to get so excited
about? Because the majority of the people responsible are coming up for
election in November. We the people, have a chance to make some real
changes around here. It is time to break out the brooms and make a clean
sweep of things.
People who know me know that I am certainly not an
elitist, suit and tie kind of guy. I am a working stiff just like the
majority of the voters in this city and county. I show up to meetings in
jeans and a tee shirt, more often than not still covered in whatever I was
working on that day, be it sawdust or paint. I don't hang out with the
bigshots from Oaklawn, or bigshots from anywhere else for that matter. I
have never run for office and don't ever intend to run for office.
However, I am involved. I care very much
about the issues that affect my wife and children, and my ability to care
for and provide for them. It matters very much who sits on the city board,
or who is making the decisions on a county level. I want to know that they
are just as concerned about the well being of my family as I am.
I care about the character of these people. I want
to know who they are when they are not trying to get elected. Have they
represented the will of the people in general, or the will of a few? Are
they men and women of integrity and honor, or are they just a little too
slick?
I have often heard character referred to as what one
does when no one is looking. Are our elected officials the same outside
the board room as they are inside with a public audience and the TV
cameras rolling?
I would challenge every citizen in Hot Springs and
Garland County to get involved this election year. Don't just listen to
the speeches or vote for an incumbent because it is easy. Don't just stay
at home and ignore the privilege and duty of each of us to vote. You may
think that your one vote doesn't make a difference, but it really does.
Your vote, combined with the one vote of thousands of your fellow
citizens, can make an incredible difference.
Editors note: You are correct in that this year presents the best chance in many years for individual citizens to "make a difference." It may not have started with the "Tea Party" groups but this movement is indicative of what can be accomplished. The numbers of concerned citizens across the country is growing and the number of people locally who are "fed up" with our local politicians are growing at an even faster rate. We strongly recommend getting your friends and neighbors registered to vote because November could well be the time that our citizens actually take back local, state, and national government from those who have chosen not to represent their constituents.
Response to "A Tangled Web" From: Not Signed - Hot Springs Date: February 8, 2010 This is in response to the Tangled Web we weave by Brian White. I can tell you firsthand how the Casinos helped the local economy. I had one of the largest restaurants in the New Orleans area before Casinos were introduced as a savior to the local economy. I watched as restaurants started to fail one after another because “Better Deals” were available at the Casinos. My own restaurant saw a 50% decrease within a year. Waitresses became harder to find because they would go and work for better Tips at the Casinos. I was able to adjust, but was forced to compete without the advantage of “Gaming”. Sorry folks, it didn’t help the local economy there and it will not help the local economy here. The only way is to allow the local businesses the same advantage as the big guys. Open it up (every one can do it) or shut it down. A monopoly is a monopoly be it a casino or a chicken ranch. Editors note: Yep, last time we were in Reno, we noted slot machines in Denny's and several other non-casino restaurants. Most of you have likely also noted the city of Las Vegas has slot machines in their airport. While we agree that gambling is not a good thing for the economy, if gambling is going to be here, why not call them casinos and let everyone play?

We understand that assessment comes straight from the A&P and Chamber gurus. Oh, and a couple of guys at the track or do they count? We decided to do a "google" for the words "casino" and "Arkansas." Guess what? The website www.oaklawn.com/gaming/ shows photos that look like a combination strip club and casino but they call it "gaming." This site appears to be endorsed by the city's A&P and Chamber because both of their logos appear at the bottom. However, a serious nationwide search reveals that www.americancasinoguide.com/arkansas.shtml lists Oaklawn Jockey Club as a "pari-mutual casino while www.WorldCasinoDirectory.com/Arkansas, www.ArkansasCasinos.org, Wikipedia and http://Arkansas.Casinoguide2.com all list Oaklawn as a casino. http://USCasinoFinder.com and http://arkansas.casinocity.com both say Oaklawn is a "racino." In fact the US Casino Finder's description is shown below. Oaklawn Park is located in Hot Springs, Arkansas and is a racino (combination race track and casino) with over 90,000 square feet dedicated to casino gambling. With 1,000 slot machines, and featuring the classic table games blackjack as well as a live poker room, Oaklawn Park is also home to two restaurants.In the end, does it really matter if we call it a gaming joint, a pari-mutual casino, a casino, or a racino? If it walks like a duck and quacks like a duck (or even says Aflac), you may find out both it and the lotto are really just GAMBLING.

Taxation Without a Allowing the Citizens to Vote Explained From: Not Signed - Hot Springs Date: February 1, 2010
Since the subject will be coming up soon I thought
I would send a statement from a 2006 AG (Attorney General)
opinion that laid out which taxes require a vote. Basically a city or
county can levy 5 mills without a vote as well as hamburger and mixed
drink taxes (Hot springs already has a mixed drink tax of about 30%). I
assume the public safety plan would be to vote on amend. 31 (police and
fire retirement millage) because the people will think the money is
going into public safety.
There is no election requirement in connection
with certain taxes, such as
the county and city ad valorem property tax millage (see Ark. Const. art. 12, § 4 and A.C.A. §§ 26-25-101 and -102), the tax commonly referred to as the "hamburger tax" or the "advertising and promotion tax" (A.C.A. § 26-75-602), and a mixed drink tax levied by a city or a town (A.C.A. § 3-9-214), An election is a prerequisite to many other taxes.

The annual levy for the Policeman's Retirement Salary and Pension Fund shall not exceed one mill on the dollar, and the annual levy for the Fireman's Retirement Salary and Pension Funds, shall not exceed one mill on the dollar. The manner of such levy of the tax, and the eligibility for the retirement salaries and pensions, the several amounts thereof and when payable, shall be such as may be provided by law.
Editors note: Okay, what all this legal "mumbo-jumbo" says is that either the city or county could levy a five (5) mill property tax without asking their citizens for a vote (10 mills if both did so). Apparently, the law also allows an additional two (2) mills every year thereafter if the initial vote was approved by an election but such tax must be restricted to police and fire retirement funds and pension funds. Right?
City Directors Haven't Earned the Trust of Hot Springs Citizens From: Brian White - Hot Springs Date: February 1, 2010
Thank you to the anonymous person who wrote in about
the potential property tax. I am really not surprised about it, but
disagree that opposing it wouldn't do any good. The people of Hot Springs
are fed up with taxes imposed by the city board, especially THIS
board. Fully one third of the city's board of directors, excluding the
mayor, are appointees and have not demonstrated their ability to be
elected by the people; and therefore have not demonstrated any ability to
act in accordance with their constituent's wishes.
Why should the voters and taxpayers of Hot Springs
give any consideration to new taxes when the city board has not shown any
real committment to saving money. Sure, they made some cuts, especially
slitting the throats of hard working city employees by denying them a COLA
raise while giving department heads, many of whose mismanagement of their
departments help get the city into the mess it is in, a $10,000 raise.
If you want the people of Hot Springs to trust you
with their money, that trust has to be earned. You haven't even come close
to that point yet.
Editors note: The voters may not have to "give any consideration to new taxes." We were told that the city has the legal authority to impose the property tax without a vote (or voice?) of the citizens. Sound familiar? Remember the new city hall when only a petition drive could reverse their actions? Does it appear to anyone else that the good ol' boys and the fire chief are working to kill any chance of our real public safety need, a new jail?
Property Tax Coming for Hot Springs Residents From: Not Signed - Hot Springs Date: January 31, 2010 I thought you may want to know that we working on the Public Safety Task Force will be recommending that the City Board approve a property tax to pay for the necessary public safety improvements. I cannot say that we arrived at this point without being influenced by the group you call the good old boys. But I want you to know that not all of us are comfortable with the property tax recommendation. There is no use in opposing this position because it will be approved by the appointees of that group regardless of what we say. We just thought you may like a 'heads up' on what is coming because a couple of us do not like it and realize that we have been used to take the heat off the city board and fire chief. Kudos to Dr. Blake Robertson on his concise
portrayal of the GGGG's position, both past and present, on the new jail.
There is no one that I know of more qualified to serve on the jail
committee than Dr. Robertson.
I too read the letters to the editor that he was
addressing, and have only one comment. I would like to invite the senders
to attend the next meeting of the GGGG and find out what is really going
on.
Editors note: You are correct in that all anyone has to do to be informed about GGGG activities is to attend their meetings which are open to the public and are held the second Thursday of each month at 6 PM in the Garland County Library Auditorium. By the way, a couple of other things the GGGG did that wasn't mentioned in Dr, Robertson's letter was the Public Safety Week they hosted to honor our police, fire, sheriffs department, state, and federal public safety officials. They even presented a public safety award to the 18th East Judicial District Drug Task Force.
Uninformed Individual Writes About the Jail Issue Also Submitted to Sentinel Record for Publication on Jan 27

Honestly, I didn’t realize that there was an individual in Hot Springs that was so uninformed about the workings and projects accomplished by the Garland Good Government Group but I found one in Friday’s Letters to the Editor – oops I forgot, another uninformed individual was the one who filed that ethics complaint against the Garland Good Government Group for a $2.00 mistake in our calculations running ads to get an unethical Director out of office. This was the same individual that, with the citizen’s compliant, required the State to spend thousands of dollars over this inadvertent error (Arkansas Ethics Commission’s words, not mine). Well these two men meet my litmus test of very uninformed and misguided people.
Friday’s uninformed Man addressed last year’s issues when the Committee for a Safer Garland County (a committee of county and city officials) established their mission by proposing a never ending tax with uses all over the board such as city police radios, fire stations, bolstering general funds of the city and county for pay raises, etc. instead of just a jail and a jail maintenance funding derived from a dedicated jail fund. When this election was called, the Garland Good Government Group mounted an information drive to allow the citizens to know who was pushing the vote, who was financing the advertising, and that the half-cent tax would never end without it going strictly to the jail issue. The people voted overwhelmingly to support a new jail but didn’t support the financing mechanism. The GGGG was actually the first group to hold a press conference many years ago to inform the public of the true facts concerning how bad the Hot Springs crime rate had become and the immediate need for a new jail. The GGGG has always supported a new jail but opposed the Committee’s plan for financing including sharing the tax for many items other than a jail so the dedicated jail money was diluted. The GGGG discovered the Committee proposed to build a jail structure without a serious plan even though the county and city had paid a considerable sum for a jail study conducted by the Rosser Group. Apparently, the Rosser Group had never built a jail and in reading the study that became very apparent. The Rosser Group blamed those pesky tourists (who bring this county and city millions of tax and income dollars each year) for the increase in crime and in the study they didn’t even have a proposal for stopping that rise. It was the GGGG who researched a grant through the US Justice Department that would help the County understand better the elements of proper jail construction and we sent 4 county individuals to that school in Colorado. In turn the consultants who were advising the school in Colorado traveled here on that same grant to review our plans and they said that we were a far piece out of having an effective plan.
Now another point from Fridays letter, the infamous sheriff in Arizona has cost the Maricopa County millions of dollars in law suits (bet you had not heard about that) with his grandstanding. In a 1998 Study comparing recidivism rates under Arpaio to those under his predecessor, the study found "there was no significant difference in recidivism observed between those offenders released in 1989-1990 and those released in 1994-1995." So what did the millions of dollars do to help Maricopa County – nothing. Luckily, we have a sheriff that is much more educated and able to use policing strategies, not self promotion, to administer the law enforcement in Garland County.
Finally Sir, I have been asked by County Judge Larry Williams to sit on the new jail committee as the representative from GGGG. I hold a Masters in Criminal Justice (also a Doctorate in Higher Education Administration), I have taught Criminal Justice at Ouachita Technical College for 10 years and I have spent about 12 years in law enforcement (adult and juvenile corrections, security work, and street patrol). The GGGG has members who have planned and built jails in other states. We have a retired sheriff’s Lieutenant from Pulaski County who attended and trained at the Federal Bureau of Investigation Training Academy.
Mr. Drew, when you write that you bet the GGGG doesn’t have any real jail or law enforcement experience - how much more experience do you want the GGGG to have for us to be a contributing member of this conversation? Editors note: Very insightful information. You failed to note that you are working on PIT (prevention, intervention, and treatment) programs with the State of Arkansas that will reduce the number of incarcerations required at any given time. We should also note that the GGGG hosted at least 3 public forums on the jail issue including a presentation by Dr. Charles Hathaway, Chancelor Emeritus of UALR, who reported on the findings and recommendation of the Pulaski County Jail Study Committee which he chaired. This allowed us to take advantage of thousands of man-hours of jail work and study for no cost to the county. How about the fact that the GGGG hosted the sheriff, chief jailer, the county finance chairman, and the county public safety chairman immediately following their federal training program? This also provided valuable information to the public and our county officials at no cost. How about the GGGG's meetings with US Department of Justice consultants? How about those GGGG folks who have experience planning, constructing, and operating jails in several state? We could go on but face it Dr. Blake, there will always be some people who don't wish to believe the obvious and will continue to say that the GGGG group knows nothing about jails.
City Leaders Need to be Introduced to the Real Hot Springs From: Brian White - Hot Springs Date: January 21, 2010
Since our city directors, police administration, and
city department heads seem to be oblivious to reality, I would like to
introduce them to the real Hot Springs. To see it, you have to step
outside the gated communities, the terraced and manicured lakefront lots,
downtown good ol' boy meetings and the rest of the pep squad garbage that
city officials try to ram down potential tourist's throats.
The real Hot Springs is entire inner city
neighborhoods literally falling apart with disrepair and decay. Go just a
few blocks from the glitz of bath house row in any direction and you will
see multiple dwellings with boarded up windows and doors, sprinkled with
gang graffiti and the occasional homeless person peering out through a
gaping hole in a wall.
Driving down residential streets, your ears will be
blasted by the heavy bass sounds of an absurdly large audio system in a
flashy older model car. Every once in a while the car will stop, more
often than not in front of a run down house with a large pit bull chained
in the dirt pile that once passed for a yard. There will be a flurry of
activity between the car and house for a few minutes before the car once
again pulls away, its stereo blasting and announcing its presence. What
transpired during those minutes of activities is unknown, but I doubt that
they were handing out bibles.
Mothers driving their children to school must run a
gauntlet of lewd and dangerous men on street corners, while other children
walk quickly past on cracked and broken sidewalks or through the dirt and
mud where no sidewalks exist.
Drugs and the crime and deviance that accompanies
their use are absolutely out of control in Hot Springs and the surrounding
area. The cost in human lives and human souls is incalculable. Perhaps
this is one reason that property crime has soared in the city. What about
the crimes against humanity? The victims of violent or property crimes
whose possessions or virtue is taken in order to supply some addict with
another day of depravity.
Perhaps our top heavy police department officials
and chain of command need to get off their political and social behinds
and start doing their real jobs instead of playing politics and acting as
if they are on some soap opera. Perhaps it is time (at least it will be
after the election) that a new and revitalized board of directors can get
us a new police chief who doesn't mind getting his hands dirty and has the
intestinal fortitude to clear the deadwood out of the department.
Garland County is in desperate need of a new jail to
replace the aging facility that we now have. No one disputes that fact.
Yet we need to do it in the right manner. I have many friends and
acquaintances with the Sheriff's Department, which in my opinion could
give their city compadres a few lessons in law enforcement procedures and
tactics, and I know their concerns and distress over the jail situation.
Perhaps our city leaders should be exploring these actual priorities
instead of travel and tourist fluff.
The citizens and officials of Hot Springs need to
ask themselves a serious question. Do we want to continue operating under
the illusion of being a great city or do we want to take
the necessary steps to actually be a great city. Our city directors are
seated on a raised platform during their council meetings. Maybe it is
about time they came down here in the mire with the rest of us, rolled up
their sleeves, and actually did something to make a positive change for
the city and county that we all call home.
Editors note: Great points well stated. It is nice to see someone with the nerve to say what most citizens only think. Perhaps our city leaders can discuss these items at their next Municipal League meeting, or while vacationing in Hanamaki. It is not likely they will be conferring with the city employees they fail to appreciate every chance they get. You are likely not aware of the gunfight Friday night that left some high school students injured. Apparently, there were some 20 shots fired back and forth at a party. We often wonder why that sort of thing doesn't make headlines in this town. We do know that your assessment of why we have one of the highest property crime rates in the entire nation is accurate. There are way too many drug habits in our town that must be supported.
Police Department Not Using Resources Provided to Them From: Not Signed - Hot Springs Date: January 19, 2010
Please don't publish my name because
my relative still works at the PD. I thought the people of Hot Springs
should know that the dept. has purchased several items and does not even use
them. My relative tells me that the dept. bought several "tazers", put
officers through a training course to carry them, and then boxed them back
up because they haven't written a policy to use them. I have been told that
these "tazers" have been at the Department for at least 6 months, but
because no one will write a policy for them they just sit and collect dust.
I was also told that the station was given several m-16 rifles from the
Government. These too are just laying around and not being issued because no
one has written a training policy. My question is with all the brass down
there just hanging out, why can't someone write a policy or make a decision
to use equipment that was bought with tax payer money? I hear that the
officers want the tools to do their job but the "brass" doesn't seem to care
about the little man. Could you look into this? Editors note: Thanks for the "heads up." We have looked into this situation and it appears that what you report is absolutely accurate. This is unfortunate because we obviously need more resources and more officers. Yep, less brass and more boots on the street would also help. Do you suppose the PD "Brass" really think we taxpayers are gullible enough to ante up the $8 to $10 million they want for new fangled radios? We may should point out that the radios they wanted have proven to not work properly even if they do quit "just hanging out" and write some policies.
Even Taking Your Kids to School is Not Safe in Hot Springs From: Unsigned - Hot Springs Date: January 18, 2010
This week I headed to the Hot Springs Middle School
just before 3pm in the afternoon. In broad daylight, as some would say.
There apparently is a new hangout at one of the houses on the corner of
Freida St. Several adult man leaning against cars and wandering into the
street. Though I am no Spring Chicken, there were comments yelled that
were obvious attempts to make me stop and talk to them. “Hey Baby”, Come
here and talk”, “Hold on”, “talk to me”, and other terms they must think
flatter women enough to put their lives in danger with total strangers. I
just ignored them, in no way acknowledged I had heard them, and continued
on to the school, not really considering it could have been dangerous. I'm
in a car and I can just keep going.
Coming back, with a child in the car, was a
different story. One of men was crossing the street where he had just
stopped another woman driving towards the school. This man walked directly
in front of my car at the stop sign, blocking my way, while others waited
on the sidewalk. I attempted to go around and he stood there, adjusting
his stance, yelling “slow down girl, I just want to talk to you.”. I
didn't need to slow down. I was completely stopped at a stop sign and I
felt trapped. When I attempted again to pass he began yelling loudly at
me, getting angry and again attempting to block me. “Come on girl”,
“What's your problem?” I guess flattery didn't work, so he would try
intimidation. Yelling, STOP! “I just want to talk to you.”. At that point
he was going from the front of the car around the hood towards my
passenger side where my child was in the back seat. I got around him and
yes, it scared me badly. In the rear view mirror I could see him throwing
up his hands, angry and still yelling.
To be clear. This wasn't a stranded motorist or
someone who needed help, or a community activity or anything legitimate.
It has become a danger to stop at a stop sign in what used to be a good
part of town in the middle of the day.
This is the main route home for all the children who
walk from the middle school towards Oaklawn Elementary or the High School.
I worry about any little girl that walks this route. Any child for that
matter. I am a grown woman in a vehicle, who could have (and who did
consider for a split second doing) run these idiots over had more
approached my car. They scared my child. He actually said once we got past
them to “never go this way again”. THIS IS THE MAIN ROUTE TO SCHOOL that
all the parents and all the school buses take. This isn't an out of the
way place in an “urban” area. This is a main area of our town. Your tax
dollars just paid 10 million dollars for that new Intermediate School just
blocks from where this happened. Who's going to want to send their
children to a school in this kind of neighborhood? Are we going to let
these kinds of people take over this town? This is what our town is
turning into. I guess some wanted Hot Springs to be considered urban, but
not me. I don't like being afraid to stop at stop signs so we can get
special grants and I don't like people like this so very near our 4th-8th
graders.
Can the city director who represents the honest
citizens, parents and patrons of the school district, and home owners in
this area, and the police clean up the mess where our schools are! Can the
school officials see the dangers and problems the children are exposed to.
Are the school officials too, wrapped up in the good ol' boys? Are
memberships in the Chamber of Commerce and other "groups" that seem to
bring people "clout" in this town, more important than our children!
Administration and the School Board should be DEMANDING that all areas,
but especially those near our schools be safe no matter who your buddies
are. Have we already forgotten the 2 house- crack or meth business and
lab, just blocks from the high school last year. URBAN... yeah and all
it's wonderful side benefits! This town is not safe for the people who
live here. Be careful everyone.

More Hard Money Questions for City Leaders From: Mark Toth - Hot Springs Date: January 18, 2010 Late last night I was reading through the Agenda for the January 19th City Board Meeting. I noticed, buried deep in the fine print, that the City is considering entering into an agreement with the University of Arkansas to demolish several buildings along Whittington Avenue (specifically the old St. Joseph's Hospital and annex) in order to construct new dorms and new classrooms for the Math and Science School. I personally think building a new Math and Science School with brand new buildings is a great idea. But what isn’t so great is who will get stuck with the bill. The University of Arkansas will pay for the classrooms and dorms. However, buried deep in the fine print, City officials have agreed to cover $2.5 million in demolition and site clearing expenses–all to be paid for by the fine citizens of Hot Springs (in effect, $70 for every man woman and child in this city). In agreeing to pay this $2.5 million, the City Board is assuming a significant future expense (about 10% of the City's entire discretionary budget). While the City does not have to pay out the $2.5 million today, this bill will come due soon enough–the City Manager expects clearing of the site to be completed sometime within the next four years. It is the height of hypocrisy for the City Board to agree to spend $2.5 million in taxpayer money without a specific plan to cover this expense. And let’s not fool ourselves. Raising $2.5 million will not be quick nor easy. As I see it, the Board has two options: raise taxes (via a special property tax or something similar) or implement budget cuts. If the Board were to attempt to meet this expense with budget cuts, such cuts would be significant–at least $800,000 for three years. And even deeper cuts would be necessary if the site has to be cleared before 2013–which is a distinct possibility. Just a few months ago the Board struggled to close a $400,000 budget shortfall; and the result was damn ugly: layoffs for several City employees, raiding cash reserves, unpaid furloughs for all City employees, pay freezes, delays in capital improvements, and cuts to many programs. What will happen when even deeper budget cuts are required to raise $2.5 million? And if the City were to have to pay out this $2.5 million all at once, the impact on the City budget would be devastating. City employees might very well have to endure extended unpaid furloughs. Imagine your local fire station closed for a month or two; it very well could happen. Everyone I know wants to keep the Math and Science school here in Hot Springs. It is an asset for our community. And I feel the same way. But the question is how do our City Directors intend to pay for their promises? If they promise to pay $2.5 million to clear the site for new construction, the Board of Directors should provide specific details as to where they intend to get this money. Simply passing the buck–assuming that "somehow" the money will be found at some future date–is not acceptable. It is time the City Board adopted a pay-as-you go budgeting model. If the Board promises to pay out $2.5 million, budget for that expense today; do not pretend that the problem will simply go away. To do otherwise is both irresponsible and reckless. Editors note: Right on. Today's Sentinel Record editorial put the usual chamber of commerce spin on the school but, unlike you, did not address where the money would come. Which city director or city manager would you put in charge of your personal budget? Kind of scary, isn't it?

Sir, I wonder, did you get the town name correct? That same article could have been written about Hot Springs where employees have been denied a COLA, yet the department heads are to receive up to a $10,000 raise. The City Manager in this case is Lance Hudnell and his assistant manager Steve Mallett has been promoted, advanced, promoted again, reorganized and given yet another raise. His salary is well over three or four times what he started several years ago. Hudnell and Mallett have wasted millions ($3.5M) promoting a new location for a water treatment plant against the advice of the Arkansas Health Department and will shortly be asking the taxpayers for yet another $100 million during 2010.
The employees on the other hand are forced to take furloughs, (even the fire department and police). Yet Mallett and Hudnell continue to waste money although they can afford to contribute funds to Arkansas Math and Science as well as the Chamber of Commerce (recently declared a PAC).
I would like to suggest that you refer to http://www.hotspringstalk.com/Discussions.htm for another, more complete, accounting of Hot Springs government. We have the most expensive budget per capita of any city in the state and they are preparing the board for yet another tax and rate increases.

One Willing to Take "the Heat" for $10,000 Raise From: Not Signed - Hot Springs Date: December 27, 2009
In your December 21, 2009 posting, the author stated that “Mennie” Lenox took the heat last year for overlooking a raise intended for the city employees. I wonder is that the same “Minnie” Lenox that is getting a $10,000 raise this year? Pass the heat over to me. Editors note: She is the same. She is in charge of Human Relations (a department head). Perhaps the $10,000 raise is compensation for being falsely accused? You would think a couple of department heads would refuse such large raises considering their employees are only getting pay cuts. Conversely, we keep hearing how the department heads are telling their employees to "shut up or get fired." Sad situation.

I was not aware that the Good Government Group was ever responsible for city employees getting pay raises. Because of the post on your discussion page, I now know. I also know that you did this at a time that the city could afford such increases.
I continue to be disappointed by things I learn about our top level city employees. That you had to rely on an FOI inquiry to get important information tells the story. We have a local government that is as transparent as a blizzard. Oops…a bad example because a blizzard is white and the color white represents purity. We have a local government that is as transparent as a black hole. Only one member of the Board of Directors consistently considers her constituents with her vote.
I want to thank everyone who has supported the efforts of the GGGG this year. From the “outside” it has become crystal clear who is transparent and who is not. I would like to thank the GGGG for the good work that you are doing. I particularly appreciate your tireless efforts to hold our local elected officials accountable. It is not surprising to me that you are the target of an ethics complaint and that most of your ethics questions (with real teeth) go unheeded. This situation reminds me of a story that was told about a fella who had a log in his eye and he was trying to take the speck out of someone else’s.
I want to publicly thank you for the opportunity to speak to the group of journalists from Southeast Asia, here to learn about good government. The State Department sponsored tour included major cities. It was a privilege to share the 1st Amendment with those who can’t write and speak what they think. The State Department representative (Marty) said that the GGGG of Hot Springs made them feel more welcome than any other host on the tour.
The visit to your group from the mayors of Nicaragua was a highlight of my 2009. They are brave Christian men. Unless we begin to make better decisions in this country, we may eventually find ourselves in a similar situation. Deja Vu All Over Again for City Employees From: Anonymous - Hot Springs Date: December 21, 2009 City employees not just public safety employees all recieved raises on 2008 because of GGGG. In November of 2007 it was reported to GGGG that the City Manager, Attorney and Assistant City manager all recieved a 5% pay raise and the rest of the city employees got nothing. The city denied this and the 4G's did a FOI for those 3 people's salary history which revealed the 5% raises, which immediately prompted the city to let Mennie Lenox take the heat by saying that she made the mistake of not applying the raise to everyone (See the December 11, 2007 posting). City employees, you owe your last raise to the 4G's which is a volunteer group of citizens trying to clean up this cities problems by exposing them. City employees need to understand that you are the key to straightening out the mess this city is in. Some of you have exposed waste and corruption, but every one of you knows of more and if you can not report it to the proper authorities you should report it here. The people of Hot Springs are not going to approve one more cent in taxes until the current wasteful spending regime ends. If you want raises in the future the only way you are going to get them is to become part of the solution and expose the spending problems that got us here. "Thanks for Nothing" on Pay Cuts for City Employees From: Not Signed - Hot Springs Date: December 21, 2009 We wrote you yesterday asking for a little advise and you gave us a history lesson. That did not help us. You said you intervened the last time this happened. What are you doing now? Nothing? Editors note: Okay, we probably deserved your "thanks for nothing" e-mail. However, we are not a law firm or even a "Dear Abby" website. For good advice, you should contact an attorney. If you can't find one that is not part of the "good ol' boy" network, you may want to research "slow-downs," "shut-downs," walk-offs," "organizing," "mass resignations," or "unionizing." You likely already have implemented item one even if it is only psychologically. Hopefully, you won't resort to the latter two but who could blame you? Based on the tone of your e-mail, we are betting you have the fortitude necessary to take care of yourselves. Oh, we also think you cannot be fired for complaining. Check out the "Whistleblowers Act" and you may discover that it is the department heads who are on "thin ice." Send us the names of those who have threatened employees with termination for speaking up and we will see that they are reported to the proper authorities. Sorry we can't offer more help but be assured, most of us stand with you and will support you in whatever efforts you decide even if it is to seek other employment with people who actually care for their employees. The most viable option you have is to remember who voted to give you pay cuts during the November 2010 elections. In the interim, get all your friends and relatives registered to vote.
City Chiefs Given Big Raises While the Indians Get Pay Cuts From: Not Signed - Hot Springs Date: December 20, 2009 Are you not aware of what is going on in the city with the budget and how the city employees are getting screwed while the department heads are being rewarded for helping those good old boys you always complain about? All the department heads are getting raises, some of them are very big raises while the low employees are getting a reduction in pay. No COLA, no nothing. It seems to us that those in positions who helped the good old boys with special planning, zoning, treatment or other special favors are being paid to keep helping them violate laws and harass people who oppose the good old boys. What they are doing is wrong but we were told by one department head if we complained we would be fired. One employee was told by his department head if he complained he could lose his job which was not as direct but was the same message. What can we do? Are you not doing anything or do you not know about this crap? Editors note: We are keenly aware of the plight of our city employees and have heard from several. In fact, we knew what was going to happen before the city directors took the vote to reward the Chiefs and do nothing for the Indians. You may recall that we intervened when the previous city manager proposed giving no raises to public safety employees. The city directors relented then but this, most recent, apparent sham was disguised as an emergency because our city leaders sold it as a necessity intended to "balance the budget." We all know that there is a mammoth amount of "fluff" in the city's budget that should have been cut rather than mistreat our hard-working city employees. For example, Code Red is an unnecessary, expensive, and almost worthless extravagance. One director pointed out there was over $67,000 in questionable travel needs shortly after another director just returned from San Antonio with no report to the public. Program funding for the sister city that spends zero tax money to send people here is apparently still in the budget. Big bucks for relatively new software and software maintenance that employees know was a step backward are still being spent. Several thousand dollars is scheduled to place all the city's trees in a special database. The local chamber executive is still being rewarded with over six figure amounts in spite of his refusal to name any jobs he has or may bring to our city. Payments on over $3.2 million approved for the design of a new water treatment plant apparently are still being paid in spite of the fact that the state has told our two city managers this was a waste of money. Oh, it seems that particular multi-million dollar item was originally presented only as a consent agenda item. That action didn't impress us as qualifying for "open and transparent government." Wouldn't it be interesting if you discovered the same agenda (12/15/09) that cut the city employees' pay while raising the department heads' salaries included $3,369,913 for more out-of-town consultants? Could if be possible that such large expenditures would again be buried in their consent agenda? Do a bit of research on consent agenda item 11 in the city board's last agenda. Nope, you won't see that dollar figure on the agenda. You must go to page 54 of the board members' packet. It is well hidden among various other consulting contracts, fees, etc. Until the city moves it, you can also see it by clicking here and scrolling down to page 54 (see the final sentence). Be assured we will have more to say (watch our "Commentary" section and local "letters to the editor"). It is always disappointing to see deserving employees get a lump of coal for Christmas while the Scrooges get gold.
Parks Department Still Wasting Time and Money From: Ted Burhenn - Hot Springs Date: December 14, 2009 I sent similar information to you about a week ago. Today I was taking lunch once more in the same place. Time 1 pm, two Parks trucks at the Veteran’s Memorial, four “workers”. Two of them were talking on cell phones, one was standing there watching and one was actually working. The three non working stood around for about 15 minutes, then two of them got into a 2 ton truck and drove off. The other stood around for a while (5-10 minutes more) talking on his cell phone, then got into a ľ ton truck and left the only working man alone. It was then I noticed two street department and yet another ľ ton truck by the farmers market trimming trees, (a job assigned to the Park dept.) One was cutting trees and the other hauling about 3 branches at a time (small) to a pile. The man carrying branches was walking so slow it was a joke. All this and the Park Department is least affected by the budget. My dad used to say that you had to put out stakes to see if he was moving at all. Editors note: Both your letters defined what the public sees everyday. You would not believe the number of calls, e-mails, and photos we have of one person working while several are standing around and they are not limited to Parks Department.
City Wasting Money in Lots of Areas From: Ted Burhenn - Hot Springs Date: December 9, 2009
The other day as I took lunch in the Transportation Depot close to the Veteran’s Memorial, two Park’s employees were adjusting the water sprinklers. One walked around for 45 minutes, smoking and reading the plaques while the other looked at the sprinklers. Neither was “working” but the one did not turn a lick for the entire time. The other finally adjusted one sprinkler. They both went back to the truck several times but did not get or put away any tools. Basically total time of 1.5 hours wasted.
I have said it before and will once again try to make a point. We have untold number of employees working at the airport. We continue to build hanger space even at a time that general aviation is at a standstill. Every hanger is suppose to have an aircraft assigned to it and the hanger is to be used for aviation purposes only, yet it is rumored that many hangers have never stored an airplane. I think it is about time for a FOI to attach an aircraft tail number to each and every hanger. One hanger has an RV and a boat but alas no plane forever (since construction over 15 years ago). Perhaps this is not the major savings that Lance needs to balance a run-a-way budget. Does that mean that he wouldn’t pick up a $100 bill on the floor in front of his office?
We just spent $65,000 to investigate if the SW waste water treatment plant was operating properly. Did we hear the results? No. The deal was that nothing was wrong, after the $65,000 was spent. How much did we gain out of the $3M spent on engineering of the fresh water plant to be located where the Health Dept stated all along that they would not agree to? Then Lance takes a team of engineers at a cost of about $4,000 to argue with the Health Dept while he “fiddled” with his new cell phone. Cell phones are again yet another story.
Yes we need to cut the budget. Go to Transportation Depot and count the buses coming and going. Also count the number of passengers. We could afford to order a taxi for each rider and be ahead. We waste $5,000 per day on the bus system. Transportation administration is contracted on a cost plus basis. Waste not, want not. Editors note: Yep, there are lots of places to cut without taking it from the city workers.
Cut Budget Funding for Excessive, Unused Parks From: Barbara Anabel - Hot Springs Date: December 7, 2009
Dear Board of Directors:
When you are planning the cuts to the budget I have heard an item up for consideration is canceling the park activities and park upkeep staff. I am sure the staff from Parks and Recreation can be placed elsewhere through staff attrition in the city employee ranks. This is so obvious a need to the majority of the city residents, and when the market value is there, liquidate the excessive property holdings.
There are about 22 separate areas that are "maintained" by the city now, I believe. Few of these parks or walkways are used with any degree of regularity. It seems the major use comes when tournaments are scheduled for baseball, and this frequently involves the adult leagues too. If one were to drive to the various parks, they would see they have become a "gathering place" and do not represent a safe environment for children or adults unless a scheduled event is being attended. Hot Springs Has Become a Dangerous Place to Live From: Brian White - Hot Springs Date: November 30, 2009
I have been out of touch for a little
while due to a move, although I have remained in town. I have been
appalled at some of the events that I have personally encountered recently
and moreover by the scant snatches of local news that I have been able to
see. The bottom line to my observations and experiences over the past
month or so is that the city of Hot Springs is going to hell in a hand
basket very quickly. Crime is absolutely out of control, yet our ostriches
at city hall stick their heads in the sand and point to gimmicked numbers
to attempt to convince us that we are actually safer.
The ghastly annihilation of an entire
family recently was perhaps the greatest example of what I am talking
about. I am very thankful to the law enforcement officers and agencies who
were unrelenting in tracking down the perpetrators. If the reported
motives for this massacre in the local paper were correct, our society has
certainly shrunk to a new low as far as the value of human life is
concerned.
The first week that I moved back onto
the property that I manage, I was forced to clean house, carrying out two
evictions of people that I suspected of illegal activities. Due process
around here is a swift kick in the butt and a stern warning never to
return, coupled with advice that they not stop until they hit the county
line. I have absolutely no patience with those of what I refer to as the
"vampire culture," who seem to operate only at night and feed off of the
lifeblood of hard working men and women.
Have you driven down Central Avenue
between the Waffle House and the racetrack after dark lately? It is pimps,
hookers and druggies on parade. A few months ago I witnessed a known drug
dealer cruising the high school parking lot. And our city leaders are
trying to convince us that the city is getting safer? Please ladies and
gentlemen, stop peeing down my boot and telling me that it is only
raining.
The truth is that Hot Springs has
become a very dangerous place to live. I have nothing but respect for the
individual law enforcement officers who put their lives on the line on a
daily basis and actually live their oath. It has been my pleasure and
privilege to get to know several.
My suggestion is this. Let's table any
and all expenditures by the city board that are not of an absolute
necessity and clean up our city and county. How long does the board think
that tourists and conventioneers will continue to come to this city when
gunfire echoes through the night. How long will Oaklawn show profits when
their patron's wives are accosted on the street and propositioned or
assaulted?
If this board cannot protect the
citizens of this city, they should step aside. The same should apply to
the chief of police. Stop being politicians and start living up to your
duty to protect and serve.
Editors note: You are totally correct. One of those "ostriches" you reference had the audacity to point out that the killings of three generations of one family was a "county crime." It seems he was more concerned about the city's crime statistics than making corrections or properly prosecuting the perpetrators who reportedly lived in Hot Springs and were well known by our police for numerous offenses. It appears that both the city board and PD needs get their own houses in order first so they can be good examples instead of constant fabricators of unacceptable excuses.

Sentimental-Record front-page headline Friday (11/27/09) reads “Survey:
Small businesses want public option.” The article cites a “study”
reported by “Main Street Alliance.” Makes a person wonder: did the
intrepid reporter, Charlie Gocio, bother to Google “Main Street Alliance?”
How about trying “Main Street Alliance & Acorn?” If so, he would have
discovered that MSA is a “Johnny-come-lately” advocacy front for
government-funded health care (the “public option“), with zero substance
and zero credibility. Its main “advocatuer” (as in “provocateur”),
Samantha (“Sam“) Blair, is a former “student activist” and 2002 graduate
of the well-known hotbed of “progressive thought,” Swarthmore College. Her
big cause at Swarthmore seemed to be getting a “living wage” for College
employees. Lefties love the notion of a “living wage.“ MSA is apparently a
part of the larger and obviously partisan universal health care advocacy
group “Health Care for American Now,” linked to some of your all-time
Leftist favorites like Acorn, moveon.org, SEIU, etc. Just a bunch
of ordinary citizens expressing their views.
This “study” reported by Gocio was apparently published by MSA in July 2009 (Mr Gocio just got his copy) using a number of questions which might have been reduced to a simple and irresistible: “would you like somebody else to pay for your health care?” No wonder even local Chamber of Commerce CEO Dave Byerly distanced himself from the report, correctly observing that most small businesses recognize the dangers of the current proposals in Congress for “health care reform.“ Perhaps the Sentimental-Record should follow up the Gocio piece with a report on just what “Main Street Alliance” is - and even where it gets its funding. Editors note: We checked out their website and you are 100% correct. Their four listed principles (goals) are: affordable costs, guaranteed coverage, shared commitment, and real choices. The latter states, "Everyone should have a choice between private and public health insurance plans." Such a group with such an established agenda should not even be allowed to take surveys much less be quoted as a credible source of information. Shame upon the Sentimental-Record.
Crime in Hot Springs Not Properly Reported From: Not Signed - Hot Springs Date: November 23, 2009
I noticed Hot Springs crime rate has now dropped
from 9th in the nation to 28th due to the way we calculate the numbers.

Did the 5 murders, arson, thefts of tv's, theft of
rims, theft of a pickup, shootout with police etc... count as one crime
under the new system of calculating crimes even though the pickup was
burned across the county and the shootout was at a motel?
I grieve for the family and do not want to make
light of their situation, but honestly is this not how we reduced our
crime rate, by creative accounting?

Most of the crimes you reference occurred in the county but the perpetrators lived in the city so the reporting will show up only for Garland County and not impact the Hot Springs crime rate Yep, what used to be one offense report for each crime now shows up as one. For example, if 8 different automobiles are broken into and burglarized on the same day, our police chief justifies their reporting actions by theorizing that the same criminals broke into all of the different automobiles even though 8 separate victims called in what should be only 8 similar offenses. Perhaps a bigger point is the fact that our police department appears not to be upset with the 28th worst crime rate in the country. Our complacent citizens should be outraged.
Hot Springs Leaders Still Wasting Our Tax Money From: Not Signed - Hot Springs Date: November 12, 2009
The headlines are that the city is in a
dire financial situation. So why did I just receive a code red call
costing 30 cents per recipient on Thursday (after garbage trucks finished
their days work) telling me that garbage trucks didn't run on veterans day
(Wednesday) and that trash pickup will be a day late for the rest of the
week.
Now who is this going to help. My
garbage is picked up on Monday so it doesn't affect me. Garbage was
already picked up on Monday and Tuesday so it didn't help those call
recipients. They didn't call on time to keep people with Wednesday and
Thursday pickups from setting their garbage out. Maybe they will be
picking up garbage on Saturday for people scheduled for Friday but I doubt
it.
If they called 15,000 customers this
call cost $4,500. If they called 30,000 customers this call cost $9,000. I
can get calls about garbage pickup when it doesn't matter, but when
tornados are heading towards my house they only call a hand full of people
that signed up for that.
So what did the City accomplish with
this expensive phone call? The call starts out pointing out it only
applies to city customers, so are they calling county customers? It sounds
like they really don't know who they are calling. They are just spending
money telling us what common sense should tell us for free, that
government workers don't work on federal holidays and that they have to
catch up for a few days afterwards.
Editors note: Go look in the city's official dictionary. You will discover that it does not include the word "economize." The state, county, and most cities in Arkansas are cutting back. Guess which city is talking about more and even higher taxes? Well, except for Benton which just voted down a half-cent public safety tax yesterday.
Citizens Concerns Different from City Concerns From: Mrs. A - Hot Springs Date: November 8, 2009
Did
anyone read the front page article in the Sen. Record last week in which
the City Board of Director members stated the issues of importance to them
and prioritized the issues? Once again, Mrs. Maruthur is the only person
wanting a balanced budget! Amazing....also, it is a very poor state of
affairs when the Board of the City lists "Code Enforcement" as the lowest
priority for all.
In case they are just sleeping through the season, someone needs to inform these folks that this is one of the selling points of living in the city, and if they do not see the importance of the need for code enforcement, more and more POA subdivisions will appear as people do not want to live in an area so poorly maintained as to lower everyone's property value. Much of the city is like this already.
I also
heard the police chief and fire chief make their presentations before the
Board of the city. My question is, and has been for some time:
Are there any citizens (taxpayers) sitting on the board that
negotiates the salary, retirement, or the
percentage of contributions the employee should make to their
own retirement and medical coverage?
As for
the 100 police cars, and the fact that these are used as a "perk" for the
employee...I think this needs to be revisited!
Somehow there is little concern for the average taxpayer living in this
town...we must make our budgets work. As a person living within a budget,
I would happily show many areas of expenditure that do not need to be
funded. Naturally, this would be the non-encumbered funds ...the city is
very good at bond indebtedness! Since you (the taxpayer) can not satiate
these folks, you might as well vote "NO" to every opportunity they offer
to throw money away for trips, charities, separate school programs, etc
that should be annually reviewed rather than just carrying on with each
new budget.
Editors note: Good points and good questions all. The code enforcement item is actually a moratorium on enforcement which mean they will continue to set court dates for those folks who let their grass get to high or don't have the proper house numbers displayed.. Hope you aren't holding your breath while waiting for answers or explanations from those city leaders.

We started to write you to comment on your Oct-24 posting saying the Police Chief and Fire Chief tax recommendations were ridiculous. We agree with that statement but after reading todays newspaper article on the tax, we felt we had to write you. We have a relative that works at the police department and the mess Rays posting and your comments touches only the tip of the iceberg. It is a bigger mess than the public could believe. We think the way the department operates is illegal and are trying to put you in touch with those who know how bad it is. We talked to our relative and found that most are afraid to talk to you because they would be fired. Some of the problems were talked about and the attachment has many of them. Do not post the attachment until we get someone who knows them first hand to talk to you. Can their talk with you be kept confidential? Editors note: Absolutely. We already have numerous letters, e-mails, and direct conversations with several people who do not wish to be identified (see July 22, 09 post). Unfortunately, this means that little can be done because what appear to be wrongdoings are not substantiated and, as such, remain only as allegations. Almost all of the items you summarized on your attachment are items we had previously been told about. We e-mailed you a request for additional information on those items that were new. Please, if at all possible, provide us with photos, documents, etc. for these items. We would love to set with your relative or anyone else but we need firm evidence that can be sent to the proper authorities.
Chief's Recommendations "Ridiculous" From: Ray - Hot Springs Date: October 24, 2009
We watched the last city board meeting on channel 15
in complete disbelief at the requests the chief of police and fire chief
made. Most states and cities all over the country are cutting budgets
including Arkansas and its larger cities but not Hot Springs. Some
citizens stood and made comments about how ridiculous the city's attitude
is thinking the taxpayers will support them. Think again chiefs. Hot
Springs has gone to the proverbial well so many times that the old well
has run dry.
The editorial in todays newspaper put it very well. One paragraph sums it up very nicely. It states, "Public concern about waste and skepticism about how government manages 'our money' is increasingly apparent. If elected representatives, the city manager, the police and fire chief don't see that, they are woefully out of touch with their constituents." Not only are the chiefs and our city representatives "woefully out of touch" they have shown time after time they don't care what their constituents think. Why should this time be any different? Forming a task force made up from chamber people and fifty for the future people only proves they are going to use only the good old boy network to justify taking more money from our citizens. There are major problems at PD (police department) that the public does not know about. There are major problems when the PD chief wants to spend $8,000,000 which he says is an old "conservative" estimate for less than 100 radios. Chief - that is over $80,000 per radio. To paraphrase the newspaper editorial, do you chiefs think the citizens are not concerned about waste and skeptical about how the city spends "our money" when you want to spend over $80,000 for a radio. We can still do long division. What you are asking is totally ridiculous. Didn't we just pass a public safety tax a few years ago? No the citizens will not approve a ridiculous tax increase especially now. We agree with the recent article on your website "What part of NO does city staff not understand." Our recommendation - scrap your ridiculous request now, get your own house in order and save some face with the public. Editors note: Yes, the citizens did pass a "public safety" tax a few years ago. We don't know where you got your information about "problems at PD" since you didn't elaborate. We assume you reference similar reports made to us about nepotism, improper affairs, unfair and unqualified promotions, cliques, and having the oversight Public Service Commission in the chief's pocket. You should also know that Fayetteville and Washington County just purchased 286 digital radios for around $1.5 million. That works out to $5,244.76 per radio which seems high but apparently also includes towers, etc. That is still considerably less than the $80,000 per radio you and the police chief reference. You didn't mention the potential for this action killing any chance for the public approving a tax for a much needed new jail. We do still have a major crime problem and we need a jail badly. Wouldn't you think those involved in public safety make the jail their top priority? What gives here?
What Part of "NO" Does City Staff Not Understand? From: Not Signed - Hot Springs Date: October 22, 2009
A few years ago there was a popular country western
song titled "What Part of NO Don't You Understand". It looks like some of
our city staffers and officials need to be asked this question and
reminded of the definition of the word NO when it comes to their obsession
of putting a water treatment plant on the lower end of Lake Hamilton.
Not only has the public emphatically said NO, but
the Health Department as well on repeated occasions. Yet our wonderfully
public minded (sarcasm intended) city officials cling to their
determination to sneak it past the citizens and put an ill-advised and
dangerous water treatment plant on the most polluted area of Lake
Hamilton.
In an article published in the Sentinel Record on
October 22, 2009, the only concern that Deputy City Manager Steve Mallet
expressed was one of financial considerations. What about the public
health issue!
If this treatment plant is somehow brought into
existence at this location, the Advertising and Promotion Commission
should get ready to use this new slogan.
"Welcome to historic Hot Springs. Just don't drink
the water!" In case our city staffers and officials failed English
throughout their academic careers, No means NO!
Editors note: Hey, one of our folks told them at the last city board meeting we needed to stop spending millions to design a water treatment plant at a specific location that will never be built. Yep, they ignored that also. If the city would just quit wasting our hard-earned tax dollars, they may not need yet another tax increase.

The three newest members on the Arkansas Walk of Fame are Joe Hunt, Jerry VanDyke, and Charlie Rich (represented by his son, Charlie Jr.) shown in the photo below. All stayed to sign autographs and pose for photos.
For whatever reason, cold weather or lack of advertising, the crowd at the evening performances was small but the show was fantastic. It began with Joe Hunt, then Sonny Burgess and the Pacers, and wrapped up with Charlie Rich Jr. who bears a striking resemblance to the Silver Fox. Charlie certainly has picked up where his dad left off. If you didn't know better, you would swear it was Charlie Rich Sr. singing "The Most Beautiful Girl in the World" and "Behind Closed Doors." Motive of Veterans: Honor, Integrity, and Sacrifice From: Brian White - Hot Springs Date: October 19, 2009
The date was June 25, 1976. I stood with a group of
more than 50 other young men fresh out of high school, not knowing exactly
what to expect when a very stern looking man in a crisply starched uniform
told us to raise our right hands and repeat after him. I wasn't aware of
it at the time, but I was about to take an oath that was to change my life
and establish a code of conduct that I would carry with me through the
years. I was about to become a United States Marine. Although I cannot
remember the entire oath, the part by which I live was a single sentence.
I swear to uphold the Constitution of the United
States against all enemies, foreign and domestic.
Last week I was discussing this oath with a
relatively new friend, who had just returned a few months ago from two
combat tours in Iraq. He believes as I do. Our oath did not end when we
were discharged from active duty and took our uniforms off. It is still
just as meaningful and I am just as duty bound to uphold it today, 33
years later for me, as I was on that summer day of our nation's
bicentennial year.
This is an open call to action for all of those men
and women who have answered their nations call and joined that unique
group of Americans who know what it is to voluntarily leave family and
friends behind, laying your life on the line at any time to defend the
freedoms that many of our fellow citizens take for granted. Our nation
needs us still. Just as importantly, our city, the place that we have
chosen to raise our families and make our homes, desperately needs us.
Our city is in danger of being overrun by those
whose motives are the opposite from the honor, integrity and sacrifice
that we have all lived by. Do we really want to sit idly by while people
to whom greed is god lay waste to our neighborhoods, our schools, and
trample all over the constitution that our brothers and sisters, along
with ourselves, paid for in blood and tears?
For me, the answer is a resounding NO. I will not
sit by and watch as my beloved home is systematically destroyed. I will
not remain silent while this group of individuals taxes my neighbors
without input or representation. I refuse to bow to the will of people
with questionable character as they thumb their noses at the ordinary
citizen with an elitist attitude.
I encourage every veteran within the Hot Springs
area to join me in stepping up and taking action. Our weapons may have
changed from M-16's or F-16's to the law and the ballot box, but our
mission remains the same. We are still the defenders of the United States
Constitution. We are still the defenders of liberty for our family,
friends and neighbors. We are still duty bound and honor bound to defend
the helpless from those who would prey on them.

GGGG Adversaries Getting Nervous From: Brian White - Hot Springs Date: October 7, 2009 Please post this as a response to your commentary ("Commentary" page - Oct. 3).I too was disappointed and surprised to see the front page lead story on the GGGG's ethics inquiry. More than the absurdity of printing a story about a confidential proceeding, it spoke volumes about the lack of journalistic integrity in our local newspaper. Don Thomason may have written the story, but make no mistake, it was Melinda Gassaway who had the final say in when and where to run it. The complete lack of judgment on her part is unforgivable. Coming from a journalism family, I even got a real kick out of how Don wrote the story. I have a feeling that he knew that it was a non-item, which is probably why he included the quotes from the source saying that he wasn't sure the GGGG had done anything wrong. The story was way off from Don's normal style seen through his body of work. I am assuming that he was following a distasteful order on this one. I truly believe that it is time to contact the owners of the Sentinel Record and insist that Melinda Gassaway be replaced as editor. Her bias to those who control Hot Springs is sickeningly obvious. The entire slant of the paper appears to be not to cast a negative light on Hot Springs that the tourists or potential residents might find offensive. Here's a prime example. When my wife and I investigated the Hot Springs School District and found numerous violations of state and federal law, the Sentinel Record decided to kill the story after one of their reporters had worked for months on the investigation. The reporter resigned in disgust. Within a couple of days of the story being killed, the Hot Springs School District ran several large display ads at a cost of thousands of dollars. Sounds a little kinky, doesn't it? In fact, the only time the paper ran anything about the situation was after the state Department of Education got involved and found that what we had been saying all along was absolutely true. In the short term, I believe that we as citizens should exercise our rights in the power of the boycott. Newspapers depend upon advertisers for their existence. If those advertisers begin receiving hundreds and thousands of calls and letters telling them that their business will not be patronized while the local newspaper continues in the good ol' boy puppet mode, the economic impact could and would make a huge difference. Come to think of it, that might be a pretty good way to find out where our tax dollars are going with the hamburger tax. Stop eating out and putting more money into the A&P Commission coffers until they get off their arrogant high horses and become accountable to the people. Sorry about getting sidetracked there folks. Back to the ethics commission, let me just say that I am very confident that the GGGG will be exonerated of any wrongdoing. After all, the mission of the ethics commission and the GGGG are virtually identical. We are winning the fight to take Hot Springs back. Our adversaries, who refuse to come into the light of day and prefer to hide in the shadows, must be getting pretty nervous if they are stepping up their attacks. Hang in there friends. Hot Springs still is controlled by the same factions as when the mobsters ran the town using it for their retreat from crime in bigger cities. Today it's different generation, same dirt. What is so apparent to my mind is dirt can be found from Washington, D.C. to our little Village and everyplace in between. Groups like the GGGG have always been around, remember our Friends to Preserve Paradise? Sometimes they help, but when one dirt bag is uncovered, another is always ready to take it's place. After reading yesterdays news headline (Sentinel Record - Oct. 3) and your artical (Commentary page - Oct. 3) we knew the name of Joel Ruch was familar being connected to the school district but we were not sure he was one of the good old boys until we did some talking and some digging. We found out he is who we thought, one of the ones that lives off us taxpayers and it looks like he got caught with his hand in the til. He and Roy Rowe (former Superintendent - Hot Springs School Dist) had some kind of sweetheart deal the state looked into and must have had something to do with why they are no longer with the district. I just got started looking at Mr. Joel Rush. It
appears that he had some ethics problems of his own not too long ago.
He and The Learning Institute were part of an investigation requested
by the Department of Education and conducted by the Division of
Legislative Audit in 2007. From what I have read so far, the boy has
misbehaved, or should I say, has behaved in typical Hot Springs
fashion. If you google Legislative Joint Auditing Committee and Joel
Rush you should be able to get the report.

Time To Play Hard Ball With The City Bunch From: Brian White - Hot Springs Date: October 2, 2009 Well, once again the Board of Directors has shown that quality of character doesn't matter when it comes to their decisions. The appointment of Pat McCabe was quite possibly the most bone-headed play I have seen in my entire life.
Guess what folks. What McCabe did, whether it was thirteen years ago or yesterday, was reprehensible. He made quite a sight at the meeting, standing there with his arms spread wide in supplication as he said he had made a mistake and exercised poor judgement. What a crock! Behavior like that is at the core of a person's character, not an unfortunate mistake. There is absolutely no way that anyone reading those letters could assume that they were humorous. Mr. McCabe was very apologetic, as any criminal in the county jail probably was at the time of his arrest.
I suppose I shouldn't be surprised that Mayor Bush didn't seem too offended. Watching the body language and hearing the banter between the two, it was obvious that they were friends. Wasn't it our mayor who thought it was funny and livened up the meeting a while back when a former board member made a vulgar comment to Director Maruther?
I have tried to reason with the board as a matter of professional courtesy. This appointment has removed the scales from my eyes, so to speak. There may be a couple of good board members, but all in all, they don't give a hoot what anyone in Hot Springs wants if they are just a common citizen.
My friends, it is time to take the gloves off and play hard ball with this bunch. I encourage everyone who is sick and tired of having their intelligence and ideals insulted to go on the offensive and take this city back. The Weatherford recall showed that it is possible to have someone removed. It may be too late in the election cycle to do another couple of recalls, but it is not too early to start serious independent investigations into the dealings of this particular group of individuals and start selecting and campaigning for next year's candidates.
We must encourage all like-minded citizens of Hot Springs to begin taking action now. The appointment of Mr. McCabe was the last straw. The Board had a chance to take a stand for decency. Instead, the good ole' boys and their puppets chose the course of debauchery. I hope Mr. McCabe doesn't get too used to that seat. I don't think he will be in it for long. I only hope that his replacement remembers to sanitize the seat before he/she takes over.

Bad judgment all around - not a good start. J Editors note: Hey the time for changing city hall is 'past due' but it still can be done. We must stick to the same comments given on September 30 (below). The board's actions do most strongly demonstrate how desperate they are to maintain their choke-hold on running Hot Springs. Hopefully, our citizens are beginning to ask, "WHY are they so desperate?"
Good Ol' Boy Just Not The Same Anymore From: Brian White - Hot Springs Date: October 1, 2009 While enjoying the company of a friend this week, some of our conversation turned to some country western singers of yesteryear. It started me thinking about the good old days; years spent living in Texas and Oklahoma where I lived and worked in both rural and urban settings.
Back then, being referred to as a "good ol' boy" did not carry with it the negative connotation that it does today in Hot Springs. On the contrary, it was an honor for one's friends and business associates to consider you a "good ol' boy".
The phrase meant that you were a man of honor and integrity, who had earned the trust and respect of your peers. It meant that you were the type of person who could be depended upon to be there when needed, whether it were something as simple as helping a neighbor change a tire or watching a friend's children if the parents were called away during an emergency.
Being a "good ol' boy" meant that your word was your bond, and that a handshake was the only contract required. You walked down the street with your head held high, and did not do anything under the cover of darkness that you would be ashamed to have exposed to the light of day.
A "good ol' boy" gave an honest day's work for an honest day's wage, and did not shirk his duty and responsibility to his family, his church, or the city or rural county that he called home.
Many of us still live by these principles of honor, integrity and trust. Perhaps one day soon, being referred to as a "good ol' boy" in Hot Springs will mirror these principles and once again be restored to an honorary title that one can be proud to carry. Editors note: Thanks. Most of our older citizens remember the days including the honor and trust most of us had in one another. One is reminded of the stark comparison after living in Hot Springs for only a short while. We truly don't think anyone who has lived in our fair city for long can ever go back and put the "good" back in "good ol' boy."
New Director Selection Prompts Riddle for the Day From: Ted Burhenn - Hot Springs Date: September 30, 2009 Riddle for the day. What does Roman Polanski, Pat McCabe and Karla Faye Tucker have in common? They all committed crimes or bad calls in judgment for which they were truly so-o-o-o-o-o-o sorry, (or at least sorry that they got caught), begged forgiveness and repented. How did they differ? Polanski and Karla Faye were not from here and thus Polanski will most likely face extradition and Karla faced execution. Pat McCabe is now one of the good ole boys and will serve on the Hot Springs City Board of Directors taking the place of the director removed because of his shady deals. Are we any better off? I think not. Where Karla messed up, is in address selection. If she had only used the 71913 zip code, she would be making City decisions on how to spend your money. It is not too late for Polanski though. He can run down to the post office and make the change in time to become Mayor of Hot Springs. The vote was 4 to 1 with Peggy Maruthur being the only individual thinker of the bunch. One would have thought that Ms Jones and Keheley might have been a little more intolerant since McCabe’s “Crime” was belittling women sexually. Sorry folks but my mother was a woman and what I read was insulting. And I would like to think that a couple of the people mentioned in “McCabe’s Letters” are friends of mine. Too even joke about things like that would be cause for “tar and feather” at one time in our history. Maybe I am getting old fashioned, I still think that honesty and integrity should be rewarded, but what do I know. I’m not a City Director. Editors note: If honesty and integrity are old-fashioned traits, we are also proud to join you in being "old-fashioned." Thank goodness you don't possess the characteristics of most of our self-serving current city directors. As to your assessment of our new city director, errors in judgment often occur when people let their guard down thinking they are only speaking with friends and these times typically reflect ones true character. The time that has passed and the apologies that have been given are not nearly so important as is whether or not the person has changed. We sincerely hope this is the case sp let us give him a pass for now. He did say he is an independent thinker. We have 13 months to determine if he is really one of the good ol' boys or is actually an independent. What is most disgusting is that the board again proved that they have only one independent thinker. But hey, they are at least consistent and simple to predict. Note our providing the news of who the new director would be following the item below and those e-mails of August 25 and 28. We noted that one of our staff even congratulated the new director prior to the "fixed" selection being announced at last evening's meeting.

Editors note: Thanks Mark. We certainly hope that the board will listen to whatever comments anyone has to make but, given their history, that is doubtful. The person to whom your letter refers has already been selected by the board (see Aug. 25, 28 below). How else could they perform interviews and then immediately thereafter, announce their selection? We should note that you provided over one hundred pages of information but much of it was similar. We did attach the Fantasy Football letters but, since you made reference only to an attitude toward women with no direct reference in your letter to the issues of gambling, racketeering, a lawsuit resulting from exhibit 12, disciplinary action, or depositions from the federal lawsuit, we did not address or attach those here. Message to media dated 9/29/2009 from mark_toth@sbcglobal.net: (read no further if crude language offends you) The issue is not the lawsuit, but rather Mr. McCabe's character--as evidenced in what he actually says about women in his own words. The lawsuit simply made available written documents that bring his true character into the light. Please take the time to read Mr. McCabe's Fantasy Football Newsletters for weeks 1, 2, 3, 4 and 5. Those letters, containing repeated hateful, disparaging comments about women speak as to Mr. McCabe's "real" character.
Consider some of Mr. McCabe's comments:
"At last years super bowl party, while in good spirits, a fellow FF [Fantasy Football] owner spoke negatively towards me. ...I was crushed, heartbroken. I've carried this pain, this hurt, all Spring and Summer to this DAY. Barnett [the team player who disparaged McCabe] may Brenda in the heat of doing that nasty thing get a cramp in her calf causing her to bite down hard resulting in your Johnson being severed." Referring to a prominent family of physicians, Mr. McCabe wrote: "The only good Bodeman is the one without a member. At least I'd have some use for her." [Week One Newsletter] [Question, to what "use" is McCabe referring?]
"Remember how I introduced you to the guys as the one who delivers babies and looks at sick twat during the day. I hope your practice grew because I would hate to have that same old twat hanging around the office all those years...." [Week One Newsletter]

Talking about two prominent local physicians, McCabe wrote: "On Week 3, Klienhenz and Braun take wives to a couple swap in New York City. Bob calls in lineup from NYC with Robin giggling in the background." [Note, "Robin" is not "Bob's" wife.] [Week Five Newsletter].
If McCabe had made similar vulgar and disparaging comments about a group other than women--say a racial or religious minority (such as African Americans or Jews [He's head of the Jewish Hospital after all])--the outrage would be deafening. Again, the issue is what McCabe wrote and how his words provide insight into his true character. Some Acronyms Require Explanations" From: Not Signed - Hot Springs Date: September 23, 2009 About the HL in the SR (9/20) about the DOI’s THM and the lack of RSVP by the IG and did it come from the A&P?. WHO WROTE IT AND WHAT WAS THE COMPLAINT? I read it several times, were they complaining because they didn’t get invited, did get invited, invited the wrong people, allowed General Public into a open meeting?
Perhaps Town Hall Meetings should be by formal invitation only and all guest lists be approved by Steve Arrison. I guess I missed the newsworthy part, did I drop part of the paper? Hell of a way to run a debate.

That some Pryor staffer thought the meeting would be closed (excepting Arrison's invitees)? That some attendees had "pre-printed name tags?" Help me out. Perhaps you could follow your piece up with an explanation of what you were writing about. Precious Baby Barbara, and Pastor Carney, told him that if he had "done his homework" instead of repeating like a parrot what Arrison had told him to say, and that WE were invited, he chose (rather than admit he is a puppet reporter) to do a FOI on the invitations as he could not accept the fact that WE COULD BE THE TRUTH TELLERS in the silly scenario. None of this would have been necessary had he just bothered to find out who did and did not have invitations at the "get-go".
Examples of Arrogant Bluster and Lack of Substantive Arguments Which Plague City Leaders From: Brian White - Hot Springs Date: September 21, 2009 As the citizens of Hot Springs and members of the GGGG continue to make positive strides in giving our city back to the people, those who oppose the very idea of transparent local government are responding in predictable fashion. Arrogant bluster and an absolute lack of a substantive argument. Let's look at a few examples. 1.) The absurd claim made by the head of the Chamber of Commerce during the Sept. 1, 2009 public hearing on water rates that he was there in his "official" capacity and represented "all" of the businesses of Hot Springs. He certainly didn't represent mine. If he did, the only comment I would have to offer such a representative would be, YOU'RE FIRED! By the way, why are our tax dollars subsidizing the Chamber of Commerce anyway? Of all of the cities I have lived in, this is the only one where the chairman of the chamber is referred to as a CEO and is subsidized by the good ole boys. 2.) The infamously arrogant Steve Arrison crying foul when those opposed to the agenda approved by the Hot Springs puppet masters attended the meeting with Interior Secretary Salazar. What's the matter Steve. Is the light of day and accountability for your words and actions too strong for you? Get used to it. We're just getting started. 3.) City Director Tom Daniel, who once again showed his duplicity during the city board meeting of September 15, 2009. While suggesting to Mr. Tom Brown, a concerned county resident virtually surrounded by the city, that he annex his property to get lower water rates and city services, Mr. Daniel didn't seem to want to take his own advice when questioned about the location of his fireworks business by Director Maruther. Director Daniel also made a comment after I read a letter written by my wife concerning the deterioration of local neighborhoods that the city would always have crack houses and meth houses. This is a slap in the face to every citizen of Hot Springs that is doing their best to clean up their neighborhoods and preserve the older sections of town. It is also a direct insult to the men and women of local law enforcement, who place themselves in harm's way every day to rid our city and county of the scourge of illegal drugs. Director Daniel owes this city and its protectors an apology. 4.) Let's not forget our illustrious mayor. Mayor Bush was asked to deliver a welcome address last week to a group of Nicaraguan mayors visiting Hot Springs at a function sponsored by the GGGG. To say that the mayor appeared very nervous during the brief time of his attendance would be an understatement. His obviously unprepared welcome message to the visiting dignitaries fell well short of sincerity. His reference to "tourism" being the "engine that drives Hot Springs" was especially interesting. I always thought it was the people, ordinary tax paying, law abiding citizens like you and I that drove Hot Springs. The recent success of the citizens of Hot Springs have got the good ole boys rocked back on their heels. The puppet masters have to be sorely disappointed in their marionettes. Good. The time of the good ole boy system of government in Hot Springs is coming to an end as more and more citizens answer the call to action and fight back. Keep the pressure on. We are winning. Editors note: Reading between the lines of your email seems to indicate that chambers should represent the business community rather than "good ol' boy" networks. We have witnessed the chamber CEO on several occasions tell people "HE" represents the business community. You are not the first business owner or operator to complain about his improper and inaccurate declarations. Several have resigned their membership because of this. You also ask how the chamber can be subsidized with tax money. Note that some chamber executives are immediate family members or close allies of A&P executives, whose board members are all either city board members or appointed by the city board, and then ask yourself, "what else could we expect?" We even have other relatives, current or former employees, and political allies serving as city paid employees. Even a brief look at the city police department will show that husbands and wives work there plus other improper relationships. We recently witnessed the immediate appointment of a person to the civil service board, which is intended to oversee the police and fire department, after freely admitting that her son was a fireman and her brother-in-law and business partner was a captain with the police department. It appears that her niece's husband (who had been released from duty) was rehired by PD shortly after her appointment. Not only do our leaders not know the meaning of "conflict of interest," they also don't know the meaning of "nepotism." As to the A&P head crying foul, wouldn't you complain when anyone questions your arrogant actions especially if it could jeopardize your six-figure income? He and others have managed to ensure that only one side of the story has been heard for so long that they may actually believe that their side is the only one that should be heard. Any city director saying our city will always have crack and meth houses demonstrates that he does not plan to work for the best interests of our city but don't hold your breath waiting for an apology. We'll likely to get more arrogance, intimidation, and ignoring. Whoops, almost used the word 'ignorance' but then again, ignoring does become ignorance, does it not? You are correct that our citizens have begun to fight back. When an elected official who ignores the wishes of the people is recalled by a vote of over 87 percent, it is obvious that our citizens are beginning to realize what is going on.
Commentary on Hot Springs is Fine Explanation of What is Wrong With Hot Springs From: City Resident - Hot Springs Date: September 20, 2009 I believe the letter read by Brian White, and written by Karen White, is the finest explanation of what is wrong with Hot Springs that I have ever read.
I know quite a few people that have lived in the area for several years, born and raised here, and certainly their ideas of what makes a great city are nothing like what is being forced on them and their families by the planners of all of the growth and development in this area.
This area used to appeal to the retirees, but as things are going, Hot Springs is becoming the very thing they were looking to distance themselves from. I understand Karen and wish more in city planning cared as she does for Hot Springs. When all of the growth possible is forced onto the residents, the big planners will move on to destroy another small, quiet, friendly city and turn it into a impersonal conglomeration of busy people lacking time for civility and all driving at 70 miles an hour just to "keep the pace".
I am sorry for Karen, her family and all of my friends that can only share memories of the past and their life in Hot Springs ages ago. School Board Officials Should Also Be Accountable and Transparent From: Brian White - Hot Springs Date: September 19, 2009 If you haven't already heard, the September 15, 2009 school board elections ended in a runoff between the incumbent, Steve White, and Rick Myrick. I encourage everyone to do their homework and look into these men before casting your vote. I have, and have been sadly astonished at what I have learned.
Without opening myself to any possible legal action, let me say that I would vote for just about anyone before I would vote for Rick Myrick.
I would also like to encourage everyone in the Hot Springs School District to take part in this election. The Hot Springs School District is in desperate need of change. Our drop out rate is horrible. There is continuing controversy over the treatment of Special Education students. There are still unanswered questions about the arrogance displayed by the district Administration and School Board. Yes, we need a change, but voting for Mr. Myrick is not the way to get the sort of change that we need.
I was disappointed to see that there were less than 200 votes cast in the Hot Springs School Board election. Whether you have children enrolled in school or not, it is incumbent upon any registered voter to take part. We have to realize that the people who occupy those seats set the policies and curriculum that our children are indoctrinated with for nine months out of the year. Concerned citizens have just as large an obligation to be watchdogs over the school board and school district as they do any other government function.
A large election turnout would send a message to the "good ol boys" and "good ol girls" in the education system that the old way of doing things is over. So would attending school board meetings with the same frequency that many members of the GGGG attend city board meetings. We owe it to our children and grandchildren to do what we can to ensure that those tasked with their education are just as transparent and accountable as we expect our other elected officials to be. Editors note: We join you in encouraging everyone to vote in their school board elections. If the good people in any community don't vote, who does that leave to elect the people that run the community? People who don't vote should lose all right to complain.
We "Tell It Like It Is" From: Newcomer - Hot Springs Date: September 9, 2009 [09-09-09 at 09:09 AM]
We have lived in Hot Springs for over a year now and decided it was
time to find out what goes on in local government. A neighbor
recommended your website and we had already accidently found the
City Board of Director's meetings on cable. We just wanted to send
an e-mail to you to thank you for telling it like it is. We also
found the link to the good government watchdog bunch our neighbor
told us about. We plan to go to the next meeting of that bunch. One
e-mail that was sent in on Sept. 5 was in the letters to the editor
of todays Hot Springs newpaper. We wondered if the newspaper copies
e-mails from your website and if that happens often. We do see lots
of facts about what is going on with the citys water problems, the
A&Ps arrogant guy, and several other issues that the people need to
know and again thanks for telling it like it is. Is the person
talked about in todays paper as head of the Convention and Visitors
Bureau the same guy that is in charge of the A&P and is that
appropriate? It sure sounds like the guy must be from Russia or
somewhere if he thinks only his people and city board members should
be invited to meetings. Especially meetings designed to hear what
the public wants. Please just sign us as newcomers. Were you
involved in the sucessful recall election? If you were,
congratulations. We do hope to get involved soon. It sounds like
this city needs some help.
Editors note: Thanks for your kind words. We will continue to "tell it like it is." The local newspaper is often sent "letters to the editor" that have been e-mailed to us. The reason you see those letters on our site first is simply because it takes a bit of time and proper space planning before they are published in the local newspaper. As to the "head" of the Convention and Visitors Bureau being the same person as the head of the Advertising and Promotions Board (A&P), you are correct. It is the same person. We don't really know how appropriate that is. We dislike the old phrase, "we've always done it that way" but if you ask why, that is likely the answer you will get. Yep, some of our people were involved in the recall effort and we look forward to your civic involvement in the future.
Follow the Money From: Unsigned - Hot Springs Date: September 7, 2009 Let’s say someone owned all the land or represented most of the property south of Lake Catherine to Highway 290. Maybe the land that is shown with a marked line around it including the little subdivision and small lakes inside. Or say maybe they have an option on the property. Or perhaps the other property on the West side of Carpenter Dam.
Let’s say that land is now worth $4,000 an acre. Let’s say we can’t subdivide any more for the lack of water and sewer or the exorbitant costs for water and sewer service extensions. Now let’s say we get the City to build a water treatment plant, oh I don’t know, somewhere south of the lake and say we pump that water back across Lake Catherine. Sort of would be a very convenient source of water wouldn’t it? Now since the City is also willing to build a bridge for the water (which is on the wrong side if the water was for the city), let’s say we also use that bridge to carry sewer to the regional sewer plant. Say we do all of that at the city’s expense. Suddenly our $4,000 per acre property is worth, I don’t know, maybe more like $2,000,000 per acre in Ľ acre plots. AND let’s say we build houses ranging from $350,000 to $1,000,000 on each lot. Suppose how much we could make off that property. I wonder how much you could afford to pay someone like, I don’t know, maybe a City Director or Manager past or present to get that deal done? Would it be worth several million? Of course we need to upgrade the existing sewer plant, divert city sewer to the SW Waste Water Treatment Plant, build a new pipe line from Carpenter Road to Malvern. But no problem, we’ll raise the rates. We will of course want to be annexed so we don’t have to pay the higher rates in the County.
Oh on the plus side, now that the land will be subdivided, the area sold to the City for the water plant and ROW is now worth more than the cost of connections. What if someone anonymously indicated that this is the real reason behind the present push for Water Treatment? Maybe someone who could not afford to let it be known that he was the leak in the plan? Editors note: Thanks to your questions and supposings, the city's really really poor plan is beginning to, just possibly, come into better focus. Since we're just supposing, you're not forgetting the 300 acre park and frisbee golf course that will be maintained by the city adjoining the property, are you? That park could possibly also increase the property value and provide a buffer between those who may otherwise put in trailer parks or low income housing, would it not?
"Over the Line!" F rom: Ken Carney - Hot Springs Date: September 5, 2009
I don’t normally
respond so quickly to comments and statements made personally about
me, however, I feel that this one needs a quick and appropriate
response. Since it was made publicly, I feel it needs a public
response. In Friday’s Sentinel Record (9-4-09), the CEO of the
Convention and Visitors Bureau (which is a paid position) stated
that he wished Secretary Salazar hadn’t heard “…from one group of
six people who are trying to get their names in the paper for every
issue that is coming up.” This comment was made in response to the
meeting with Sec. Salazar where concerned citizens used their first
amendment right of “free-speech.” Instead, Arrison said, “I wish we
could have invited other board members and members of the public who
support our position.” Isn’t that “business as usual” where the
chosen few control the city and the voice of the taxpaying public is
never heard? He failed to mention that he and others who support
his position had a private dinner with Mr. Salazar the night before.
Finally, for the first time in years, the opposing opinions are
being heard, even to the “successful recall of City Director Carroll
Weatherford, who was also a member of the ad commission,” as
mentioned in the paper.
To question one’s
motive for expressing his opinion involved a lot of assumption, and
arrogance. I have lived with “behavior cops” all of my professional
life…and I have not run from their words, whether wit or wisdom.
Mr. Arrison needs to apologize to everyone about whom he made this
derogatory comment. It may be appropriate for the “good ole boys,”
but it is entirely out of bounds for his public position.

invited to come to the Lamar Bath House and for Mr. Arrison to
insinuate that I “simply came to get my name in the paper,” is
without question, a slap to my character and to my first amendment
rights. His statement says more about who he is than who I am, or
the others he referenced.
I was not paid to
come and represent anyone. I did not bring a lawyer to speak for
me. I spoke only for myself and my family as law-abiding citizens of
Hot Springs who love this community dearly. I do not receive a
salary to speak out for the good of the community or stand for any
issue about which I feel deeply. I speak because it is in the
fabric of my being to help make this community a better place in
which to live. I will always speak out against the vices that
destroy the families of our city, and I will support all wholesome
endeavors that bring families and communities together (i.e. the
National Parks System). Edmund Burke said, “All that is necessary
for evil to triumph, is for good men to be silent.” I will not be
silent, and thank God there are others who feel the same way!
For Mr. Arrison to
question the intent of those who expressed their opinions and to say
that they “just want to get their names in the paper,” is without
question, a disparaging—controlling remark. It is sad that a
community leader does not want to hear what others have to say. No
city official or leader, elected or paid, should attack the motives
of concerned, law abiding, taxpaying citizens.
Mr. Arrison, you
have crossed the line of integrity and you need to apologize for
questioning the motives of citizens who love this community and who
are brave enough to speak out!

It is time for the people of Hot Springs to
wake up and get involved! The controversy that is going on now
between the A&P Commission and the National Park Service is all of
the A&P Commission and our city board of directors fault! What they
are doing is no more than false or misleading advertisement! They
are claiming that Hot Springs is part of or inside a National Park!
There is nothing further from the truth than Hot Springs city being
part of a National Park! Our A&P Administrator, City Board, and Chamber of Commerce are using our tax dollars to fight the Federal Government which is also our tax dollars. This is to further their own objectives and their self interests. There are many more businesses, some of very questionable character, using the National Park's name for their benefit also!( Look at Hot Springs National Park on your computer). Our own A&P Administrator says that the National Park brings in very few people to Hot Springs as tourists and that his A&P is wh |
